3515 – Bond Ordinance – Construction of Hudson Street Parking Deck ($12,300,000) – Appropriates this money for the construction of the Hudson Street parking deck
3516 – Amend Chapter 265 – Vehicles and Traffic - Establish Stop Signs – California Street/Fairmount Road and Highland Avenue/Gardner Road – Establishes Stop signs on Highland Avenue at the intersection of Gardner Road and on California Street at the intersection of Fairmount Road
3517 – Amend Chapter 265 – Vehicles and Traffic – Parking Restrictions - Hillcrest Road – Restricts parking on a portion of the south side of Hillcrest Road (from 1013 Hillcrest Road, west to Andover Terrace) from 9:00 a.m. to 7:00 p.m. on all days of the week

14. RESOLUTIONS
THE FOLLOWING RESOLUTIONS, NUMBERED 15-375 THROUGH
15-410 ARE TO BE ADOPTED BY A CONSENT AGENDA, WITH ONE VOTE BY THE VILLAGE COUNCIL. THERE IS A BRIEF DESCRIPTION BESIDE EACH RESOLUTION TO BE CONSIDERED ON THE CONSENT AGENDA. EACH RESOLUTION WILL BE READ BY TITLE ONLY:
15-375 Approve Village Cash Management Plan - Annual resolution which approves the Cash Management Plan and Policy. This Cash Management Plan is to be used as a guide for Village officials when depositing and investing the Village’s funds.
15-376 Designate Official Newspapers for 2016 - Annual resolution which designates The Record and the Ridgewood News as the official newspapers of the Village of Ridgewood
15-377 2016 Annual Meetings Statement - Annual resolution which sets the schedule for the Village Council Meetings for 2016
15-378 Establish Interest Rate for Non-Payment of Taxes, Assessments or Other Municipal Liens for 2016 and Set Grace Period - Authorizes the Tax Collector to charge 8% per annum on the first $1,500 of the delinquency and 18% per annum on any amount in excess of $1,500 becoming delinquent after the due date. Also allows for a ten day grace period for quarterly tax payments. In addition, the Tax Collector is authorized to charge a 6% per annum penalty on any fiscal year delinquency in excess of $10,000.
15-379 Establish Interest Rates for Delinquent Payments to the Water Utility for 2016 and Set Grace Period for Payment of Water Utility Bills - Sets an interest rate of 8% per annum on the first $1,500 and 18% per annum on a balance over $1,500 for the non-payment of water utility bills in excess of $50. Also sets a 30 day grace period for the payment of all water bills. In addition, a 6% per annum penalty may be charged on any fiscal year delinquency in excess of $10,000 in paying a water bill, as is imposed on taxpayers for the non-payment of taxes.
15-380 Establish Interest Rates for Delinquent Payments for Significant Sewer Discharge Bills for 2016 - Sets an interest rate of 8% per annum on the first $1,500 and 18% per annum on a balance over $1,500 for the non- payment of significant sewer discharge bills in excess of $50. Also sets a 30 day grace period for the payment of all water bills. In addition, a 6% per annum penalty may be charged on any fiscal year delinquency in excess of $10,000 in paying a significant sewer discharge bill, as is imposed on taxpayers for the non-payment of taxes.
15-381 Approve Budget Transfers - Annual resolution which transfers money in the 2015 budget from departments which have excess funds to those departments which do not have adequate funds
15-382 Approve 2016 Temporary Budget - Approves the 2016 Temporary Budget which will fund Village operations prior to the adoption of the 2016 Budget
15-383 Title 59 Approval – Servicing and Repair of Electric Source – Approves the plans and specifications for Servicing and Repairing of Electric Source prepared by the Village of Ridgewood Water Department, pursuant to Title 59
15-384 Award Contract – Servicing and Repair of Electric Source (NTE $77,110) – Awards a contract to the sole responsible bidder, Roberge Electric Co., Inc., 150 Johnson Avenue, Hackensack, NJ
15-385 Title 59 Approval – Furnishing and Delivering Sludge Dewatering Polymer – Approves the plans and specifications for Furnishing and Delivering of Zetag 7557 Polymer Beginning January 1, 2016 through December 31, 2016, inclusive prepared by the Engineering Division, pursuant to Title 59
15-386 Award Contract – Furnishing and Delivering Sludge Dewatering Polymer (NTE $29,000) – Awards an additional year, per the contract, to the lowest responsible bidder, George S. Coyne Chemical Co., Inc., 3015 State Road, Croydon, PA

15-391 Title 59 Approval – Dewatered Sewer Sludge Hauling Services – Approves the plans and specifications for Dewatered Sewer Sludge Hauling Services for the Village of Ridgewood Water Pollution Control Facility, Beginning January 1, 2016 through December 31, 2016, inclusive, prepared by the Engineering Division, pursuant to Title 59
15-392 Award Contract – Dewatered Sewer Sludge Hauling Services (NTE $80,000) – Awards a contract to the lowest responsible bidder, Ridgewood Green RMW, LLC, 2 Clerico Lane, Building No. 1, Hillsborough, NJ
15-393 Award Professional Services Contract – Financial Computer Software (NTE $20,594) - Awards a contract for the maintenance of propriety software to Edmunds & Associates, 301A Tilton Road, Northfield, NJ. The necessary Pay to Play forms have been filed with the Village Clerk.
