Planning Board Pubblic Meeting Minutes April 19,2016

The following minutes are a summary of the Planning Board meeting of April 19, 2016. Interested parties may request an audio recording of the meeting from the Board Secretary for a fee.

Call to Order & Statement of Compliance with the Open Public Meetings Act: Mr. Nalbantian called the meeting to order at 7:30 p.m. Following members were present: Mayor Aronsohn, Mr. Nalbantian, Ms. Dockray, Mr. Joel, Mr. Thurston, Ms. Patire, and Mr. Rielly. Ms. Altano, Mr. Abdalla, Ms. Bigos, Mr. Khidir, Mr.  Thurston and Councilwoman Knudsen were not present.

Executive Session – At 7:39 p.m., the Board moved to executive session. 

The Board reconvened at 8:35 p.m.

Public Comments on Topics not Pending Before the Board – No one came forward.

Housing Element/Fair Share Plan Continued Discussion – Mr. Brancheau prepared four documents, an aerial view, two development concepts, and a draft ordinance. He discussed each document and the area surrounding of the development.  Mr. Brancheau conferred his concern about including some of the vacant space outside of the outlined area and said the Board would have to negotiate with thirteen property owners to obtain their approval. He discussed the AH-3 draft ordinance.

Board members discussed the ordinance and the documents submitted by Mr. Brancheau. They asked about setbacks, open space, the driveway from West Saddle River Road, the plan for the first town houses of 32 units, use of two properties at the southern part of the overlay, sound barriers, and a comparison between the proposed, and the Carriage Lane homes.

Board members agreed to notify the Open Space Liaison about the plan.

The Board agreed to have Mr. Brancheau proceed with the changes to the draft ordinance.

Approvals of minutes from – The minutes from May 19, 2015 were adopted with one spelling correction.

The meeting adjourned at 10:05 p.m.
