17-08      Authorize Tax Assessor/Tax Collector to File           Appeals and/or Settlement Stipulations -             Authorizes the Tax Assessor and/or Tax                   Collector to file tax appeals and/or                  settlement stipulations with the Bergen                County Board of Taxation for the purpose of            correcting assessment errors for the year              2017.  This resolution also authorizes the               Assessor, in conjunction with the Village               Attorney, to conduct settlement negotiations           in matters pending before the Tax Court of               New Jersey in 2017.

17-09      Title 59 Approval – Traffic Engineering                Services – George Washington School/Pomander               Walk Area – Approves the Request for                   Proposals for Professional Engineering                 Services for the Assessment of Traffic and              Conditions West Side Area Village of                   Ridgewood, New Jersey, pursuant to Title 59

17-10      Approve Replacement of .40 Caliber Handguns            with 9mm Handguns and Ammunition – Approves           the replacement of .40 caliber handguns with              9mm handguns and their corresponding                    ammunition and that they shall be made part             of the 2017 Capital Budget for the Police              Department

17-11      Award Contract Under National Joint Powers              Alliance – Hook Lift Truck & Vehicle Rack             Body – Parks Department ($183,500.35)- Awards         a contract under National Joint Powers                  Alliance to Peirce/Eagle Equipment, 3388                Route 22 West, Branchburg, NJ. This price              includes a $6,000 trade-in allowance for a              1999 Chevrolet 3500 dump truck.

17-12      Award Extraordinary, Unspecifiable Services             Contract – Sanitary Sewer Manhole Cover and           Frame Repair (NTE $3,456.71) – Awards an EUS               contract to ConQuest Construction, Inc., 20               Carver Avenue, Westwood, NJ

17-13      Approve Shared Services Agreement – Purchase            of Brine (Hawthorne) – Authorizes a Shared            Services Agreement with the Borough of                    Hawthorne for the 2016-2017 Ice and Snow               Control Season for the purchase of brine at            the cost of $0.15/gallon to the Village of            Ridgewood

17-14      Approve Shared Services Agreement - Bergen             County Police Chiefs Association Mutual Aid              Plan and Rapid Deployment Force - Authorizes           the Ridgewood Police Department to                         participate in a County-wide Mutual Aid Plan           and Rapid Deployment Force to be used in               times of emergency

17-15      Reject Bid – Pilot Program for Ridgewood               Resident Commuter Transportation To and From               Ridgewood Train Station – Rejects the bid             received due to the fact that it was                   unresponsive to the request for proposals               issued by the Village

17-16      Reject Bid – Grant Writing Services – Rejects           the bid received due to the fact that it was              unresponsive to the request for proposals              issued by the Village

17-17      Accept Donation to Police Department –                 Motorcycle – Accepts the donation of a                 motorcycle by a Glen Rock resident to the             Ridgewood Police Department with no specific              terms or conditions. The donator does not               have any applications before any Ridgewood             Boards. The Village Manager is authorized to              execute the title transfer documents and the              motorcycle shall be recorded in the Village              Capital Assets account.

17-18      Establish Procedures to Establish By-laws and           Charters for Village Boards and Committees –               Establishes procedures for establishing by-          laws and charters for various Village Boards               and Committees

17-19     Authorize Temporary Capital Budget -                   Approves the ordinance to appropriate the             money to provide for the      2017 road paving              program, the acquisition of the police                    officer scheduling software, and firehouse              improvements.

17-20     Authorize Temporary Water Capital Budget –

          Approves the ordinance to appropriate the              money to replace water mains at four stream           crossings and to replace the water mains              at Linwood Avenue in Midland Park and                   Beechwood Road in Ridgewood.

3568 – Amend Chapter 263 - Valet Parking Services –        Annual Operating Permit Fee and Requirement to         Cover Valet Parking Signs – Amends the valet        parking services ordinance to establish a fee of    $1,000 if purchased between January 1st and June       30th, and a fee of $500 if purchased between       July 1st and December 31st. This ordinance also      requires the valet parking operator to cover all  valet parking signage when valet parking is not            in use.

