      3556 – Amend Chapter 265 – Vehicles and Traffic –               Parking Restrictions on Pomander Walk –              Establishes two-hour parking on the north side      of Pomander Walk from 7:00 a.m. to 8:00 p.m. on           all days except Sundays and Holidays

      THE FOLLOWING RESOLUTIONS, NUMBERED 16-302 THROUGH

      16-326 ARE TO BE ADOPTED BY A CONSENT AGENDA, WITH ONE VOTE BY THE VILLAGE COUNCIL. THERE IS A BRIEF DESCRIPTION BESIDE EACH RESOLUTION TO BE CONSIDERED ON THE CONSENT AGENDA. EACH RESOLUTION WILL BE READ BY TITLE ONLY:

    1. Title 59 – Rebid of Furnishing and Delivering    of Polymer – Water Pollution Control Facility – Approves the plans and specifications for Rebid Furnishing and Delivering of Zetag 7557     Polymer Beginning January 1, 2017 through December 31, 2017, inclusive prepared by the     Engineering Division, pursuant to Title 59

    2. Award Contract – Rebid of Furnishing and     Delivering of Polymer – Water     Pollution Control Facility (NTE $31,020) – Awards a contract to the sole responsible bidder, George S. Coyne Chemical Co., Inc., 3015    State Road, Croydon, PA

    3. Award Contract – Introductory Equestrian     Program Instruction – Parks and Recreation     – Awards a contract to Equishare/PonyShare,     440 South Street, Morristown, NJ in excess of $17,500. This program is completely supported     by the registration fees collected.

    4. Award Second Additional Partial Contract –     Street Paving (NTE $600,000) – Awards a     second additional partial contract for street   paving to the original contractor, DLS     Contracting, Inc., 633 Franklin Avenue, Suite    170, Nutley, NJ

    5. Extend Contract – Poster Display Advertising     at Train Station – Extends the contract for     one year to the original contractor,     Intersection Media,     LLC (formerly Titan     Outdoor, LLC), 100 Park Avenue, Suite 610,     New York, NY, which will     provide the Village with 60% of the net annual billings earned by     Intersection Media, LLC

    6. Authorize Shared Services Agreement – Fleet    Services (Washington Township) – Authorizes a Shared Services Agreement with Washington    Township for Fleet Repair and Maintenance   Services

      16-308   Authorize Shared Services Agreement – Road                Resurfacing (County of Bergen) – Authorizes                the Mayor and Acting Village Manager to sign                a Shared Services Agreement with Bergen                     County to provide for resurfacing of County               streets located in the Village of Ridgewood

      16-309   Authorize Extension of Lease on Chestnut                Street Lot Dumpster Pad – Authorizes a one-             year extension on the lease of the Chestnut                 Street Lot dumpster pad with a monthly                      payment to the Village of $105 per month, to            the original highest responsible bidder,              ConQuest Construction, 20 Carver Avenue,              Westwood, NJ

      16-310    Authorize Application for Bergen County Open            Space Trust Fund Grant – Kings Pond/Gypsy                 Pond – Authorizes the Village of Ridgewood to         submit an      application for a Bergen County               Open Space Trust Fund Grant for $82,000 which        if awarded, the Village will provide a dollar          for dollar matching      amount for this project

      16-311    Authorize Application for Bergen County                      Historic Preservation Trust Fund Grant –               Zabriskie-Schedler House Stabilization –                     Authorizes an application for a Bergen County      Historic Preservation Trust Fund grant for                stabilization of the Zabriskie-Schedler house           which includes replacement of the roof,                 making structural repairs, remediating                    interior mold, and abating asbestos. This              grant is a dollar for dollar match, with a           total cost for this project estimated at                $233,450.

