The following minutes are a summary of the Planning Board meeting of April 7, 2015. Interested parties may request an audio recording of the meeting from the Board Secretary for a fee.

Call to Order & Statement of Compliance with the Open Public Meetings Act: Chairman Nalbantian called the meeting to order at 7:30 p.m. The following members were present: Mayor Aronsohn, Ms. Bigos, Councilwoman Knudsen, Chairman Nalbantian, Mr. Joel, Mr. Abdalla, Ms. Altano, Mr. Thurston, Ms. Dockray, and Ms. Peters. Also present were; Katie Razin, Esq., Blais Brancheau, Village Planner, and Michael Cafarelli, Board Secretary. Christopher Rutishauser, Village Engineer, Gail Price, Esq., Board Attorney, and Mr. Reilly were not present.

Public Comments on Topics not Pending Before the Board – No one came forward.

Correspondence received by the Board – Mr. Cafarelli said there was none.

Public Hearing: Land Use Plan Element of the Master Plan AH-2, B-3-R, C-R and C Zone Districts – Board Deliberations

Chairman Nalbantian stated that agenda item number five, Public Hearing on Amendment to the Land Use Plan Element of the Master Plan – AH-2, B-3-R, C-R & C Zone Districts was postponed and carried to April 21, 2015.

Reexamination of Master Plan and Development Regulations

Mr. Brancheau said the reexamination was not a hearing but could be opened up for public comment. He said the Board had ten months until the report must be adopted and he would rank order the topics by importance and suggested one topic be discussed at each Board meeting. If a topic was not completed at a meeting, it would be carried to the next meeting.

There was a suggestion to divide the items into small committees to review, discuss the topics, and report to the Board. Mr. Brancheau said he liked the idea but wanted all Board members to be knowledgeable in all areas. He said the last reexamination of the Master Plan took six months to complete.

Mr. Brancheau was asked to identify the items that fall into the three categories, policy issues, State mandated items, and housekeeping issues. He explained how the process would work. He said he would identify issues that need to be addressed in the ordinance or Master Plan, the Board would discuss the issues, come to a consensus, and then Mr. Brancheau would draft a report for the Board. The topic would then be open to a public hearing to obtain the public's feedback.

Mr. Brancheau said at the next Planning Board meeting he would review the Historic Preservation element of the Master Plan, the sections that deal with environment protection, the ordinance provisions, and some non-plan, non-ordinance subjects such as the Department Environment Protection regulations since the last reexamination and include what he sees as items that need to be discussed.

Board members suggested that Village professionals attend the meetings that address their specific expertise, i.e., Mr. Rutishauser, the Village Engineer and others. Mr. Brancheau agreed.  

Approval of Minutes: April 15, 2014; November 3, 2014; January 29, 2015

The minutes from the April 15, 2014 and November 3, 2014 meetings were adopted as drafted. Ms. Dockray had comments on the January 29, 2015 minutes and the minutes were carried to the April 15, 2015 meeting.
