3606 – Water Capital Ordinance ($1,600,000) – Purchase       of Elks Club Property – Appropriates this money     from the Water Utility Capital Fund for the      purchase of 111 North Maple Avenue, Ridgewood,     NJ which is the Elks Club property

THE FOLLOWING RESOLUTIONS, NUMBERED 17-197 THROUGH
17-200 ARE TO BE ADOPTED BY A CONSENT AGENDA, WITH ONE VOTE BY THE VILLAGE COUNCIL.  THERE IS A BRIEF DESCRIPTION BESIDE EACH RESOLUTION TO BE CONSIDERED ON THE CONSENT AGENDA. EACH RESOLUTION WILL BE READ BY TITLE ONLY:
17-197 Award Contract – Lafayette Reservoir     Improvements (NTE $354,175) – Awards a     contract to the lowest responsible bidder,    The G Meyer Group, Inc., 613 Newark Avenue,    Bradley Beach, NJ
17-198 Award Contract – Polyphosphate Pumps for    Corrosion  Control (NTE $127,000) – Awards a    contract to the sole source provider, David    Heiner Associates, P.O. Box 6016, Parsippany,   NJ
17-199 Award Professional Services Contract – Cedar    Hill  Reservoir Improvements (NTE $40,000) –    Awards a Professional Services contract to    D.J. Egarian & Associates, Inc., 271 Route    46, Suite G 208, Fairfield, NJ. The required    Pay to Play forms have been submitted.
17-200 Authorize Lease of Property for Co-Location    of Wireless Telecommunications Antennas –    Authorizes the lease of property owned by    Ridgewood Water in Midland Park to Scientel    Solutions, 948 Springer Drive, Lombard, IL    for the price of $240,000 per year

17-201 Amend 2017 Water Capital Budget
15. ORDINANCES – INTRODUCTION
3607 – Blue Collar Union Salary Ordinance – Provides     for salary increases for employees hired prior     to 11/1/13 of 1.5% lump sum to base for 2016,     1.5% for 2017, 1.75% in 2018 and 2% in 2019. For    employees hired after 11/1/13, there is an          elimination of two bottom steps; a 1% lump sum      to base for 2016, 1% for 2017, 1.5% for 2018,      and 2% for 2019. In addition, effective July 1,      2017, longevity has been eliminated for new      hires and vacation days are capped at 25 days,      with a cap on vacation days of 30 days for        current employees. Effective July 1, 2017, new      hires shall receive upon retirement one-half of      accumulated sick leave, with a maximum of         $15,000. A sick-leave buy-back program has been      established, where an employee may be paid for      up to one-half of their sick leave at a maximum      of five days, at the rate of pay when the time      was earned. Effective July 1, 2017, employees     working overtime shall receive compensation of     time and one-half instead of compensatory time     off.

3609 – Amend Chapter 145 Fees – Establish Fees for Tree    Protection – Establishes fees for tree        protection, with there being no fee for a Tree      Removal and Protection permit and a fee of $225      for a replacement tree value if the homeowner      does not wish to plant a new tree when a tree is    removed from his/her property
3610 - Amend Chapter 265 – Vehicles and Traffic - No      Stopping on Portion of West Ridgewood Avenue –     Prohibits vehicles from stopping on a portion of    West Ridgewood Avenue, at the intersections of     North Murray and South Murray Avenues. Vehicles       will be prohibited from “blocking the box” of      these intersections.
3611 – Enact Title 39 on All Public School Properties –    Enacts Title 39 on all public school properties      so that the Ridgewood Police Department is able      to issue summonses to motorists who do not         comply with Title 39 laws. This has been        approved by the Supt. of Schools.
3612 – Unlawful Enrollment of Students in Ridgewood     Public Schools – Prohibits the unlawful        enrollment of students in Ridgewood Public        schools and allows the Board of Education to      pursue it through Ridgewood’s Municipal Court

17-216 Endorse Bergen County Historic Preservation    Trust Fund Grant Application – The James Rose   Center - Approves endorsement of a Bergen    County Historic Preservation Trust Fund grant   for preservation of the Zendo Pavilion at the   James Rose Center.  This resolution does not    obligate the financial resources of the     Village but will expedite the expenditure of    Community Development funds.
17-217 Appoint Clean Communities Coordinator –     Appoints Daniel Kiely, Superintendent of    Public Works, as the Clean Communities     Coordinator, effective immediately
17-218 Appoint Interim Recycling Program Coordinator   - Appoints Daniel Kiely as the Interim     Recycling Program Coordinator, effective    immediately
17-219 Authorize Release of Escrow – Capital One    Bank – 10 Godwin Avenue – Authorizes the    Director of Finance to release and return    $20,347.33 held in escrow for this project,    since the work has been inspected and found    to be complete, and no additional work is    required
17-220 Accept Donation from Ridgewood Board of     Education  for Stigma Free Initiative –     Accepts a donation from the Ridgewood Board    of Education to continue the promotion of the   Stigma Free Initiative of the Village of    Ridgewood’s Health Department
17-221 Award Contract Under National Joint Powers    Alliance – 2 Rear Loader Packers (NTE     $145,622) – Awards a contract under National    Joint Powers Alliance to Environmental     Equipment Company, 1670 New Highway,     Farmingdale, NY
