PARKS, RECREATION, AND CONSERVATION BOARD
FEBRUARY MINUTES
Date: February 28, 2023 – The Stable 7:30pm
Attendance: Present: Chair R. Brooks, A. Chauvin, V. VanDyke, P. Vagianos, F. Mortimer, S. Winograd, K. Frey, Jim Morgan, Sheila Brogan
Absent: D. Sayles, M. Mahmoud, L. Kloak

Minutes: Minutes for January 2023 Approved with motions made by F. Mortimer, J. Morgan made second motion.
Summer Job Fair/
March 8th: K. Frey shared that 17 lifeguard applicants have committed and the entire badge staff are returning, 2 maintenance applications received and 29 counselors returning along with 6 new applicants. She is very pleased with response and we will see more applicants in May. Ideally, there would be 12 lifeguards a day. K. Frey shared all of the online marketing and advertising.
Schedler Property/
Park Plan Update: P. Vagianos shared before we send final drawings to SHPO, the Village Council would like to see one change to the recent drawing that has a grass field. Due to all the flooding in recent years, they would like to explore a larger turf field in that area. This will be voted on in April.
S. Winograd shared that the main change will be the larger turf field. She made suggestions for the use of the house like a company called Rising Bakery, they provide individuals with special need an inclusive environment to work. We need to find a purpose for the house, possibly STEPS would like to take a look at it.
Memorials within
Municipal Properties: P. Vagianos shared that a meeting was held that afternoon, H. Mailander, N. Bigos, M. Andreula, P. Perrone and C. Rutishauser all attended. The proposed ordinance was reviewed and most of it will be in the final proposal. A moratorium on all future monuments will be discussed at the March 22nd workshop. Conversations of donations in the form of recreational amenities, and trees for our arboretum to the town are being discussed.
Parks/Open
Space: R. Brooks explained that our next meeting on April 25th will be a shared meeting with Open Space where we will discuss concepts to be worked on together.
Special Events: F. Mortimer shared a sign for No Mow May that will be given to the residents to put in front of their house. The QR code will take you to the website. The residents need to sign up in order not to get fined for lack of property maintenance.
Technology: No update.
Parks Update
Citizens Park: No update.
New Business: S. Brogan shared the need for adult playgrounds.
Liaison Reports Village Council – S. Winograd

Board of Ed – M. Mahmoud
· S. Brogan shared the BOE budget has not been approved yet.
Open Space Committee – D. Sayles
· No report –absent
Fields Committee – R. Brooks
· R. Brooks shared that we need to plan for the inclusion of adult use regarding fields. Adult soccer, LAX, football are gaining in popularity and field space is necessary for their involvement.
Shade Tree Commission – V. Van Dyke
· V. Van Dyke shared discussions about grants. A resolution for their term policy. Possibly creating a STC Finance Sub-committee so they know how much money they have. They will be receiving monthly update on finances from Finance.
Community Center Advisory Board – L. Kloak
· No report - absent
Green Ridgewood – F. Mortimer
· F. Mortimer shared that they are thinking of what their focus should be in the Master Plan.
Project Pride – N. Bigos
· No report
