CSAC Meeting Minutes 20180419

ATTENDEES:

AGENDA ITEMS:

OLD BUSINESS:

1)  Franklin Avenue On-Street Parking/ Traffic Calming-- ( CJR: North Maple Avenue Corridor is a priority for the Village's surveyor.)

2)  Crosswalk at Van Emburgh Avenue/ Hampshire Road-- (CJR: ADA ramps to be constructed when Village's 2018 contractor begins work).

3)  Pedestrian/Bike Safety SRTS Grants-- (CJR: Sidewalk work requires funding for substantial quantities of work to be implemented).

4)  CBDAC-- per Ms. Shinozuka via e-mail: a) parking garage remains on the table; b) no intent to pursue valet service at this time; c) no safety-related information to report.

5)  CSAC By-Laws--No status changes to report. Final draft to be reviewed.

6)  Proposed Parking At RR Station/ Pedestrian Walkway-- (CJR: Awaiting SHPO to respond to Village's latest submittal).

7)  Kenilworth Road/ Spring Avenue-- (CJR: Engineering has reviewed the approaches for sight obstructions. Letters to notify adjacent property owners will be sent. Additional thermoplastic markings to be applied pending warmer weather).

8)  Long-Term Programs/ Policy Discussions (On-Going)-- Mr. Walker requested sidewalks be installed where lacking as part of the 2018 paving program.

  1.    a) West Glen Avenue Sidewalks--(CJR: A portion of the sidewalks will be installed/ repaired when the Village's 2018 sidewalk/curb contractor commences work).
  1.    b) Senior Walkability Workshop/Sidewalk Condition Audit--(CJR: Defective areas are being confirmed. Letters to responsible property owners are forthcoming).
  1.    c)  MUTCD and Traffic Control Devices-- (CJR: Traffic and Signal Division has been instructed to ensure proper mounting of signs. Some residents are reporting difficulty viewing re-set signage).

NEW BUSINESS: 

1)  "Share The Keys" Program-- Ms. Brogan reported on the April 19, 2018 conference which attracted approximately 75 participants-- high school-age drivers and parents/guardians. Compliments given to Ridgewood High School staff for organizing and coordinating this program aimed at improving safety and skills of young drivers with the support and involvement of adult family members. 

2)  Ms. Cronk reported the Annual Crossing Guard Appreciation Breakfast scheduled for May 3, 2018 at 9:00 AM in the Education Center. The event is sponsored by the Federated H&SA.

3)  "Living to 100" conference is scheduled for May 17, 2018. Ms. Brogan announced the program is completely subscribed and a "wait list" has been established. The CSAC Meeting of May 17, 2018 has been CANCELLED.

AGENDA ITEMS:

OLD BUSINESS:

1)  Franklin Avenue On-Street Parking/Traffic Calming--Survey work continues. ADA-compliant ramp construction in July, 2019. Councilman Voigt expressed interest in having Bergen County participation in developing a coordinated system of traffic-responsive signals along Franklin Avenue between North Broad Street and North Maple Avenue and extending to the North Maple Avenue/East Ridgewood Avenue intersection. He proposed providing public comment at an upcoming Freeholder Workshop meeting. It was also suggested to arrange a meeting including the County Executive, County Public Works Director, County Engineer and Village officials, including CSAC representation, to pursue a specific funding and scheduling plan for a project.

2)  Crosswalk at Van Emburgh Avenue/ Hampshire Road-- ADA-compliant ramps scheduled for installation in 2018.

3)  Pedestrian/Bike Safety SRTS Grants-- NJDOT audit has not been received.

4)  CBDAC-- No report.

5)  CSAC By-Laws-- Councilman Voigt will contact Councilwoman Walsh to review final draft and circulate to CSAC for comments.

6)  Proposed Parking At RR Station/ Pedestrian Walkway-- CSAC limited comments to safety and access issues. Comments regarding historic preservation, aesthetics, landscaping , parkland use, etc. can be provided by individuals to Council at the appropriate time at the public hearing. The proposed design maintains a separate walkway for pedestrians with enhanced lighting among other amenities. Ms. Abbott noted the importance of retaining access which serves as a valuable feature serving pedestrians throughout the day.

7)  Kenilworth Road/Spring Avenue--Sight triangle issues being addressed. STOP logo to be added on Kenilworth Road approaches.