3569 – Amend Chapter 145 – Fees – Ridgewood Parking        Permit Ordinance – Parking Permit for All            Parking Lots – Amends the $1,000 fee for RPP for     Ridgewood residents to allow them to park in all  parking lots, including the train station

3570 – Establish Regulations for Short Term Rentals of           Private Homes – Establishes regulations which         shall prohibit short term use, occupancy or           rentals of private homes for 30 days or less,            with the exception of house guests

3571 – Amend Chapter 265 – Vehicles and Traffic –            Establish No Left Turn at Van Neste Square –       Prohibits a left turn at the intersection of Van  Neste Square and East Ridgewood Avenue,                  traveling in the northerly direction

16-389    Award Contract – Dewatered Sewer Sludge                  Hauling Services (NTE $112,640) – Awards a           contract to the lowest responsible bidder,           Spectraserv, Inc., 75 Jacobus Avenue, Kearny,          NJ

16-390    Authorize Shared Services Agreement -                   Municipal Court Teleconferencing (Northwest             Bergen Shared Services)- Approves a Shared             Services Agreement for 2017 for the Northwest       Bergen Shared Service municipalities to use                the Village of Ridgewood’s Municipal Court               Teleconferencing equipment for arraignments

16-391    Authorize Shared Services Agreement – Child             Health Clinic (Fair Lawn & Glen Rock, NTE                $1,900 per municipality)- Authorizes a Shared           Services Agreement with the Borough of Fair                Lawn and the Borough of Glen Rock for a Child         Health Clinic. Each municipality will pay                one-third of the cost for the program.        

16-392    Authorize Change Order – Disposal and                  Recycling of Vegetative Waste (NTE $3,700) –           Authorizes a change order to the original             contractor, B & B Organic Waste Recycling,               280 Marshall Mill Road, West Milford, NJ.            This change order was necessary due to the               fact that the tub grinder broke down which              required the contractor to take away                vegetative waste which had not been                 processed.

16-393    Approve Cancellation of Grant Receivable and                Grant Reserve – 2014 Bergen County Municipal              Alliance Grant – Cancels $3,806.72 in Grant            Receivable and $9,066.89 in Grant Reserve for        this grant since they expired on 12/31/2015

16-394    Approve Cancellation of Grant Receivable and                Grant Reserves – NJ Department of                       Environmental Protection Storm Water Plan –             Cancels $10,583 in Grant Receivable and                    $8,787.52 in 2006 Grant Reserve and                   $13,169.27 in 2004 Grant Reserve for this            grant since they expired on 12/31/2010

 

 

 

 

16-395    Urge Governor’s Support and Signature on             Electronic Waste Management Act Legislation –      Urges Governor Christie to support and sign              the Electronic Waste Management Act                    legislation, which would enable the                   continuation of free government-sponsored           collection programs for covered electronic               devices (computer hardware). This legislation         has already been approved by the NJ State            Senate and NJ State Assembly.

16-396    Authorize Sale of a Portion of Barrington            Road – Authorizes the Village to offer for                sale a portion of Barrington Road, which is                described as an easterly terminus of                   Barrington Road at its intersection with             Hillcrest Road, to the neighboring property                owners. This sale is being authorized because       one of the neighboring property owners has               expressed an interest in the purchase of               ownership of this property, and it is no            longer needed for public purpose.

16-397    Authorize Applications for Brownfield Grants              – Authorizes the Village to execute two                    Brownfield grant funding applications for the        assessment and cleanup of the underground              contamination at the North Walnut Street            parking lot

16-398    Authorize Application for Bergen County                 Municipal Alliance Grant – Approves the                  acceptance of $11,677 in Municipal Alliance             Grant funds for the purpose of providing Drug      and Alcohol Awareness programs for the                   Village for fiscal year July 1, 2017-June 30,       2018

16-399    Approve Amendment to Field Policy for                    Recognized Groups – Providing Various                  Information Annually - Approves an amendment              to the Field Policy to require recognized             groups, who use Village property, to annually           provide various information about their                   groups
