3-20, Decorum, the Village Council meetings shall be conducted in the following manner:
Manner of Addressing Council
Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

22-06 Authorize Change Order – Electric Vehicle Charging Station – New Ridgewood Water Headquarters (NTE $24,413.18) – Authorizes this change order for materials and labor to install the electrical components of an Electric Vehicle (EV) charging station at the new Ridgewood Water Headquarters, at 111 North Maple Avenue
22-07 Accept Ridgewood Water Annual Maintenance Fee - Accepts an operating and administrative maintenance fee from Ridgewood Water based on the amount of total tax indicated by the assessed value of the land owned by Ridgewood Water
22-08 Establish Interest Rates for Delinquent Payments to the Water Utility for 2022 and Set Grace Period for Payment of Water Utility Bills - Sets an interest rate of 8% per annum on the first $1,500 and 18% per annum on a balance over $1,500 for the non-payment of water utility bills in excess of $50. Also sets a 30-day grace period for the payment of all water bills. In addition, a 6% per annum penalty may be charged on any fiscal year delinquency in excess of $10,000 in paying a water bill, as is imposed on taxpayers for the non-payment of taxes.

22-09 Authorize Temporary Capital Budget - Approves a temporary Capital Budget to appropriate money for the down payment for the general capital bond ordinance for the 2022 road resurfacing, streetscape, and other related road work; and the purchase and installation of a playground at Kings Pond Park
16. ORDINANCES – INTRODUCTION
3886 – Bond Ordinance – General Capital ($2,611,000) - Appropriates this money for the 2022 street paving, streetscape, and other related road work; and the purchase and installation of a playground at Kings Pond Park
3887 – Amend Chapter 145 – Fees – Sewers and Sewage Disposal Fees – Increases sewer and sewage disposal fees for the annual service charge for residential, non-residential, and significant sewer dischargers for those located outside of the Village of Ridgewood
3888 – Amend Chapter 265 – Vehicles and Traffic – Route 17 Park and Ride Lot – Establishes that payment is required for parking at all parking spaces located at the Route 17 Park and Ride Lot
3889 – Amend Chapter 265 – Vehicles and Traffic – Ridgewood Resident Daily Parking Passes – Allows Ridgewood residents with Ridgewood Resident Stickers and Ridgewood Resident Daily Parking Passes to park in the train station lot (Station Plaza), the third level of the Hudson Street Garage, Cottage Place lot, and Route 17 Park and Ride Lot
3890 – Authorize an Energy Aggregation Program for Residential Properties in the Village of Ridgewood – Authorizes the Village of Ridgewood to act as the Lead Agency in soliciting proposals for electric generation service and energy aggregation services on behalf of Village residents, and enter into a contract for such services provided that the lowest qualified bid containing renewable content in the power supply is above the basic generation supply of PSE&G and that the bid price is lower than the prevailing price for PSE&G. This also authorizes the Mayor and Village Clerk to execute an Electric Distribution Company Aggregation Agreement with PSE&G.