8)  North Walnut Street-- Sgt. Chuck reported the recent study showed a volume of 500 vehicles/day; average speeds of 30mph N/B, 32mph S/B and <1% exceeding 40mph. Crash analysis showed 22 reports over 3 year 8 month period-- including no pedestrian incidents, 5 slight accidents, 4 injury reports, 2 transports to hospital.  Review of prior suggestion for double yellow centerline which did not have broad support from residents. No further actions recommended by Police or Engineering at this time.(See Minutes of June 21, 2018 CSAC meeting for more background on prior actions/suggestions).

9)  Garber Square Bike Lane Eradication-- Project complete. CSAC requests enhanced enforcement to discourage any tendency by some drivers to enter the Bike Lane from the vicinity of the RR overpass.

10) Pedestrian Safety Awareness Program-- Details and volunteers needed. Reminder: Ms. Jeanne Johnson is expected to lead a Crosswalk Rally in the Fall and will be seeking participation from CSAC members.

11) Starbucks/Jersey Mike's Driveway Turn Restrictions-- Council is considering ordinances. No additional CSAC comments. Engineering and Police are evaluating the potential use of a Two-Way Left Turn Lane (See Figure 3B-7 in MUTCD for an example) along Franklinn Avenue between North Broad Street and North Maple Avenue.

12) Long-Term Programs/ Policy Discussions (On-Going)

  1. a) West Glen Avenue Sidewalks-- Still planned for Fall 2018.
  2. b) Senior Walkability Workshop/ Sidewalk Condition Audit--Engineering reports work being done by property owners.
  3. c) CSAC Input to Master Plan Review-- Councilman Voigt will follow up with the Task Force coordinating the effort.

NEW BUSINESS:

1)  Parking Restrictions-Overbrook Road- History of existing regulations reviewed. Suggestion to consider alternate side restrictions to share the impacts among residents. Concern expressed for potential shifting of parking to other residential streets. Possible use of PSE&G ROW for event parking was discussed by Engineering/ Police.

1)  West Glen Avenue Sidewalks**--CSAC expressed continued interest in seeing the 2018 Capital Budget include funding to initiate and advance this project.

2)  Franklin Avenue On-Street Parking/ Traffic Calming-- No updates reported.

3)  Crosswalk at Van Emburgh Avenue/ Hampshire Road-- No updates reported.

4)  Pedestrian/ Bike Safety SRTS Grants-- No updates reported.

5)  CBDAC-- Ms. Shinozuka said the CBDAC meeting had been cancelled. She will inform the CSAC about any safety/ pedestrian issues before the CBDAC in the future.

6)  CSAC By-Laws-- Councilwoman Walsh will provide a final draft to CSAC prior to submission to Village Council. She said additional CSAC members may be added by the Council.

7)  Proposed Parking at RR Station/ Pedestrian Walkway-- Councilwoman Walsh said no further comments had been received from SHPO.

8)  Senior Walkability Workshop Report/ Sidewalk Condition Audit**-- CSAC expressed continuing interest in seeing the 2018 Capital Budget include funding to initiate and advance this project.

9)  MUTCD and Traffic Control Devices**-- CSAC expressed continuing interest in seeing the 2018 Capital Budget include funding to initiate and advance this project.

10) Pedestrian Incident Analysis-- Lt. Pullman provided an update for 2011-2017 of the Pedestrian/ Bicycle Crash Analysis as requested at the CSAC's February meeting. ( See attachment).

11) Long-Term Programs/ Policy  Discussions. ( On-Going)-- No topics presented.

NEW BUSINESS:

1)  Age-Friendly Ridgewood-- Ms. Brogan reported on an upcoming presentation, " Living to 100: Lessons in Maximizing your Potential at any Age", by noted geriatrician, Dr. Thomas Perls. The topic offers many insights into the issues and opportunities for enhancing  communities to be safer and more welcoming to the increasing number of older citizens among us. The presentation is scheduled for May 17th at 7:00PM in the Community Room at Village Hall. Since the presentation conflicts with the scheduled meeting of CSAC, it was decided to cancel the CSAC meeting of May 17th so as to allow Members/ Liaisons to attend the Age-Friendly Ridgewood event. (See attached announcement).

2)  Kenilworth Road/ Spring Avenue-- Several residents discussed the February 14th crash and safety concerns/ issues. Lt. Pullman provided information regarding the incident, recent speed studies and the Police actions taken and planned. A summons was issued to the Kenilworth Road driver for failing to obey a STOP sign and evaluation of the need for a STOP AHEAD sign will be reviewed jointly by the Police and Engineering. A review of the warrants for additional measures will be completed. A report is anticipated for the next CSAC meeting.

