THE FOLLOWING RESOLUTIONS, NUMBERED 17-331 THROUGH

17-335 ARE TO BE ADOPTED BY A CONSENT AGENDA, WITH ONE VOTE BY THE VILLAGE COUNCIL. THERE IS A BRIEF DESCRIPTION BESIDE EACH RESOLUTION TO BE CONSIDERED ON THE CONSENT AGENDA. EACH RESOLUTION WILL BE READ BY TITLE ONLY:

 

 

17-331    Establish Interest Rates for Delinquent                   Payments to the Water Utility for 2017 and           Set Grace Period for Payment of Water Utility          Bills - Sets an interest rate of 8% per annum          on the first $1,500 and 18% per annum on a           balance over $1,500 for the non-payment of           water utility bills in excess of $50. Also               sets a 30-day grace period for the payment of          all water bills. In addition, a 6% per annum              penalty may be charged on any fiscal year            delinquency in excess of $10,000 in paying a           water bill, as is imposed on taxpayers for           the non-payment of taxes.

17-332    Accept Ridgewood Water Annual Maintenance            Fee - Accepts an operating and administrative         maintenance fee from Ridgewood Water based on          the amount of total tax indicated by the               assessed value of the land owned by Ridgewood        Water

17-333    Award Additional Contract – Infrared Asphalt              Surface and Miscellaneous Repairs (NTE                  $200,000) – Awards an additional contract for           Infrared Asphalt Surface and Miscellaneous           Repairs for Ridgewood Water to the lowest            responsible bidder, J. Fletcher Creamer and               Son, Inc., 101 East Broadway, Hackensack, NJ.         This contract was previously awarded for work        to be done for the Village of Ridgewood, in               an amount not to exceed $80,000.

17-334    Award Professional Services Contract – Design        Services – Ames Tank Rehabilitation (NTE              $47,300) – Awards a no-bid Professional                 Services Contract for Design Services for the           Ames Tank Rehabilitation to D.J. Egarian &           Associates, Inc., Route 46 West, Suite G-208,          Fairfield, NJ. The required Pay to Play forms      have been filed with the Village Clerk’s             Office.

17-335    Authorize Change Order – Lafayette Reservoir              Improvements (NTE $52,020) – Authorizes a            change order for Lafayette Reservoir                   Improvements to the original contractor, G.               Meyer Group, 613 Newark Avenue, Bradley                  Beach, NJ. This additional work is necessary              for landscaping and site work necessary in           order to remove and replace 1,000 linear feet         of fence surrounding the property, per a              Homeland Security audit.

3623 – Amend Chapter 265 – Vehicles and Traffic –              Establish Stop Signs at Cliff Street and First      Street – Establishes a Stop sign on Cliff Street     in the northbound direction, at the intersection       of First Street

3624 – Amend Chapter 265 – Vehicles and Traffic –             Establish Stop Signs at Various Locations at         Intersections with West End Avenue – Establishes     Stop signs at the following intersections:              Melrose Place and West End Avenue, westbound;           Bellair Road and West End Avenue, westbound;         Cantrell Road and West End Avenue, eastbound;      and West End Avenue and Cantrell Road,               southbound

3625 – Amend Chapter 190 – Land Use and Development -          Allow Certain Illuminated Interior Signs in       the Central Business District – This will allow        certain interior illuminated signs in the B-1,            B-2 and C districts, by adding a new definition         of “interior displays”; amending the definition          of      a “sign”; and creating a new subsection              entitled “Interior Displays”

THE FOLLOWING RESOLUTIONS, NUMBERED 17-336 THROUGH

17-364 ARE TO BE ADOPTED BY A CONSENT AGENDA, WITH ONE VOTE BY THE VILLAGE COUNCIL. THERE IS A BRIEF DESCRIPTION BESIDE EACH RESOLUTION TO BE CONSIDERED ON THE CONSENT AGENDA. EACH RESOLUTION WILL BE READ BY TITLE ONLY:

17-336    Approve 2017 Budget Transfers - Annual                    resolution which transfers money from                departments which have excess funds to those            departments which do not have adequate funds

 

 

17-337    Authorize Tax Title Lien Premium to be                    Deposited     into General Fund – Authorizes the              Tax Title Lien premium of $26,000, on Block              3402, Lot 9, located at 170 North Pleasant             Avenue, which was sold to a third party in            2012 and not redeemed, to be turned over to               the Village Treasurer for deposit into the           general municipal revenue for the Village of            Ridgewood

17-338    Establish Interest Rate for Non-Payment of           Taxes and Assessments for 2018 and Set Grace              Period - Authorizes the Tax Collector to             charge 8% per annum on the first $1,500 of           the delinquency and 18% per annum on any             amount in excess of $1,500 becoming                  delinquent after the due date. Also allows             for a ten-day grace period for quarterly tax              payments. In addition, the Tax Collector is               authorized to charge a 6% per annum penalty               on any fiscal year delinquency in excess of            $10,000.

