PARKS, RECREATION, AND CONSERVATION BOARD
MARCH MINUTES
Date: March 28, 2023 – The Stable 7:30pm
Attendance: Present: Chair R. Brooks, A. Chauvin, V. VanDyke, F. Mortimer, S. Winograd,
J. Morgan, D. Sayles, L. Kloak
Absent: N. Bigos, D. Kat, M. Mahmoud

Minutes: Minutes for February 2023 Approved with motions made by F. Mortimer, A. Chauvin made second motion.
Parks & Rec
2023 Dep Budget
Status: K. Frey shared the Department was instructed to reduce all operating budgets and that the Parks Division is required to cut $85,000.00, Recreation is required to reduce by $35,000.00, Graydon has to cut $25,000.00 and the Community Center needs to eliminate $3,000.00. The positions that were requested will not be filled. In the capital budget we were awarded the mason dump, hazardous tree removals, CBD tree well planting, Emerald Ash Borer tree removals, playground notices for Kings Pond, 2 utility vehicles and the chip truck.
Schedler Property/
Update: S. Winograd shared the potential park conceptual drawing. Parks plan will be voted on at the April 12th meeting. The drawing was passed around for the board to view. S. Winograd spoke about the financials of Schedler. The Village does not have a specific use of the house will be yet. F. Mortimer made a motion for the PRC Board to support the full size field at Schedler with a surface that will benefit most residents, a playground for children, a walking path, a public bathroom with a house that is similar to Habernickel, where a tenant can be found and a natural meadow. The PRC Board were all in favor of this motion.
Memorials within
Municipal Properties: S. Winograd shared that she will follow up with P. Vagianos about memorials within municipal properties.
Technology: K. Frey shared that they are working on phase two of Master Library.
Special Events: K. Frey shared that the office is still accepting sponsors and vendors for Daffodil Day and Earth Day. F. Mortimer shared registration for No Mow May needs to be done in order to participate. Green Ridgewood will be at Earth Day. J. Morgan shared a rocks and minerals camp in Ridgewood. K. Frey shared an update about Graydon staffing.
Parks Update
Citizens Park: No update.
New Business: S. Winograd shared that a meeting was held with herself, P. Vagianos, Jeff Nyus, Keith Cook and the members of the BOE to discuss certain topics. The PRC Board has requested a new BOE liason.

Open Space Committee – D. Sayles
· D. Sayles shared the at Open Space has action items that they are focusing on.
Fields Committee – R. Brooks
· No report.
Shade Tree Commission – V. Van Dyke
· V. Van Dyke shared discussions about the 2023 budget, tree inventory, by laws and sub committees being created for specific projects.
Community Center Advisory Board – L. Kloak
· L. Kloak shared that 2 older committee members would like to have a fourth of July float.
Green Ridgewood – F. Mortimer
· F. Mortimer shared discussions about the daffodil festival.
Project Pride – N. Bigos
· K. Frey shared planting day will be on Sunday, May 21st at 8:00am. Grace Church has again offered their community service project to the department and will be working on the Children’s Sensory Garden on Saturday, April 22nd
