Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter

3-20, Decorum, the Village Council meetings shall be conducted in the following manner:

 

 

 

 

 

 

 

Manner of Addressing Council

 

Persons other than Councilmembers may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Councilmember, nor shall any person be permitted to address the Chair while a motion is pending. A Councilmember may, through the Chair, respond to any communication or address received pursuant to this section.

 

Decorum

 

Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

23-361    Reject Bid – Valley View Reservoir                      Improvements – Rejects the lowest bid, from               Brave Industrial Paint, due to insufficient               experience and qualifications, which made                this bid out of compliance with the bid                   document

 

23-362    Award Contract – Valley View Reservoir                 Improvements (NTE $391,400) – Awards a                     contract to the lowest responsible bidder, DN        Tanks, Inc., 11 Teal Road, Wakefield, MA

23-363    Award Contract – Pump House Floodproofing –                Linwood Pump House and East Saddle River Pump         House (NTE $230,940) – Awards a contract to              the lowest responsible bidder, VNL, Inc., 107       Main Street, Whitehouse Station, NJ. FEMA           mitigation funds in the amount of $57,950                have been issued to the Village for use on              this project.

23-364    Award Professional Services Contract – Stage              2 Archaeological Survey – Cedar Hill PFAS                Facility in Wyckoff (NTE $45,144.40) – Awards        a non-fair and open Professional Services                Contract to Hunter Research, Inc., 120 West           State Street, Trenton, NJ. The required Pay              to Play forms have been filed with the                 Village Clerk’s Office, as required by law.                Also authorizes the Mayor and Village Clerk                to execute the contract.

23-365    Authorize Amendment to Shared Services                  Agreement – Water Main Relocation at                  Greenwood Avenue Bridge in Midland Park                   (Bergen County)(NTE $41,158.05) – Authorizes               an additional amount to reimburse Bergen                County for additional water main replacement               work and sewer repairs that were performed by         Bergen County’s bridge contractor. Also                  authorizes the Village Manager to sign the                Agreement with Bergen County.

 

14.  ORDINANCES – INTRODUCTION

 

3974 – Amend Chapter 105 – Cats – Expiration of 3-Year           Cat Licenses – Changes the deadlines for               registering cats with a 3-year license

3975 – Amend Chapter 145 – Fees – Emergency Medical          Services Third-Party Billing Plan Fees – Updates   the fees to be charged for Emergency Medical            Services calls for service, providing service             and transportation, mileage costs, and oxygen            use

3976 - Amend Chapter 190 – Land Use and Development –        Permit Microbreweries and Brew Pubs – Amends          Chapter 190, to change the zoning to permit           microbreweries and brew pubs in the B-1 and B-2             Retail Business Districts and in the C                  Commercial district

 

 

3977 – Firefighters and Fire Superior Officers Salary           Ordinance – Establishes the salaries for               Firefighters and Fire Superior Officers for the             years 2023-2026

23-368    Title 59 Approval – Leasing of Taxi Stand at             the Ridgewood Train Station Building –                     Approves the plans and specifications for             Train Station Baggage Building (a.k.a. the               Taxi Stand) on North Broad Street at the                Ridgewood Train Station Building January 1,                2024 to December 31, 2025 in the Village of              Ridgewood, prepared by the Ridgewood                     Engineering Division, pursuant to Title 59

23-375    Award Professional Services Contract - Public       Health and Nursing Services (NTE $12,221.70)               - Awards a Professional Services Contract to             Valley Hospital, Valley Department of                   Community Health and Community Benefit, 223              North Van Dien Avenue, Ridgewood, NJ  

23-376    Authorize Shared Services Agreement –                      Barbershop, Beauty Shop, and Nail Salon                     Inspections (Norwood) - Authorizes a Shared               Services Agreement with the Borough of                  Norwood, whereby the Village of Ridgewood            will provide the Borough of Norwood with              these inspections for the year 2024

23-377    Authorize NJDEP Settlement Agreement –                    Chestnut Street Underground Storage Tanks             ($7,500) – Authorizes the payment of a $7,500        fine to the NJDEP for the regulatory                  violations for the Village’s underground fuel       storage tanks at 218 Chestnut Street. Also            authorizes the Village Manager to execute the       Settlement Agreement.

23-378    Confirm Endorsement of Community Development               Block Grant Application – Family Promise –                Expanding Access to Financial Education to                Include Spanish-Speaking Families - Confirms            the endorsement of a $25,000 Community                   Development Block grant. This resolution does      not obligate the financial resources of the               Village but will expedite the expenditure of             Community      Development funds.

23-379    Confirm Endorsement of Community Development               Block Grant Application – SHARE, Inc. –                   Bathroom Renovations – 104 Cottage Place -                Confirms the endorsement of a $24,340                   Community Development Block grant. This                   resolution does not obligate the financial               resources of the Village but will expedite                the expenditure of Community Development               funds.

23-380    Authorize 2023 Budget Transfers - Annual               resolution which transfers money from                     departments which have excess funds to those               departments which do not have adequate funds

23-381    Declare Property Surplus – Crane Carrier              Sanitation Trucks – Declares five Crane                 Carrier sanitation trucks surplus property            and authorizes the Village Manager to dispose        of said property, through GovDeals

23-382    Accept Donation – Hazmat Truck – Accepts a            donation of a 1999 Freightliner Hazmat Truck                from Bergen County, at no cost to the                   Village, to be used by the Ridgewood Office               of Emergency Management as a Mass Casualty                Incident vehicle. The Village will be                 responsible for registering the vehicle and               paying any fees, upon transfer of the title.

 

 

 

 

 

 

 

 

 

 

23-383    Rescind and Replace Resolution No. 23-306 -             Award Professional Services Contract –                    Archaeological Survey – Zabriskie-Schedler             House and Property (NTE $35,610) – Rescinds             and replaces Resolution No. 23-306, due to                the fact that there was a mathematical error       in Resolution No. 23-306. The resolution                Awards a Professional Services Contract to            the sole responsible quote from Richard Grubb          & Associates, 259 Prospect Plains Road,             Building D, Cranbury, NJ for an amount not to      exceed $35,610.