18. RESOLUTIONS
THE FOLLOWING RESOLUTIONS, NUMBERED 22-10 THROUGH 22-27 ARE TO BE ADOPTED BY A CONSENT AGENDA, WITH ONE VOTE BY THE VILLAGE COUNCIL. THERE IS A BRIEF DESCRIPTION BESIDE EACH RESOLUTION TO BE CONSIDERED ON THE CONSENT AGENDA. EACH RESOLUTION WILL BE READ BY TITLE ONLY:
22-10 Authorize Tax Assessor/Tax Collector to File Appeals and/or Settlement Stipulations - Authorizes the Tax Assessor and/or Tax Collector to file tax appeals and/or settlement stipulations with the Bergen County Board of Taxation for the purpose of correcting assessment errors for the year 2022. This resolution also authorizes the Assessor, in conjunction with the Village Attorney, to conduct settlement negotiations in matters pending before the Tax Court of New Jersey in 2022.
22-11 Award Contract – Annual Maintenance for Software for Finance Department (NTE $25,000) - Awards a contract to Edmunds & Associates, 301 Tilton Road, Suite A, Northfield, NJ
22-12 Authorize Shared Services Agreement – School Resource Officer (Ridgewood Board of Education – (NTE $100,000) - Approves a Shared Services Agreement with the Ridgewood Board of Education, whereby the Village and the Board of Education will each pay $100,000/year for funding a School Resource Officer
22-13 Authorize Shared Services Agreement - Bergen County Police Chiefs Association Mutual Aid Plan and Rapid Deployment Force - Authorizes the Ridgewood Police Department to participate in a County-wide Mutual Aid Plan and Rapid Deployment Force to be used in times of emergency
22-14 Authorize Execution of Agreement – Trial Period for Use of Foam Cycle Expanded Polystyrene Densifier – Authorizes an execution of an Agreement with Foam Cycle, LLC, 3008 Grey Cliff Way, Milford, PA, for a 6-month no obligation trial period for the use of a polystyrene densifier at no cost to the Village of Ridgewood. The Village will be required to provide the necessary power supply at the Recycling Center. After the trial period, the Village has the option to purchase the polystyrene densifier.
22-15 Certify Compliance with Federal Civil Rights Requirements - Certifies that the Village of Ridgewood’s hiring practices comply with the U.S. Equal Employment Opportunity Commission’s “Enforcement Guidance on the Consideration of Arrest and Conviction Records in Employment Decisions Under Title VII of the Civil Rights Act of 1964”, as amended, pertaining to the consideration of an individual’s criminal history. This is required under P.L. 2017, c. 183 which requires that this be certified prior to the Village submitting its approved annual budget to the NJ Division of Local Government Services.
22-16 Establish Interest Rate for Delinquent Taxes and Non-Payment of Assessments and Other Municipal Liens for 2022 and Set Grace Period and Due Date - Authorizes the Tax Collector to charge 8% per annum on the first $1,500 of the delinquency and 18% per annum on any amount in excess of $1,500 becoming delinquent after the due date. Also allows for a ten-day grace period for quarterly tax payments and a due date at 25 days from the date of Village Council certification of costs for other municipal liens. In addition, the Tax Collector is authorized to charge a 6% per annum penalty on any fiscal year delinquency in excess of $10,000.
22-17 Establish Interest Rates for Delinquent Payments for Significant Sewer Discharger Bills for 2022 - Sets an interest rate of 8% per annum on the first $1,500 and 18% per annum on a balance over $1,500 for the non- payment of significant sewer discharge bills. Also sets a 30-day grace period for all bills. In addition, a 6% per annum penalty may be charged on any fiscal year delinquency in excess of $10,000 in paying a significant sewer discharger bill, as is imposed on taxpayers for the non-payment of taxes.
22-18 Endorse Application for Community Development Block Grant – SHARE, Inc. – 130 Prospect Street – Purchase and Installation of an Air Conditioning Unit - Confirms endorsement of a $16,000 CDB grant. This resolution does not obligate the financial resources of the Village but will expedite the expenditure of Community Development funds.
22-19 Endorse Application for Community Development Block Grant – SHARE, Inc. – 130 Prospect Street – Replacement of Soffit and Gutter and Installation of New Drip Edge Metal on the Roof - Confirms endorsement of a $13,300 CDB grant. This resolution does not obligate the financial resources of the Village but will expedite the expenditure of Community Development funds.
22-20 Endorse Application for Community Development Block Grant – Family Promise – “Steps to Success: Empowering Families Through Workforce Development” Project - Confirms endorsement of a $24,000 CDB grant. This resolution does not obligate the financial resources of the Village but will expedite the expenditure of Community Development funds.
22-21 Endorse Application for Community Development HOME Block Grant – Children’s Aid and Family Services – Renovation of Home at 138 Prospect Street for Individuals with Developmental Disabilities - Confirms endorsement of a $180,000 Community Development HOME Block grant. This resolution does not obligate the financial resources of the Village but will expedite the expenditure of Community Development funds.
22-22 Authorize Mailing of Estimated 2022 Third Quarter Tax Bills - Authorizes the mailing of estimated tax bills for the 2022 third quarter to ensure that sufficient cash flow is available to meet obligations
22-23 Authorize Electronic Tax Sales - Authorizes the Tax Collector to continue to conduct electronic tax sales through New Jersey Tax Lien Investors/RealAuction.com, as allowed by the Director of the Division of Local Government Services
22-24 Authorize Cancellation of Tax Overpayments and Delinquent Amounts - Authorizes the Tax Collector to cancel delinquent property taxes or refund property tax overpayments in amounts of less than $10
22-25 Authorize Tax Collector to Charge for Mailing of Tax Sale Notices - Authorizes the Tax Collector to charge $25 per mailing of the tax sale notice and add it to the cost of the tax sale, in lieu of any two publications of the tax sale notice
22-26 Authorize Release of Escrowed Funds and Irrevocable Letters of Credit – Two-Forty Associates, LLC for Completion of the Project by Chestnut Village, LLC and Rescind Resolution #21-354 - Authorizes the Director of Finance to release and return to Two-Forty Associates, LLC the escrowed funds and the Village to forever release the Irrevocable Letters of Credit No. 238 and No. 241, which were supplied by Atlantic Stewardship Bank, due to the fact that the files in the Building Department, the Planning Board, and the Engineering Division have all indicated that the project is satisfactorily complete. In addition, this resolution shall rescind and replace Resolution #21-354, previously adopted by the Village Council, in its entirety.
22-27 Authorize Joining Hunterdon County, ESC Cooperative Purchasing Program – Authorizes the Village to join the Hunterdon County Educational Services Commission Cooperative Purchasing Program. There is no cost to join this purchasing program, and it will allow the Village to have another source to purchase various items. Also authorizes the Village Manager to execute the Agreement to join this purchasing program.
