16-331 Award Sole Provider Contract – Corrosion Inhibitor – Awards a contract to the sole provider, ESC Environmental, 6 Redwood Drive, Glenville, NY
16-332 Award Extraordinary Unspecifiable Services Contract – SCADA Upgrade (NTE $366,238) – Awards an EUS Contract to Emerson Process Management Power and Water Solutions, Inc., 200 Beta Drive, Pittsburgh, PA. The required Pay to Play forms have been filed with the Village Clerk.
16-333 Accept Ridgewood Water Annual Maintenance Fee - Accepts an operating and administrative maintenance fee from Ridgewood Water based on the amount of total tax indicated by the assessed value of the land owned by Ridgewood Water
16-334 Establish Interest Rates for Delinquent Payments to the Water Utility for 2017 and Set Grace Period for Payment of Water Utility Bills - Sets an interest rate of 8% per annum on the first $1,500 and 18% per annum on a balance over $1,500 for the non-payment of water utility bills in excess of $50. Also sets a 30-day grace period for the payment of all water bills. In addition, a 6% per annum penalty may be charged on any fiscal year delinquency in excess of $10,000 in paying a water bill, as is imposed on taxpayers for the non-payment of taxes.
14. ORDINANCES – INTRODUCTION
3559 – Amendments to Various Salary Ordinances – Amends various salary ordinances to add titles that are currently used in the Village as well as to delete titles no longer used by the Village
3560 – Non-Union Salary Ordinance - Establishes salaries and various employment criteria for non-union personnel for 2016
3561 – Management Salary Ordinance - Establishes salaries and various employment criteria for management personnel for 2016
3562 – Amend Chapter 190 – Land Use and Development - Regulations for A-Frame Signs in Central Business District – Establishes regulations for A-frame signs used by businesses in the CBD
3563 – Amend Chapter 265 – Vehicles and Traffic – No Stopping or Standing – Bogert Avenue and Cambridge Road – Amends Chapter 265 to create No Stopping or Standing on both sides of Bogert Avenue from 7:30 a.m. to 4:00 p.m. from East Glen Avenue, north; and on both sides of Cambridge Road from East Glen Avenue, north. These restrictions will be in effect Monday through Friday, 7:30 a.m. to 4:00 p.m., September 1st through June 30th.
3564 – Capital Fund Balance – Replacement of HVAC Unit
Ridgewood Library ($32,000) – Appropriates this money for the purchase and installation of one HVAC rooftop unit for the Ridgewood Public Library
3565 – Authorize the Execution of Amended Lease for Social Services Association’s Use of 6 Station Plaza – Authorizes the execution of the amended lease for Social Services Association’s use of 6 Station Plaza at the Ridgewood train station, for a lease period of five years
3566 – Amend Chapter 265 – Vehicles and Traffic – Establish No Repeat Parking in Zone Districts in Central Business District – Establishes no repeat parking within zone districts in the Central Business District
3567 – Amend Chapter 145 – Fees – Fees for A-Frame Signs in Central Business District – Establishes a $100 annual fee for A-frame signs in the CBD

16-344 Approve Change Order – Log Truck – Extended Warranty (NTE $10,000) – Approves a change order for an extended warranty on a 2015 Log Truck
16-345 Declare Property Surplus – Parks and Recreation Vehicle – Declares a 1999 GMC Sierra Truck surplus property and authorizes the Village Manager to dispose of said property
16-346 Approve Loan of Historic Red Cross Art Posters to Northwest Bergen History Coalition – Approves the loan of the Village-owned Historic Red Cross Art Posters to the Northwest Bergen History Coalition for their World War I Centennial Bazaar in May 2017
16-347 Endorse Participation in Federal LESO 1033 Program to Obtain Federal Surplus Property - Endorses the participation of the Ridgewood Police Department in the 1033 Program as managed by the State Police Office of Emergency Management, for the receipt of Federal surplus property
16-348 Authorize Shared Services Agreement – Health Officer (Fair Lawn – NTE $8,900) – Authorizes a Shared Services Agreement with the Borough of Fair Lawn for this service
16-349 Authorize Shared Services Agreement – TV Inspection of Sanitary Sewer Mains (Northwest Bergen County Utilities Authority) - Authorizes the first year of a two-year Shared Services Agreement with the Northwest Bergen County Utilities Authority for TV Inspection of Water and Stormwater mains. The charge will be $0.83 per foot with a minimum charge of $400 per day in 2017.
16-350 Establish Interest Rate for Non-Payment of Taxes and Assessments for 2017 and Set Grace Period – Authorizes the Tax Collector to charge 8% per annum on the first $1,500 of the delinquency and 18% per annum on any amount in excess of $1,500 becoming delinquent after the due date. Also allows for a ten-day grace period for quarterly tax payments. In addition, the Tax Collector is authorized to charge a 6% per annum penalty on any fiscal year delinquency in excess of $10,000.
16-351 Establish Interest Rates for Delinquent Payments for Significant Sewer Discharge Bills for 2017 - Sets an interest rate of 8% per annum on the first $1,500 and 18% per annum on a balance over $1,500 for the non- payment of significant sewer discharge bills in excess of $50. Also sets a 30-day grace period for the payment of all water bills. In addition, a 6% per annum penalty may be charged on any fiscal year delinquency in excess of $10,000 in paying a significant sewer discharge bill, as is imposed on taxpayers for the non-payment of taxes.
16-352 Adopt Community Forestry Management Plan and Authorize Execution of Documents – Adopts the Village of Ridgewood New Jersey Community Forestry Management Plan, prepared by Ron Farr, Certified Forester, of Farr Forestry Services, LLC and authorizes the execution of documents to implement the plan
16-353 Appoint Members to Local Emergency Planning Committee - Appoints members from the Village, as well as members from the community, to the Local Emergency Planning Committee for a term that shall expire on November 30, 2017
16-354 Appoint Member to Planning Board – Appoints Melanie McWilliams as a Class IV member of the Planning Board to fill an unexpired term which shall expire 6/30/18
16-355 Appoint Joint Insurance Fund Commissioner – Appoints Heather Mailander as the Joint Insurance Fund Commissioner for the remainder of 2016 and in 2017 until she no longer serves as the Acting Village Manager
16-356 Authorize Execution of Agreement with Bergen County for Upgrading of Traffic Signals along Certain County Roads – Authorizes the Mayor, Village Manager, and Village Clerk to execute an Agreement with Bergen County for the upgrade and improvement of the following intersections: North Maple Ave./Oak St.,
Oak St./Franklin Ave.,
East Ridgewood Ave./Pleasant Ave., and North Broad St./Franklin Ave.
16-357 Establish Interest Rates for Non-Payment of Other Municipal Liens for 2017 and Set Due Date – Authorizes the Tax Collector to charge 8% per annum on the first $1,500 of the delinquency and 18% per annum on any amount in excess of $1,500 becoming delinquent after the due date. Also establishes the due date as 25 days from the date of the Village Council’s certification of costs. In addition, the Tax Collector is authorized to charge a 6% per annum penalty on any fiscal year delinquency in excess of $10,000.
