CSAC Meeting Minutes 20180419

ATTENDEES:

CSAC Members/Liaisons: Sheila Brogan, Melinda Cronk, Charles S. Di Marco, Joyce Docktor, Robert Fuhrman, Barbara Sacks, Martin Walker. {Village Engineer, Christopher J. Rutishauser, PE (CJR), was unable to attend meeting but submitted comments via e-mail as noted in BOLD}.

Others: Kate Fern, Beth Pfeil, Jane Remis

AGENDA ITEMS:

OLD BUSINESS:

1)  Franklin Avenue On-Street Parking/ Traffic Calming-- ( CJR: North Maple Avenue Corridor is a priority for the Village's surveyor.)

2)  Crosswalk at Van Emburgh Avenue/ Hampshire Road-- (CJR: ADA ramps to be constructed when Village's 2018 contractor begins work).

3)  Pedestrian/Bike Safety SRTS Grants-- (CJR: Sidewalk work requires funding for substantial quantities of work to be implemented).

4)  CBDAC-- per Ms. Shinozuka via e-mail: a) parking garage remains on the table; b) no intent to pursue valet service at this time; c) no safety-related information to report.

5)  CSAC By-Laws--No status changes to report. Final draft to be reviewed.

6)  Proposed Parking At RR Station/ Pedestrian Walkway-- (CJR: Awaiting SHPO to respond to Village's latest submittal).

7)  Kenilworth Road/ Spring Avenue-- (CJR: Engineering has reviewed the approaches for sight obstructions. Letters to notify adjacent property owners will be sent. Additional thermoplastic markings to be applied pending warmer weather).

8)  Long-Term Programs/ Policy Discussions (On-Going)-- Mr. Walker requested sidewalks be installed where lacking as part of the 2018 paving program.

  1.    a) West Glen Avenue Sidewalks--(CJR: A portion of the sidewalks will be installed/ repaired when the Village's 2018 sidewalk/curb contractor commences work).
  1.    b) Senior Walkability Workshop/Sidewalk Condition Audit--(CJR: Defective areas are being confirmed. Letters to responsible property owners are forthcoming).
  1.    c)  MUTCD and Traffic Control Devices-- (CJR: Traffic and Signal Division has been instructed to ensure proper mounting of signs. Some residents are reporting difficulty viewing re-set signage).

NEW BUSINESS: 

1)  "Share The Keys" Program-- Ms. Brogan reported on the April 19, 2018 conference which attracted approximately 75 participants-- high school-age drivers and parents/guardians. Compliments given to Ridgewood High School staff for organizing and coordinating this program aimed at improving safety and skills of young drivers with the support and involvement of adult family members. 

2)  Ms. Cronk reported the Annual Crossing Guard Appreciation Breakfast scheduled for May 3, 2018 at 9:00 AM in the Education Center. The event is sponsored by the Federated H&SA.

3)  "Living to 100" conference is scheduled for May 17, 2018. Ms. Brogan announced the program is completely subscribed and a "wait list" has been established. The CSAC Meeting of May 17, 2018 has been CANCELLED.

NEXT MEETING: Thursday, June 21, 2018 at 7:30 PM in the Garden Room at Village Hall.
