13.  ORDINANCES - INTRODUCTION

3442 – Amend Chapter 265 – Vehicles and Traffic -             Installation of Stop Signs - Belmont Road and         Hamilton Road – Permits the installation of stop  signs on Belmont Road, in the northbound               direction, with the intersection of Hamilton       Road

3443 – Bond Ordinance – Work at Hudson Street Lot              ($100,000) – Appropriates this money for survey      work as well as the hiring of a firm to perform      preliminary professional environmental              engineering services at the Hudson Street                parking lot

 

 

3444 – Management Salary Ordinance – Establishes               salaries and various employment criteria for         management personnel for 2014

3445 – Non-Union Salary Ordinance - Establishes                salaries and various employment criteria for         non-union personnel for 2014

3446 – Amend Chapter 265 – Vehicles and Traffic -              Establish Ridgewood Parking Permits –              Establishes Ridgewood Parking Permits for both        Ridgewood residents and non-residents and               delineates the parking lots in which the permits    may be used

3447 – Amend Chapter 145-6 – Fees – Ridgewood Parking          Permits – Establishes the fees for Ridgewood          Parking Permits which is $750/year for Ridgewood       residents and $1,500/year for non-residents

3448 – Amend Chapter 265 – Vehicles and Traffic –              Central Business District Employee Parking –        Cottage Place and Franklin Avenue (Ken Smith)       Parking Lot – Establishes parking by permit for            Central Business District Employees in the              Cottage Place parking lot and in the lot on           Franklin Avenue, which is the former Ken Smith          parking lot

3449 – Amend Chapter 265 – Vehicles and Traffic –              Change Parking Meters to Three Hours – Changes         all parking meters in the CBD to three hours,            with the exception of 15-minute meters which          will remain as 15-minute meters.

3450 – Establish Fees for Parking Meters – Changes the         fees at the parking meters in the CBD from 25       cents/hour to 50 cents/hour

THE FOLLOWING RESOLUTIONS, NUMBERED 14-269 THROUGH

14-293, WITH THE EXCEPTION OF RESOLUTIONS #14-272 AND #14-273 WHICH WERE REMOVED FROM THE AGENDA AND RESOLUTION #14-291 WHICH HAS BEEN REMOVED FROM THE CONSENT AGENDA, ARE TO BE ADOPTED BY A CONSENT AGENDA, WITH ONE VOTE BY THE VILLAGE COUNCIL. THERE IS A BRIEF DESCRIPTION BESIDE EACH RESOLUTION TO BE CONSIDERED ON THE CONSENT AGENDA. EACH RESOLUTION WILL BE READ BY TITLE ONLY:

14-269    Approve Budget Transfers - Annual resolution             which transfers money from departments which               have      excess funds to those departments which            do not have adequate funds

14-270    Establish Annual Service Charge and Payment               for Guarantee Bond for Ridgewood Senior                  Citizen Housing Corporation and Guaranty of           Payment of Revenue Bonds - Authorizes the               Village Manager to execute an agreement                  reflecting the annual service     charge, in lieu         of taxes, for    Village services provided to               the Ridgewood Senior Citizens Housing                    Corporation’s housing development. In                  addition,     it requires the payment of $25,000            from the Ridgewood Senior Citizen Housing            Corporation for guaranty of the timely                    payment of principal and interest of   

          2005 Revenue Bonds.

14-281    Title 59 Approval – RFP for Environmental            Engineering Services – Hudson Street Parking           Lot – Approves the plans and specifications               for Professional Environmental Engineering           Services for Lots 13 and 12, Block 3809                   Hudson Street Parking Lot

14-282    Reject Proposals – Horse Barn at Irene                    Habernickel Family Park – Rejects the                proposals received for Professional                   Architectural/Engineering Services for the             Structural Assessment of the horse barn at           the Irene Habernickel Family Park because            this      project will not be pursued at this time

14-283    Authorize Shared Services Agreement – TV             Inspection of Mains (Northwest Bergen County               Utilities Authority) – Authorizes a Shared               Services Agreement with the Northwest Bergen              County Utilities Authority for TV Inspection              of Water and Stormwater mains. The charge           will be $0.80 in 2015 and $0.82 in 2016, with          a minimum     charge of $400 per day.

14-284    Declare Property Surplus – Automatic External        Defibrillators – Declares several AED units               surplus property and authorizes the Village             Manager to dispose of them

 

 

 

 

 

 

14-285    Authorize Application for Energy Audit at            Water Pollution Control Facility and Other            Facilities Through the NJ Board of Public              Utilities’ Clean Energy Program – Authorizes               the Village Engineer to execute the necessary        applications and submit the data for the NJ               Board of Public Utilities’ Clean Energy                  Program Local Government Energy Audit for the         Water Pollution Control Facility and other           Village facilities

14-286    Confirm Endorsement of Community Development              Block Grant Application – Family Promise –           Emergency     Family Shelter Services - Confirms           endorsement of a $9,079 CDB grant. This                    resolution does not obligate the financial           resources of the Village but will expedite           the expenditure of Community Development              funds.

14-287    Accept CDBG Grant Funds and Authorize                Execution of Contract – Ramp from Graydon               Parking Lot to     Linwood Avenue Sidewalk –            Authorizes the Village Manager to enter into               a Community Development Block Grant agreement        for $35,000 for this ramp and authorizes the             Chief Financial Officer to sign all County            vouchers submitted in connection with this               project

14-288    Support Transportation Trust Fund                         Reauthorization and Increased Funding for            Local Transportation – Supports the                   reauthorization of the Transportation Trust              Fund and urges increased Local Aid funding            for local transportation and infrastructure               needs and increasing the municipal share of               the Local Aid funding for all municipalities

14-289    Approve Cancellation of Property Taxes for           Disabled Veteran – Approves the cancellation             of property taxes from and after November 1,            2013 for Block 3201, Lot 9 due to the                    property owner certifying a wartime service-              connected disability

14-290    Approve 2014 Holiday Parking Plan in Central              Business District – Approves free parking in              all parking lots in the Central Business               District on the following dates: November             29, December 6, 13,     20, and 27, 2014

14-292    Accept Proposal by PSE&G - Incandescent                   Streetlight Upgrade – Accepts the proposal by        PSE&G to upgrade the 839 current incandescent          streetlights to LED fixtures, in increments              of 25 lights at a time, until the project is              completed

 

14-293    Authorize Payment for Sej v. Ridgewood –             Authorizes up to $7,500 for the payment of            Independent Medical Examinations of Robert            Sej in regard to the claims he is making               against the Village due to a motor vehicle           accident with a Village vehicle
