THE FOLLOWING RESOLUTION, NUMBERED 16-114 WILL BE ADOPTED BY A CONSENT AGENDA, WITH ONE VOTE BY THE VILLAGE COUNCIL. THERE IS A BRIEF DESCRIPTION BESIDE THE RESOLUTION TO BE CONSIDERED ON THE CONSENT AGENDA. THIS RESOLUTION WILL BE READ BY TITLE ONLY:
16-114 Establish Budget Surplus Policy – Establishes the guidelines for the Village’s budget surplus policy

16-115 Adopt 2016 Budget
13. ORDINANCES – INTRODUCTION
3534 - Amend Chapter 265 – Vehicles and Traffic – Brookside Avenue Parking Restrictions – Establishes new parking restrictions, as follows: Parking prohibited on Brookside Avenue from East Ridgewood Avenue to Spring Avenue on both sides of the street, from 8:00 a.m. to 3:00 p.m. Monday through Friday, from September 1st through June 30th. Three hour parking on both sides of Brookside Avenue from 7:00 a.m. to 8:00 p.m. on all days, except Sundays and Holidays
3535 – Bond Ordinance – General Capital ($4,519,975) – Appropriates this money for various capital purchases for various Village departments
3536 – Bond Ordinance – Water Utility Capital ($4,655,000) – Appropriates this money for various capital purchases for Ridgewood Water
3537 – Police Department Salary Ordinance – Sets salary ranges, annual salary increases (0% for 2016 and 2017), longevity payments, sick leave payouts at retirement, and health insurance contributions for Police Officers and Police Superiors for 2016 and 2017
3538 – Amend Chapter 145 – Fees – Police Officer Fees on Outside Jobs – Increases the fees paid to Police Officers to $95/hour on outside jobs
3539 – Amend Chapter 265 – Vehicles and Traffic – Pomander Walk Parking Restrictions and U-Turn Prohibition – This ordinance prohibits U-turns on Pomander Walk from Godwin Avenue to the end of the street. It also prohibits parking from 8:00 a.m. to 8:00 p.m. on all days, for the entire length of the street.

16-134 Cancel Unexpended General, Water Utility, and Parking Utility Capital Balances – Cancels General Capital balances in the amount of $1,502,903.06; Water Capital balances in the amount of $710,209.62; and Parking Utility Capital balances in the amount of $13,647.09
16-135 Authorize Participation in Houston-Galveston Area Council Cooperative Pricing Agreement – Authorizes the Village of Ridgewood to enter into a Cooperative Pricing Agreement with the Lead Agency for the Houston-Galveston Area Council Cooperative Pricing Agreement
16-136 Approve 2015-2016 Renewal of Liquor License – Rocco Berardi – Approves the 2015-2016 renewal of the plenary retail consumption pocket liquor license owned by Rocco Berardi, pursuant to a Special Ruling by the Director of the Division of Alcoholic Beverage Control
16-137 Authorize Suspension of Enforcement of Prohibition on A-Frame Signs in Central Business District and Set Criteria for A-Frame Signs – Authorizes the suspension of enforcement for the A-Frame signs in the CBD. It also sets basic criteria for the A-Frame signs.
16-138 Appoint Chairperson of Ridgewood Community Action Network – Appoints Ines Bunza as the Chairperson of the Ridgewood Community Action Network, to a term which shall expire 12/31/17 and directs Ms. Bunza to appoint Vice Chairperson(s) for the same term(s)
16-139 Appoint Qualified Purchasing Agent and Revise Established Bidding Threshold – Appoints Stephen Sanzari as the Qualified Purchasing Agent (QPA) and authorizes the QPA to award contracts on behalf of the Village of Ridgewood that do not exceed $40,000 in a contract year, without publicly advertising for bids
16-140 Accept Community Development Block Grant – Handicapped Accessible Ramp – Lester Stable and Rescind Resolution #15-332 - Accepts the Community Development Block Grant for $50,000 for a handicapped accessible ramp at the Lester Stable. This resolution also authorizes the Village Manager to sign the grant agreement and the CFO to sign all vouchers submitted in connection with the grant. In addition, this resolution rescinds Resolution #15-332, which was incorrect.
