OLD BUSINESS:
1) Franklin Avenue Corridor-- Bergen County has sent no response to August submission.
2) Crosswalk at Van Emburgh Avenue/ Hampshire Road--Not installed yet. Markings are done by paving contractor's subcontractor- it remains on the work order list.
3) Pedestrian/Bike SRTS Grants-- NV5 continues work on the $157,000 portion of the grant.
4) CBDAC-- Planning is focused for winter efforts to support CBD. Outdoor dining dates are being modified to allow sidewalk tables, weather permitting, at restaurant's discretion. It was suggested that a signing plan to safely guide visitors to businesses and parking areas be developed.
5) North Walnut Street- Sgt. Chuck reported average speeds declined from 33mph to 29mph after speed sign installation and was recently determined to be 25 mph as curb parking increased.
6) Union Street--Thermoplastic markings have been refurbished. This agenda item is closed.
7) SSATF-- No actions undertaken or expected until a regular school schedule is restored.
8) Starbucks Driveway-- Modifications complete. Engineering is monitoring performance and will report any future actions to CSAC. This agenda item is closed.
9) West Glen Avenue-- No progress on Concept Study
10) Bike/Safety/Educational Efforts-- Ms. Brogan reported the BOE's continuing and active inclusion of safety in the curriculum at all levels and an on-going review to identify further enhancements.
11) West Glen Avenue/ North Monroe Street-- Project is in the current Capital Budget; preliminary work just started; limited progress to date.
12) Safety Enforcement and Policy re: School/ Recreational Facilities/ Residential Areas.-- Sgt. Chuck described the enforcement practices under the Chief's Order to suspend enforcement of certain time limit and parking restrictions due to the COVID-19 situation. Safety-related violations are being enforced. The RHS issued an e-mail on October 15, 2020 regarding the efforts to alleviate some important issues near the RHS and specifically requested drivers engaged in Pick-up/ Drop-Off to be respectful of residents along North Irving Street by not arriving too early or congregating outside of cars. The RPD Traffic Division has discussed modifying the Order with the Chief's office; however, no changes have been issued. Ms. Sacks, a North Irving Street resident, offered personal observations of typical conditions along the street. The discussion included safety concerns when stopped vehicles along both North Irving Street curbs limit the remaining travel way and result in blocking access or obstructing traffic. The Police will monitor this situation and will respond when receiving reports of unsafe conditions. Ms. Sacks offered to discuss her observations and safety concerns with the Chief's office.
NEW BUSINESS:
1) Ms. Docktor requested Engineering to examine the potential for a pedestrian-actuated crossing signal (similar to the recently-installed device on North Maple Avenue near Village Hall) for West Glen Avenue and Hillcrest Road to supplement the existing marked crosswalk. Engineering will investigate the criteria and warrants for recommending such an installation.
2) Sgt. Chuck congratulated Engineering's on-going success for the safety improvements implemented at the intersection of Spring Avenue and Kenilworth Road. No crashes or incidents have been reported in 19 months. Mr. DiMarco said the location was included in the September 15, 2016 CSAC meeting as an example of low-cost, traffic calming installations incorporated by Engineering in paving projects or as independent improvements. Additional STOP signs were installed, tree branch obstructions and sight triangle issues were addressed in 2018. STOP logos were applied to the Kenilworth Road approaches in mid-2019.
