A SPECIAL PUBLIC MEETING OF THE VILLAGE COUNCIL OF THE VILLAGE OF RIDGEWOOD HELD IN THE SYDNEY V. STOLDT, JR. COURTROOM OF THE RIDGEWOOD VILLAGE HALL,

131 NORTH MAPLE AVENUE, RIDGEWOOD, NEW JERSEY, ON

MONDAY, DECEMBER 22, 2014, AT 7:00 P.M.

  1. 1.CALL TO ORDER – OPEN PUBLIC MEETINGS ACT – ROLL CALL –

FLAG SALUTE – MOMENT OF SILENCE

Mayor Aronsohn called the meeting to order at 7:03 P.M., and read the Statement of Compliance with the Open Public Meetings Act.  At roll call, the following were present:  Councilmembers Hauck, Knudsen, Pucciarelli, Sedon, and Mayor Aronsohn.  Also present were Roberta Sonenfeld, Village Manager; Donna Jackson, Deputy Village Clerk; and Matthew Rogers, Village Attorney.

Mayor Aronsohn led those in attendance in the Pledge of Allegiance to the flag. Mayor Aronsohn then asked for a moment of silence to honor the men and women in the United States Armed Forces who protect and defend our freedom every day, as well as those serving as first responders. 

  1. 2.COMMENTS FROM THE PUBLIC

Mayor Aronsohn asked if anyone from the public wished to speak regarding any of the agenda items. 

Lynn Needle, who has taught at Art in Motion, on Chestnut Street, for 12 years, claims that last Friday, almost her whole class was issued tickets at 10:01 a.m. The Ridgewood Police Department had never before enforced the parking regulations and her students are very upset and say they will not shop in town from now on. Her opinion is that the Village is doing more harm than good with the recent changes in parking regulations. She has a successful class and fears losing her business. Her day at the studio starts between 9 and 10 am. Her students come from Mahwah, Saddle River and New York City. Most of them drop off their children at elementary school and then head out to her class. After class her students would go to the cleaners, groceries, a workout class and continue on with their days. Lynn was wondering if they could have a grace period – maybe until 10:15. She knows the Village is looking into other parking options, but the only present option is to have the students overpay the meters in order to not receive tickets. Mayor Aronsohn promised that the Council would look into it and get back to her.

There were no other comments from the public at this time, and Mayor Aronsohn closed the time for public comment. 

3.       ORDINANCES

                Public Hearing – #3455 – Amend Chapter 265 – Vehicles and Traffic – Change Parking Meters to Three Hours

Mayor Aronsohn moved the second reading of Ordinance 3455 and that the Public Hearing be opened. Councilman Pucciarelli seconded the motion.

Mayor Aronsohn

NAYS:             None

ABSENT:       None

ABSTAIN:       None

The Deputy Village Clerk read Ordinance 3455 by title:

AN ORDINANCE TO AMEND CHAPTER 265 OF THE CODE OF THE VILLAGE OF RIDGEWOOD, VEHICLES AND TRAFFIC, AT SECTION

265-29, “PARKING METER ZONE DESIGNATED”

Mayor Aronsohn announced that the Public Hearing was open.  There were no comments from the public, and Mayor Aronsohn moved that the Public Hearing be closed. Councilman Pucciarelli seconded the motion.

AYES:             Councilmembers Hauck, Knudsen, Pucciarelli, Sedon, and

Mayor Aronsohn

NAYS:             None

ABSENT:       None

ABSTAIN:       None

Councilman Sedon moved that Ordinance 3455 be adopted on second reading and final publication as required by law. Councilwoman Knudsen seconded the motion.

4. COMMENTS FROM THE PUBLIC

Mayor Aronsohn stated that they would again have comments from the public and asked anyone wishing to address the Village Council to come forward.

There were no comments from the public, and Mayor Aronsohn closed the time for public comment.

5.       ADJOURNMENT

There being no further business to come before the Village Council, on a motion by Mayor Aronsohn, seconded by Councilman Pucciarelli, and carried unanimously by voice vote, the meeting was adjourned at 7:32 P.M.
