18-39 Authorize Signing of Water Utility Easement Agreements – 632 Godwin Avenue, Midland Park, NJ - Authorizes Richard Calbi, Director of Ridgewood Water, to execute the Grant of Easement agreement for this property in order to install new water lines from the street main to the residential units to alleviate problems with water discoloration

- ORDINANCES – INTRODUCTION
3633 – Amendment to Municipal Complex Parking – Removes the parking space for motorcycles, and designates that parking space and the parking space next to it, for Village Hall business with a one-hour limit, Monday through Friday, 8:30 a.m. to 4:30 p.m. Also decreases the number of head-on parking spaces for Village Hall business which are located immediately south of the northerly most concrete landscape island fronting the center aisle of double spaces, along the access roadway at the Village Hall entrance from 6 head-on parking spaces (three on three) to 4 head-on parking spaces (two on two).
3634 - Amend Chapter 145 – Fees – Significant Sewer Discharger Fees – Maintains the fee for significant sewer dischargers in 2018 at $4.27 per thousand gallons’ flow in excess of one EDU as measured water meter consumption for commercial/industrial/institutional premises; and at $4.27 per thousand gallons’ flow into the Village collection system as measured by water meter consumption for tax exempt and tax credited users
3635 – Amend Chapter 145 – Fees – Sewers and Sewage Disposal – Connection Fee for Residential and Non-Residential Development – Increases the connection fee for residential development to $6,000 per dwelling unit and the connection fee for non-residential development to $6,000 for up to 6,000 square feet of gross floor area and $0.75 per square foot for each square foot of gross floor area of development in excess of 6,000 square feet

