THE FOLLOWING RESOLUTION, NUMBERED 17-252, WILL BE ADOPTED BY A CONSENT AGENDA, WITH ONE VOTE BY THE VILLAGE COUNCIL.  THERE IS A BRIEF DESCRIPTION BESIDE EACH RESOLUTION TO BE CONSIDERED ON THE CONSENT AGENDA. EACH RESOLUTION WILL BE READ BY TITLE ONLY:

17-252 Award Contract under State Contract –     Chlorine Analyzers (NTE $32,000) – Awards a    contract under State Contract to Hach     Company, P.O. Box 608, Loveland, CO

14. ORDINANCES – INTRODUCTION

3613 – Amend Chapter 265 – Vehicles and Traffic –          Parking, Prohibition of U-Turns, Prohibition     of Stopping and Standing for Municipal Complex     Parking Lot and Time Limit Parking on North     Maple Avenue – Establishes designated parking     spots in the Municipal Complex parking lot for     the playground, Village Hall patrons, Library      patrons, Parking Enforcement vehicles, and         motorcycles. In addition, establishes parking      spaces to be used by Police vehicles, Village      employees, Village Council, and Library         employees. Prohibits parking of vans or busses      transporting four or more people or spectators      of sports in the Municipal Complex parking lot.      It also prohibits U-Turns at the driveway         entrance/exit and establishes No Stopping or      Standing areas on the ramps into and out of the      Municipal Complex parking lot. Finally, this      ordinance establishes a 2-hour time limit on      North Maple Avenue in front of the Library and      Village Hall.  

3614 – Amend Chapter 265 – Vehicles and Traffic –    Maltbie Avenue – 2-hour Parking – Establishes 2-    hour parking on the east side of Maltbie Avenue,    from 7:00 a.m. to 8:00 p.m., all days except      Sundays and holidays

3615 – Amend Chapter 265 – Vehicles and Traffic -          Establish Bus Stop on Goffle Road – Establishes     a bus stop on Goffle Road, between Ravine Avenue    and Liberty Street, in front of 401 Goffle Road

3616 – Amend Chapter 265 – Vehicles and Traffic – Designate    CBD Employee Parking Spaces – North Walnut Street    Parking Lot – Designates 26 spaces for CBD Employee    parking in the North Walnut Street parking lot, from    the corner of Franklin Avenue southward, from 10:00    a.m. to 6:00 p.m., Monday through Saturday

3617 – Amend Chapter 145 Fees – Emergency Medical          Services Third-party Billing Plan Fees –        Establishes new or increased fees for Emergency     Medical Services for: providing service and     transportation; mileage costs; oxygen use. Also       establishes the use of a Collection Agency for      bills not paid by those who are not Ridgewood     residents.

17-270 Award Contract Under State Contract –     Electronic Equipment and Computer Upgrades    (NTE $200,000) – SHI – Awards a contract    under State Contract to SHI International    Corporation, 290 Davidson Avenue, Somerset,    NJ

17-271 Award Contract Under State Contract – 2018    Chevy Tahoe – Fire Department (NTE      $35,395.68) – Awards a contract under State    Contract to Hertrich Fleet Services, Inc.,    1427 Bay Road, Milford, DE

17-272 Accept Bergen County Historic Preservation    Grant – Zabriskie Schedler House – Phase 1 –    Authorizes the Village to enter into a     contract with the County of Bergen for the    purpose of using a Bergen County Historic    Preservation Trust Fund matching grant in the   amount of $116,725, for the Zabriskie     Schedler House Roof Stabilization and     Planning Documents (Phase I) and authorizes    the Village Manager to execute said contract

17-273 Authorize Partial Release of Escrow Funds –    309 Mastin Place, LLC – The Village Engineer    is satisfied that the developer has completed   the storm water drainage issues at 309 Mastin   Place. Therefore, of the developer’s $10,000    escrow, $5,745 will be returned to the     developer and the remaining $4,255 will be    deposited into the COAH Residential     Development Fee account to satisfy the     payment of these required fees.

17-274 Establish Annual Service Charge and Payment    for Guarantee Bond for Ridgewood Senior     Citizen Housing Corporation and Guaranty of    Payment of Revenue Bonds - Authorizes the    Village Manager to execute an agreement     reflecting the annual service  charge, in lieu   of taxes, for  Village services provided to    the Ridgewood Senior Citizens Housing     Corporation’s housing development.  In     addition,  it requires the payment of $25,000    from the Ridgewood Senior Citizen Housing    Corporation for guaranty of the timely     payment of principal and interest of 2005    Revenue Bonds.

17-275 Authorize Tax Collector to Charge for Mailing   of Tax Sale Notices - Authorizes the Tax    Collector to charge $25 per mailing of the    tax sale notice and add it to the cost of the   tax sale

17-276 Authorize Cleaning of Grove Park Area by the    Ridgewood  Wildscape Association and Rotary    Club of Ridgewood A.M. - Authorizes these    volunteer groups to clean the Grove Park    area, along with a Public Awareness Campaign,   on October 8, 2017.  The Village Engineer has   reviewed the proposal, the groups have agreed   to certain safety precautions, and the     resolution is adopted pursuant to Title 59.

17-277 Establish Village of Ridgewood as Bee City    USA – Establishes the Village of Ridgewood as   a Bee City USA, the first NJ municipality    with this distinction. The mission of Bee    City USA is to coordinate communities’     efforts to sustain pollinators by providing    them with healthy habitat, rich in a variety    of native plants and free to nearly free of    pesticides.

17-278 Refer Study of Hudson Street as Area of     Redevelopment to Planning Board -

17-279 Authorize Ridgewood Wildscape Association to    Distribute Door Hangers – Authorizes the    Ridgewood Wildscape Association to distribute   door hangers to Ridgewood residents with    information about preserving the Village’s    parklands

17-280 Request Permission for Dedication by Rider –    Cultural Arts Purposes – Requests permission    of the Director of the Division of Local    Government Services to deposit and expend    funds paid by individuals, to offset the    costs of operating Cultural Arts Programs

17-281 Appoint Members to Special Projects Task    Force – Appoints the following to the Special   Projects Task Force for a term of one year,    expiring 6/30/18: John Cavanagh–Coordinator,    David Hough, Alex Kisilevich, Rob Kotch,    Brian Lahey, and Rei Shinozuka

17-282 Appoint Members to Ridgewood Arts Council –    Appoints Frank DelVecchio and Lynn Kenney to    the Ridgewood Arts Council, to replace Linda    Bradley and Sherry Frank, for terms that    shall expire on 6/30/18

17-283 Appoint Members to Central Business District    Advisory Committee – Appoints Kathryn Schmidt   as a representative of the Ridgewood Guild    for a term which expires 6/30/18; Michael    Pickholz as a Ridgewood resident member for a   term which expires 6/30/18; Amy Bourque and    F. Gail McCarthy as Ridgewood resident     members for terms which expire on 6/30/19;    and William Gilsenan as a business owner for    a term which expires on 6/30/19. Also     appoints Chief Jacqueline Luthcke or designee   and Village Engineer Christopher Rutishauser    or designee to terms which expire on 6/30/18.