OLD BUSINESS:

1)  Franklin Avenue On-Street Parking/ Traffic Calming-- Survey work continues-- construction documents 90% done; goal is to shorten crosswalks with "bump-outs" and similar measures; CSAC re-affirmed recommendation to include bike lane in Franklin Avenue in accordance with Village's Complete Streets Policy.

2)  Crosswalk at Van Emburgh Avenue/Hampshire Road--ADA-Compliant ramp scheduled for installation by October, 2018.

3)  Pedestrian/Bike Safety SRTS Grants-- Some projects include: in-fill sidewalks-construction possible in 2019.

4)  CBDAC-- New Master Plan will include a special CBD section.

5)  CSAC By-Laws-- Comments collected on draft. Consensus to retain two year appointments to stagger terms and provide continuity; set January as the "annual meeting" with Chair selected; and, other corrections/edits. Councilman Voight will collate comments and submit a final version for CSAC review.

6)  Proposed Parking At RR Station/Pedestrian Walkway-- Contract will require a bidding process based on public advertisement. Construction no sooner than Spring 2019 based on concept approved by Council. No further discussion by CSAC expected.

7)  Kenilworth Road/ Spring Avenue-- STOP logo expected to be added along Kenilworth Road approaches. Tree branches are obscuring view of existing STOP signs and low-hanging branches along Spring Avenue impede safe pedestrian path and driver visibility.-- Engineering will request remedial action by Public Works staff.

8)  Starbucks/ Jersey Mike's Driveway Turn Restrictions-- Ordinance introduced. No further discussion by CSAC expected.

9)  Long-Term Programs/ Policy Discussions(On-Going)

  1.  a) West Glen Avenue Sidewalks-- New and repaired sidewalks planned between Oak Street and Heights Road expected in 2019. Need for Capital Budget item to initiate concept/feasibility plan for more-challenging sections between Heights Road and Monroe Avenue.
  2.  b) Senior Walkability Workshop/Sidewalk Condition Audit--Repairs by property owners continuing.
  3.  c) CSAC Input to Village Master Plan Review--Councilman Voight will continue to coordinate this effort with the Task Force.
  4.  d)  Pedestrian Safety Awareness Program--- Ms..Shinozuka offered to lead this initiative. She asked for additional ideas. CSAC will ask Ms.Jeanne Johnson to offer input to Ms. Shinozuka.

NEW BUSINESS:

1)  North Hillside Place-- Mr. Corkery expressed concern regarding speeding and failing to keep right on curves along the street. He mentioned Ridge School traffic and drivers using North Hillside Place to avoid the traffic control signal at Monroe and West Glen Avenues. The speeding issues will be addressed by the Police Department. It was noted that the street was recently resurfaced and furnished with double-yellow centerlines on the curves. The experience in Ridgewood shows this traffic calming technique has effectively slowed traffic and enhanced safety. The CSAC consensus suggested watching if these measures improved the safety issues reported by Mr. Corkery.

2)  Sherman Place-- Ms. Wolf described conditions along Sherman Place between Washington Place and the dead-end. Curb parking serving medical building users often hampers residents' access to driveways and narrows the travel lanes making safe use of the street problematic. Ms. Wolf asked Village staff to consider a recommendation to limit parking during weekday hours to one side (possibly alternate side). CSAC members noted the likelihood of displacing parkers to nearby streets (Garfield Place and Pomander Walk were mentioned) if parking restrictions were added to Sherman Place. As occurred in this area before, CSAC suggested including the residents of nearby areas of the potential impact if changes in parking regulations were implemented and gathering the input of nearby residents. 

3)  North Walnut Street-- As a follow-up to the discussion at the August 16th meeting, CSAC expressed support for the staff's recommendation for a double-yellow centerline to address the speed question raised by residents.

4)  New NJ TRANSIT Bus Shelter-- A question about possibly re-routing of eastbound buses to Dayton Street from East Ridgewood Avenue was discussed as a means to reduce traffic and pedestrian/vehicle conflicts.The consensus concluded the suggestion was not practical as it would require circuitous routing, a left turn from Dayton Street at North Maple Avenue and a wide turn across opposing traffic at North Maple Avenue and East Ridgewood Avenue.

5)  County Traffic Signals along Franklin Avenue-- Councilman Voight reported appearing at the September 12th Freeholder's meeting to request programming for new, modern traffic control signals along the County Road Corridor (North Maple Avenue between East RIdgewood Avenue and Franklin Avenue; Franklin Avenue between North Maple Avenue an North Broad Street). Ms. Brogan also attended. The Freeholders were reported to be polite with reserved enthusiasm for the proposal.