17-339    Establish Interest Rates for Non-Payment of               Other Municipal Liens for 2018 and Set Due            Date - Sets an interest rate of 8% per annum              on the first $1,500 and 18% per annum on a             balance over $1,500 for the non-payment of           other municipal liens. Also sets the due date         at 25 days from the date of Village Council           certification of costs. In addition, a 6% per           annum penalty may be charged on any fiscal           year delinquency in excess of $10,000 in             paying other municipal liens, as is imposed              on taxpayers for the non-payment of taxes.   

17-340    Establish Interest Rates for Delinquent                   Payments for Significant Sewer Discharger            Bills for 2018 - Sets an interest rate of 8%           per annum on the first $1,500 and 18% per            annum on a balance over $1,500 for the non-          payment of significant sewer discharge bills.        Also sets a 30-day grace period for all                   bills. In addition, a 6% per annum penalty           may be charged on any fiscal year delinquency        in excess of $10,000 in paying a significant              sewer discharger bill, as is imposed on                    taxpayers for the non-payment of taxes. 

17-341    Title 59 Approval – Refurbish Leach Body for              Sanitation Vehicle – Approves the plans and               specifications for Leach Body for the New            Sanitation Truck in the Village of Ridgewood

 

 

 

 

17-342    Award Contract – Refurbish Leach Body for           Sanitation Vehicle (NTE $32,000.28) – Awards               a contract to the lowest responsible bidder,               American Hose & Hydraulics, 700 21st Avenue,            Paterson, NJ

17-343    Award Contract – Disposal and Recycling of           Vegetative Waste (NTE $50,000) – Awards a             contract for the disposal and recycling of            vegetative waste to B & B Organic Waste                   Recycling, 280 Marshall Mill Road, West                   Milford, NJ. B & B Organic is awarded this           contract as a qualified “end user” of                    recyclable materials.

17-344    Award Contract – Emergency Repair of Graydon              Pool      Chlorination System (NTE $4,952.50) –           Awards a contract to Thomas English &                  Associates, 290 Barrow Road, Jersey City, NJ,       as an emergency repair during the regular            Graydon pool season

17-345    Award Contract Under State Contract –                Portable Emergency Generator – Water                Pollution Control Facility and Ridgewood               Water (NTE $86,000) – Awards a contract under        State Contract to United Rentals, 222 Bergen              Turnpike, Ridgefield Park, NJ. $75,000 of            this purchase will be funded through a Hazard        Mitigation Grant and the balance will be             funded through Ridgewood Water.

17-346    Award Contract Under State Contract – Steel               Dump Body with Salter, Hydraulics, and Snow               Plow – Streets Department (NTE $60,276) –            Awards a contract under State Contract to             Trius, Inc., 5049 Industrial Road,                        Farmingdale, NJ

17-347    Award Contract Under National Joint Powers           Alliance Contract – F650 Diesel Crew Cab            Chassis (NTE $61,407) – Awards a contract              under National Joint Powers Alliance Contract        to National Auto Fleet Group, 490 Auto Center        Drive, Watsonville, CA

17-348    Award Contract under State Contract – Two            Loader Snowplows and Two Sanitation Truck              Snowplows (NTE $65,268) – Awards a contract            under State Contract to Trius, Inc., 5049           Industrial Road, Farmingdale, NJ

17-349    Award Contract under Bergen County Contract –        Bobcat Skid-Steer Loader – Street Division             (NTE $75,697) – Awards a contract under                    County Contract to Bobcat of North Jersey,            201 Maltese Drive, Totowa, NJ

 

 

 

17-350    Award Professional Services Contract –                    Pediatrician for Monthly Child Health                Conference (NTE $5,700) – Awards a                    Professional Services Contract to Dr. Wayne               Narucki, 33 Lincoln Avenue, Rutherford, NJ.               The Borough of Fair Lawn, the Borough of Glen        Rock, and the Village of Ridgewood will each              pay one-third the cost of this contract.

