13. ORDINANCES - INTRODUCTION

3411 – Amend Chapter 190 - Redevelopment Zone – This ordinance amends various requirements of the Redevelopment Zone including: permitted, conditional, and prohibited uses; drive-in banks and pharmacies are permitted within the parking deck; the prohibition of outdoor uses has been amended to allow for additional exceptions; height regulations, side yard and rear yard requirements for parking decks are clarified; minimum floor area per dwelling unit has been eliminated for assisted living and other residential health care facilities; the maximum ratio of residential floor area to total floor area in the parking deck has been revised; the maximum density standard for assisted living/residential health care facilities has been revised; the affordable housing requirements within the parking deck have been amended; the Village Center Historic District design guidelines are not strict legal requirements; establishes that development by governmental entities be exempted from formal site plan approval requirements, as is done with other governmental development.

3409 – Amend Chapter 145 – Fees - Establish Fees for Use of Mobile Concession Stand

3410 – Amend Chapter 145 – Fees – Graydon Pool - Establish Membership Fee for Resident Patron with a Permanent Disability

15. RESOLUTIONS

14-83  Establish Ridgewood Arts Council –   Establishes the Ridgewood Arts Council to encourage artistic and cultural programs in the Village of Ridgewood for the enjoyment of Village residents and employees. There is no limit to the number of members who shall  serve a term of one year from July 1st of each year. There shall also be a Village Council liaison appointed to the Ridgewood Arts Council. The Ridgewood Arts Council will meet once per quarter and on an “as needed” basis, and all meetings shall be open to the public.

 14-84  Approve Girl Scout Cadets Troop 1326 Silver  Award Project – Par Course Improvements – Approves this project which will refurbish the exercise stations at Veterans Field, Maple Park, and Graydon Park. This project  has also been reviewed by the Village Engineer and the Parks, Recreation and  Conservation Board and various safety and implementation issues have been addressed. This resolution is adopted pursuant to Title  59.

14-85 Award Contract – 2014 Graydon Pool Concession Services – Awards a contract to the highest bidder, Greenlight Food Service, 45 Long Hill Road, Long Valley, NJ in the amount of $21,050

14-86 Title 59 Approval – Coach Bus Transportation  Services – HILT Trips – Approves the plans and specifications for Supply of Coach Bus Transportation Services prepared by the Department of Parks and Recreation, pursuant  to Title 59

14-87 Award Contract – Coach Bus Transportation Services – HILT Trips ($8,640) – Awards a contract to the sole bidder, Vanderhoof Transportation Co., Inc., 18 Wilfred Street,  West Orange, NJ

14-88 Title 59 Approval – School Bus Transportation – Summer Day Camp – Approves the plans and specifications for School Bus Transportation Services prepared by the Department of Parks and Recreation, pursuant to Title 59

14-89 Award Contract – School Bus Transportation – Summer Day Camp (NTE $21,550) – Awards a contract to the low bidder, Durham School Services, 248 Goffle Road, Hawthorne, NJ

14-90 Title 59 Approval – Graydon Pool Discharge Pipe into Sanitary Sewer – Approves the plans and specifications for Proposal for Graydon Pool Discharge Pipe to Sanitary Sewer in the Village of Ridgewood, prepared by the Engineering Division, pursuant to Title 59

14-91 Award Contract – Graydon Pool Discharge Pipe into Sanitary Sewer (NTE $73,210.65) – Awards a contract to the lowest responsible bidder, John Garcia Construction Co., Inc., 183 Friar Lane, Clifton, NJ

14-92 Award EUS Contract – Emergency Generator Repair – Water Pollution Control Facility (NTE $6,912.81) – Awards an Extraordinary Unspecifiable Service to Foley, Inc., P.O. Box 8500, Philadelphia, PA

14-93 Authorize Change Order – Graydon Pool Sloped  Entry (NTE $1,957) – Awards a change order to the original contractor for the sloped entry, C and C Masonry, Inc. 471 Chestnut Street, Ridgefield, NJ

14-94  Accept Payment from Ridgewood Water-  operating and Administrative Maintenance  Fees - Accepts an operating and  administrative maintenance fee from Ridgewood  Water based on the amount of total tax  indicated  by the assessed value of the land  owned by Ridgewood Water

14-95  Authorize Charge for Mailing of Tax Sale Notices - Authorizes the Tax Collector to  charge $25 per mailing of the tax sale notice  and add it to the cost of the tax sale

14-96  Accept Bid on Lease for 1057 Hillcrest Road –  Accepts the bid from Albert and Beth Moras to lease this property for $3,969/month for one year from 6/15/14 – 6/14/15 with an option to renew for an additional year.

14-97 Certify Submission of Recycling Tax Payment - Certifies a submission of expenditure for  recycling taxes paid in 2013 in the amount of  $25,333.86. The amount of grant monies received by the Village of Ridgewood shall not be less than the annual amount of the recycling tax paid and all grant monies shall  only be expended on the Village’s recycling program.

14-98  Declare Property Surplus – 1997 Chevrolet Pickup Truck – Declares a 1997 Chevrolet Pickup Truck surplus property and authorizes the Village Manager to dispose of said  property

14-99  Authorize Execution of NJPDES Permit for  Water Pollution Control Facility – Authorizes  the Village Manager and Village Engineer to  execute all necessary permit renewal  applications for the Village’s NJ Pollutant Discharge Elimination System for the Water Pollution Control Facility

14-100  Approve Shared Services Agreement - Bergen County Police Chiefs Association Mutual Aid Plan and Rapid Deployment Force - Authorizes the Ridgewood Police Department to                       participate in a County-wide Mutual Aid Plan and Rapid Deployment Force to be used in  times of emergency

14-101    Approve Liquor License Transfer – The  Dionysus Group to Kings Super Markets, Inc. –  Approves the person to person and place to place retail distribution liquor license transfer from The Dionysus Group, Inc. t/a The Wine Cottage located at 22 Chestnut  Street to Kings Super Markets, Inc. t/a Kings Super Market/Kings Fine Wine and Spirits located at 112 North Maple Avenue

14-102    Approve Liquor License Transfer – Chestnut Restaurant Associates to Roots Ridgewood - Approves the person to person retail consumption liquor license transfer from Chestnut Restaurant Associates, LLC t/a Blend        to Roots Ridgewood, LLC t/a Roots Steak House

14-103    Appoint Joint Insurance Fund Commissioner – Appoints Roberta Sonenfeld, Village Manager, as the JIF Fund Commissioner for the Village of Ridgewood through 12/31/14

14-104    Appoint Public Agency Compliance Officer (P.A.C.O) – Appoints Roberta Sonenfeld,Village Manager, as the P.A.C.O. for the Village of Ridgewood through 12/31/14