18-43 Approve Budget Reserve Transfers - Resolution which transfers money in the 2017 budget from departments which have excess funds to those departments which do not have adequate funds
18-44 Approve Bergen County Concept Plan - Improvements to Traffic Signals at East Ridgewood Avenue/North Maple Avenue and Franklin Avenue/North Maple Avenue Intersections – Approves the concept plan, dated September 25, 2017, prepared by Joseph E. Femia, P.E., County Engineer, for these intersections with no revisions
18-45 Title 59 Approval– Horticultural Supplies – Approves the specifications for Horticultural Supplies for the Years 2017 and 2018 prepared by the Parks and Recreation Department, pursuant to Title 59
18-46 Award Contract – Horticultural Supplies (NTE $47,500) – Awards the second year of a two- year contract to the lowest responsible bidder, SiteOne Landscape Supply, 100 Weyerhauser Road, Mahwah, NJ. The Parks Department budget shall pay $38,000 and the Project Pride budget shall pay $9,500.
18-47 Award Contract under State Contract – 2018 Parts and Related Services (NTE $55,000) – Awards contracts under State Contract for various parts and related services for the Village’s Fleet Services Department
18-48 Award Professional Services Contract –
On-Call Traffic Engineering Services (NTE $10,000) – Awards a no-bid Professional Services contract for on-call traffic engineering services, through June 30, 2018, to Aaron J. Schrager, P.E., of Bright View Engineering, 5 Pitcairn Drive, Roseland, NJ. The required Pay to Play forms have been filed with the Village Clerk’s Office.
18-49 Award Professional Services Contract - Land Surveying Services – Upgrade of Intersections/Traffic Signals at Franklin Avenue/North Maple Avenue/East Ridgewood Avenue Intersections (NTE $17,100) – Awards a no-bid Professional Services Contract to Daniel Dunn, of Dunn Surveying and Mapping, P.A., 40 East Prospect Street, Waldwick, NJ. The required Pay to Play forms have been filed with the Village Clerk’s Office.
18-50 Award Professional Services Contract – 2018 Land Surveying Services Retainer for Preparation of Tax Assessment Map (NTE $1,700) - Awards a Professional Services contract to Daniel M. Dunn, of Dunn Surveying and Mapping, P.A., 40 East Prospect Street, Waldwick, NJ
18-51 Approve Shared Services Agreement - Bergen County Police Chiefs Association Mutual Aid Plan and Rapid Deployment Force - Authorizes the Ridgewood Police Department to participate in a County-wide Mutual Aid Plan and Rapid Deployment Force to be used in times of emergency
18-52 Declare Building Department Vehicle Surplus Property – Declares a 2006 Ford Focus surplus property and authorizes the Village Manager to dispose of said property
18-53 Accept Donation for Community Center from North Jersey Masters – Accepts a $1,000 donation from North Jersey Masters for the Community Center
18-54 Accept Donation – Windscreens – Somerville Tennis Courts – Accepts a donation from Jack and Melissa Bowley of two 50 foot by 6 foot windscreens, with installation, for the far side of the Somerville tennis courts, with a retail value of $110. These screens will aid in obscuring views of residential gardens. The Bowleys do not have any applications before any Village Boards or Committees at the present time.
18-55 Authorize Increase of Petty Cash Account for Fleet Services – Increases the Petty Cash Account for Fleet Services to $200 to allow for the registration of new motor vehicles for the Village, which costs $60 per registration
18-56 Establish Policy for Refunds for 2018 Prepaid Property Taxes – Establishes a policy for refunding the second half of 2018 prepaid property taxes, which have not been billed, when requested by taxpayers. If a mortgage company makes payment on a quarter already paid by the property owner, the refund issued shall be to the mortgage company.
18-57 Authorize Application for Sustainable Jersey PSE&G Grant – Authorizes an application for a Sustainable Jersey PSE&G Grant for a professional to conduct a tree survey in the Village
18-58 Authorize Designation of Acting Municipal Court Administrator ($35/hour) – Designates Kimberly McWilliams, CMCA as the Acting Municipal Court Administrator, on a provisional basis to undertake the duties of the absent Municipal Court Administrator or Deputy Municipal Court Administrator during scheduled or unscheduled leaves. This is required under the Criminal Justice Reform legislation.
18-59 Approve Person to Person Transfer of Liquor License – FISH Ridgewood, LLC to Oak Street Liquors – Approves the person to person transfer of the pocket plenary retail consumption liquor license held by FISH Ridgewood, with premises at 54 East Ridgewood Avenue, to Oak Street Liquors, LLC
18-60 Appoint Representative to Open Space Trust Regional Committee - Appoints Nancy Bigos as the Village Council’s representative to be a part of the County of Bergen’s Open Space Trust Regional Committee, to replace Timothy Cronin, through June 30, 2018
18-61 Appoint Members to Library Board of Trustees – Appoints Vikrant Arora to a 5-year term which shall expire 12/31/2022; appoints Rei Shinozuka to fill the unexpired term of Christine Driscoll which shall expire 12/31/2018; and has Daniel Cummings continuing in his term, which shall expire 12/31/2020
18-62 Appoint Members to Open Space Committee – Appoints Robert Lasky as a member of the Fields Committee; Nancy Bigos, Director of Parks and Recreation; Ralph Currey and James Bostler, as residents of the Village of Ridgewood to terms that shall expire on 12/31/2018
18-63 Appoint Members to Ridgewood Environmental Advisory Committee – Appoints Jennie Smith Wilson as the Ridgewood Board of Education representative, Christopher Rutishauser as the Village representative, and David Sayles as the Parks, Recreation, and Conservation
Board Representative to terms that will expire on 12/31/2018; and also appoints George Wolfson as a Citizen Member to a
term that will expire on 12/31/2020
18-64 Appoint Member to Ridgewood Shade Tree Commission – Appoints Andrew Lowry as a resident member to a term that will expire
on 12/31/2022
18-65 Appoint Members to Ridgewood Green Team Advisory Committee – Appoints Christopher Rutishauser as the staff member of the Village of Ridgewood to a term that will expire 12/31/2018; and Jiffy Vermylen and George Wolfson as Citizen Members to terms that will expire 12/31/2020
18-66 Appoint Members to Citizens Safety Advisory Committee – Appoints Sheila Brogan as the Ridgewood Board of Education Member; Charles DiMarco, Barbara Sacks, Joyce Docktor, Jane Shinozuka, Robert Fuhrman, Martin Walker, and Anastasia Bamberg as Members
of the Public, and Advisors, Christopher Rutishauser, Village Engineer or designee from Ridgewood Engineering Department and Police Chief Jacqueline Luthcke or designee from Ridgewood Police Department to terms that will

18-67 Appoint Members to Historic Preservation Commission – Appoints Barbara Ferrante and Lynne Brady as Class A members and James Schimmel and Joseph Suplicki as Class B members to terms that will expire 12/31/2021
18-68 Authorize Release of Bid Bond for Public Valet Parking – Authorizes the release of a bid bond check to LAZ Parking, now that the Public Valet parking pilot program has concluded