17-351    Award Professional Services Contract – Valley        Hospital, Department of Community Health –           Public Health and Nursing Services (NTE           $11,620.28) – Awards a contract for the              provision of public health and nursing                    services for childhood immunizations, blood             pressure clinics, nursing supervision, and             infectious disease reports

17-352    Award Professional Services Contract –                    Software Support for Finance Department (NTE              $21,539) – Awards a no-bid Professional                    Services Contract to Edmunds & Associates,             301A Tilton Road, Northfield, NJ. The               required Pay to Play forms have been filed           with the Village Clerk’s Office.

17-353    Approve Shared Services Agreement – Child            Health Conference (Fair Lawn & Glen Rock)              (NTE Maximum of $1,900 per municipality) -              Authorizes a Shared Services Agreement with               the Borough of Fair Lawn and the Borough of               Glen Rock for a Child Health Clinic. Each            municipality will pay one-third of the cost             for the program.

17-354    Approve Shared Services Agreement – TV                    Inspection of Sanitary Sewer Mains (Northwest        Bergen County Utilities Authority) -                Authorizes the second year of a two-year               Shared Services Agreement with the Northwest              Bergen County Utilities Authority for TV             Inspection of Water and Stormwater mains.               The charge will be $0.84 per foot with a             minimum charge of $400 per day in 2018.

17-355    Title 59 Approval – RFP for Hudson Street            Parking Garage – Approves the plans and                 specifications for Request for Proposals for            Design/Build of a Multi-Level Traditional           Self-Parking Structure Hudson Street Parking              Lot, Lots 12 and 13, Block 3809 prepared by               the Ridgewood Engineering Division, pursuant             to Title 59

 

 

 

 

 

17-356    Authorize Cancellation of Public Assistance               Trust Fund Reserve Balance – Cancels the              appropriation reserve balance of $1,506 from            the Public Assistance Trust Fund because               Public Assistance is now administered by the              Bergen County Department of Public Assistance

17-357    Authorize Cancellation of Grant Reserve                   Balance –    Local Bikeway Grant – Cancels the               reserve of $2,000 for the 2003 Local Bikeway            grant because it has expired

17-358    Authorize Cancellation of General Budget             Appropriation - Shared Services Agreement –               Fleet Services (Washington Township) -                Cancels the appropriation in the 2017 Current          Fund Budget for $38,025 due to the fact that               the Mayor of Washington Township refused to               sign the Shared Services Agreement and                    therefore, the Agreement was not effective  

17-359    Authorize Encroachment Agreement – 115 Monte              Vista Avenue – Authorizes an Encroachment             Agreement which will maintain the minor                encroachment for existing stone pillars that               project into the public right-of-way

17-360    Approve Major Soil Moving Permit – Ridgewood              Dayton, LLC – 100-152 South Broad Street –              Approves a Major Soil Moving Permit for this            project, with certain terms and conditions              including a performance bond; establishment               of an escrow account; specific hours/days            that trucking of the soil will be allowed;           establishment of routes that the trucks must              take; and restrictions on trucks moving soil               during specific events at the churches in the        area

17-361    Endorse Application for Community Development        Block Grant – West Bergen Mental Healthcare –          Housing Specialist - Confirms endorsement of               a $55,992 CDB grant. This resolution does not           obligate the financial resources of the                   Village but will expedite the expenditure of            Community Development funds.

17-362    Appoint Members to Local Emergency Planning               Committee - Appoints members from the                Village, as well as members from the                   community, to the Local Emergency Planning           Committee for a term that shall expire on            November 30, 2018

 

 

 

 

 

 

17-363    Accept Donation of Tree – Lester Stable –            Accepts the gift of a memorial tree in memory          of Andy Antista, from his family and friends.         This tree will be planted at the Lester                  Stable and is dedicated in honor of Mr.                   Antista’s valued and dedicated service to the        Village of Ridgewood as a Planning Board              Member and President of Ridgewood Wildscape.

17-364    Approve Valley Hospital Settlement Agreement              – Approves the terms of a Settlement                   Agreement with Valley Hospital and authorizes           the Mayor and Village Clerk to sign the                    Agreement