15-394 Award Contract – Preparation of 2016 Village Council Meeting Minutes ($8.50/page) - Awards a contract for the preparation of the 2016 Village Council meeting minutes to Melinda Dorl, 611 Parkside Village Way, Marietta, GA
15-395 Award Contract – Valley Hospital, Department of Community Health – Public Health and Nursing Services (NTE $11,392) - Awards a contract to Valley Hospital, Department of Community Health for childhood immunizations, blood pressure clinics, nursing supervision and infectious disease reports
15-396 Award Extraordinary Unspecifiable Services Contract – Field Investigation Study and Purchase of Replacement Parts for Non-Potable Water System – Water Pollution Control Facility (NTE $9,400) – Awards an EUS contract to Reiner Pump Systems, 270 Sparta Avenue, Suite 104, Sparta, NJ, as the sole source supplier of the TigerFlow pump systems, in order to troubleshoot the failure of the Non-Potable Water System
15-397 Authorize Shared Services Agreement - Municipal Court Teleconferencing (Northwest Bergen Shared Services) - Approves a Shared Services Agreement for 2016 for the Northwest Bergen Shared Service municipalities to use the Village of Ridgewood’s Municipal Court Teleconferencing equipment for arraignments
15-398 Authorize Shared Services Agreement – Health Officer Services (Fair Lawn – NTE $8,750) – Authorizes a Shared Services contract with the Borough of Fair Lawn whereby the Borough of Fair Lawn will provide these services to the Village of Ridgewood
15-399 Authorize Amendment to Contract – Pipe, Appurtenances and Materials for Water Distribution Maintenance ($107,846) – Awards an amendment to the contract to the original lowest responsible bidders, Water Works Supply Co., Inc. 660 State Highway 23, Pompton Plains, NJ and HD Waterworks Supply, 61 Gross Avenue, Edison, NJ. This amendment is necessary due to additional service materials needed to maintain the operability of the distribution system.
15-400 Authorize Change Order – Cleaning of Concrete Water Storage Tanks ($2,797.50) – Authorizes a change order to the original company, Liquid Engineering Corporation, 7 East Airport Road, Billings, MT, which is necessary due to the size of the tanks and extra debris removal
15-401 Approve Cancellation of Grant Balances – 2012 Fire Safer Grant – Cancels a receivable and reserve grant balance in the amount of $11,450 from a 2012 Federal Government Fire Safer Grant program. This grant has fulfilled its purpose and expired on December 31, 2014.
15-402 Accept Ridgewood Water Annual Maintenance Fee – Accepts an operating and administrative maintenance fee from Ridgewood Water based on the amount of total tax indicated by the assessed value of the land owned by Ridgewood Water
15-403 Revise Special Service Charge for Voluminous/Extraordinary OPRA Requests – Amends the policy in the Village of Ridgewood for a Special Service Charge concerning voluminous (in excess of 200 pages) or extraordinary (in excess of three hours of work to prepare the documents) OPRA requests. This amendment states that there shall be no charge passed onto the requestor for Village attorneys’ fees for any review or assistance which they may provide in responding to an OPRA request.
15-404 Authorize Application and Execution of Forestry Grant Agreement – Authorizes the Village Manager to sign a grant application and if awarded, to execute a Grant Agreement with the NJ Department of Environmental Protection for a Forestry Grant to prepare a Forestry Management plan
15-405 Appoint Joint Insurance Fund Commissioner - Appoints Roberta Sonenfeld, Village Manager, as the Village of Ridgewood’s Fund Commissioner for the Bergen County Municipal Joint Insurance Fund and the Municipal Excess Liability Joint Insurance Fund for 2015
15-406 Appoint Public Agency Compliance Officer (P.A.C.O) - Appoints Roberta Sonenfeld, Village Manager, as the P.A.C.O. for the Village of Ridgewood for 2016
15-407 Award Professional Services Contract - Risk Management Consultants - Awards a Professional Services contract under a no-bid contract to Brown and Brown Insurance, 30A Vreeland Road, Florham Park, NJ. The hiring of a Risk Management Consultant is required under the Joint Insurance Fund’s bylaws.
15-408 Appoint Members to Community Relations Advisory Board - Appoints Luke Barcy, Roberta Panjwan, Parker Weil, Yendi Anderson, Susan Donnelly, Amhmoud Hamza, Adithi Mohan, Chief John Ward, Ananya Rajagopal, Anita Srivastava, Medha Kirtane, William Corcoran, Richard Ostling, Robert Sheppard, Captain Jacqueline Luthcke, Robin Ritter, Rev.