      16-312    Authorize Open Space Master Plan Survey                 ($1,200) – Authorizes this expenditure for           the Open Space Committee to conduct a random                survey of Village residents concerning open           space matters for the future, which will                assist in updating the Village’s Open Space               Master Plan

      16-313    Chapter 159 – Accept FEMA Hazard Mitigation          Grant for Generator Project – Approves the              insertion of a special item of revenue into              the 2016 budget for U.S. Department of                  Homeland Security-Hazard Mitigation Grant-        Critical Facilities Generator Project in the              amount of $75,000 and that a like sum be             appropriated in the 2016 budget for               Operations Excluded from CAPS-Public and          Private Appropriations Offset by Revenues,           Other Expense in the amount of $75,000

      16-314    Change in Title and Text – Matching Funds for           FEMA Grant – Requests the Director of the                 Division of Local Government Services to make      the following correction in the 2016 budget:                 From: Property Maintenance Department-Other                 Expense-$2,299 To: Matching Funds for Grants:           Local Share – U.S. Department of Homeland              Security Hazard Mitigation Grant Critical                 Facilities Generator Project-$2,299. This                 will provide matching funds for a grant                      received for the purchase of generators.

    1. Authorize Encroachment Agreement for Tito’s     Burritos – 166 East Ridgewood Avenue, Block     3704, Lot 5 - Authorizes an encroachment agreement for Tito’s Burritos for their    gooseneck lighting fixtures on top of their sign, which will slightly encroach into the     Village’s right-of-way

      16-316    Authorize Village Manager to Inquire with NJ                Transit for Interest in a Village of                 Ridgewood      Train Station/New Jersey Transit              Parking Garage – Authorizes the Village                   Manager to correspond with NJ Transit to             determine if interest exists for                          collaboration on a Village of Ridgewood      Train          Station/NJ Transit Parking Garage

      16-317    Approve Traffic Calming Proposal – Bogert                 Avenue and Cambridge Road – Approves the                 traffic calming proposal of white edge line            striping near the curb lines, along the                      curved portions of Bogert Avenue and                      Cambridge Road, in order to improve motorist           awareness of pedestrians in this area. This            is adopted pursuant to Title 59.

      16-318    Reaffirm Process for Tax Appeals – Confirms                 the current process used by the Village for             Tax Appeals

      16-319    Reaffirm Process for Monitoring Compliance                 with Terms for Payments in Lieu of Taxes                 (PILOT) Agreements – Confirms the current              process used by the Village for monitoring                compliance with terms for Payments in Lieu of      Taxes (PILOT) agreements

      16-320    Authorize Settlement of Claim – PSE&G                      ($6,970.14) – Authorizes a settlement of                claim with PSE&G for replacement of a PSE&G              pole and wiring damaged by a Village vehicle

      16-321    Establish Village-Owned Park Lighting Policy                 for Properties Near Residential Properties –                Establishes a lighting policy for Village-                owned park properties, within fifty feet of              residential properties, that all non-sensor               lights shall be turned off one hour after                sunset or one hour after regularly scheduled           activities, unless otherwise authorized by             Village Council resolution

      16-322    Establish Stigma-Free Task Force Advisory           Committee – Establishes a Stigma-Free Task                 Force Advisory Committee to work with the                 Village Council, Village Staff, Residents,                Healthcare Professionals and other                      stakeholders to facilitate various efforts                 supportive of Stigma-Free program                       initiatives. The members of the Stigma-Free                 Task Force Advisory Committee and terms of              the members are also established in this                 resolution.

      16-323    Appoint Members to Financial Advisory                  Committee – Appoints Rei Shinozuka to Richard        Cundiff’s unexpired term which will expire on      6/30/18 and appoints Brian Lahey to Janice                 Willett’s unexpired term which will expire on      6/30/17

      16-324    Approve Human Resources Manual Update –                      Approves the updated 2016 Human Resources            Manual which is required by the Municipal            Excess Liability Joint Insurance Fund

      16-325    Confirm Endorsement of Community Development           Block Grant – West Bergen Healthcare –                 Housing Specialist – Approves endorsement of                 a $51,288 CDB grant. This resolution does not       obligate the financial resources of the                      Village but will expedite the expenditure of            Community Development funds.

      16-326    Authorize Mayor to Sign Uber Document –                      Authorizes the Mayor to sign a non-disclosure           agreement with Uber
