CSAC Meeting Minutes 20191121
ATTENDEES:

OLD BUSINESS:
1) Franklin Avenue Corridor-- Design Documents being prepared in part by both Village and County. Review by County needed before final approval-- perhaps in 2020. Municipal agreements will need to be completed, local and County funding, bidding, construction contract award, etc. to follow.
2) Crosswalk at Van Emburgh Avenue/ Hampshire Road-- Thermoplastic Markings not installed yet. Completion in 2019, weather permitting.
3) Pedestrian/Bike SRTS Grants-- NV5 contract and Phase 1 scope being prepared. Meeting with NJDOT is needed.
4) CBDAC-- Ms. Shinozuka stated nothing new to report. Tree well renovation plan submitted to Engineering by contractor.
5) North Walnut Street-- Interactive Speed Sign Installed. Device is able to collect speed data. CSAC requested a BEFORE/AFTER study to be used in evaluating the signs effect on travel speeds and potential use in future applications.
6) Union Street-- Thermoplastic markings scheduled to be refurbished by contractor in 2019, weather-permitting.
7) SSATF-- Facebook Page being considered as an educational tool for drivers and walkers regarding safety practices. Further emphasis on education is planned. Map of GWMS pick-up/drop-off areas still in works.
8) Starbucks Driveway--Engineering has offered plans for safety measures to Starbucks' traffic engineer. Village will incorporate driveway modifications, etc. in Franklin Avenue Corridor plans.
9) Traffic Control Measures in The Lawns-- No progress this month.
10) West Glen Avenue Sidewalks-- No update.
11) Long-Term Programs/ Policy Discussions-- No Items Presented.
NEW BUSINESS:
1) CSAC Appointments- January 2020- December 2022-- Mr. Di Marco reminded CSAC members that appointments expire next December 31st. Councilman Voigt agreed that current CSAC members should e-mail the Village Manager expressing interest in being re-appointed or not being re-appointed. The Council can fill the seven citizen positions from among current members and/ or new resident volunteer applicants.
2) Mr. Di Marco noted the great value of having Police Department liaisons regularly at meetings to facilitate handling CSAC and resident safety issues. Councilman Voigt will discuss this matter with the Village Manager and emphasize the need to assign a high priority to Police liaison attendance at CSAC meetings.
3) Mr. Fuhrman and Councilman Voigt discussed a situation on Brookside Avenue between East Ridgewood Avenue and Hanks Avenue where a construction barrel is located in the center of the street in an area used for RHS student pick-up/ drop-off. Some drivers are diverting to the left of the the barrel resulting in the potential for crashes. A similar situation on Spring Avenue between Circle Avenue and Kenilworth Road was reported. Mr. Rutishauser said both locations (plus a third) involved collapsed manhole supports which are scheduled for repair after leaf collection is completed.
4) Ms. Donmez and Mr. Miller discussed an incident involving their 6 year old son who was injured while walking on the sidewalk along Wyndemere Avenue when struck by a 12 year old cyclist also riding on the sidewalk. The consensus was the need to further promote educating students on safe riding practices. The current efforts were reviewed including Bike Rodeo and existing school programs, etc. School Resource Officers were mentioned as a means to promote safety and Ms. Buchsbaum offered to discuss the matter with HSA Safety Chairs.
5) Mr. Di Marco reported that Mr. Rutishauser and he attended an all-day seminar at Rutgers University sponsored by USDOT's Federal Highway Administration --"STEP: Safe Transportation for Every Pedestrian". The program included in-depth analysis of numerous pedestrian safety issues, effectiveness and applicability of improvement measures, and field exercises. 6) Mr. Di Marco noted that Ms.Sacks is recovering from surgery and may miss some upcoming CSAC meetings. She kindly offered to stay abreast of CSAC activities through agendas and minutes.
