24. INTRODUCTION OF ORDINANCES

a. 3421 – General Capital Ordinance – Provides an appropriation for general capital items for various Village Departments

b. 3422 – Amend Chapter 18 – Environmental Advisory Committee – Chairperson of the Committee – Establishes that the Chairperson of the Committee shall be elected from amongst the membership of the Committee and shall not be a Councilmember. The term of the Chairperson shall not exceed two consecutive years.

THE FOLLOWING RESOLUTIONS, NUMBERED 14-159 THROUGH 14-174 ARE TO BE ADOPTED BY A CONSENT AGENDA, WITH ONE VOTE BY THE VILLAGE COUNCIL. THERE IS A BRIEF DESCRIPTION BESIDE EACH RESOLUTION TO BE CONSIDERED ON THE CONSENT AGENDA. EACH RESOLUTION WILL BE READ BY TITLE ONLY:

14-159 Appoint Village Attorney (NTE $225,000) – Appoints Matthew Rogers as the Village Attorney under a no bid contract from for a term of 7/1/14-6/30/15. The required Pay to Play forms have been filed.

14-160 Appoint Village Labor Attorney (NTE $75,000) - Appoints Beth Hinsdale-Piller of Wilentz, Goldman, and Spitzer as the Village Labor Attorney under a no bid contract from 7/1/14-6/30/15. The required Pay to Play forms have been filed.

14-161 Appoint Village Bond Attorney (NTE $18,000) - Appoints McManimon, Scotland, and Baumann as the Village Bond Attorney under a no bid contract from 7/1/14-6/30/15. The required Pay to Play forms have been filed.

14-162 Appoint Municipal Court Judge – Appoints David T. Pfund as the Municipal Court Judge from 7/1/14-6/30/17

14-163 Appoint Village Prosecutor – Appoints Margaret Sullivan as the Village Prosecutor from 7/1/14-6/30/15

14-164 Appoint Public Defender ($200/case) – Appoints Susan Cassell from 7/1/14-6/30/15

14-165 Appoint Community Development Representative – Appoints Janet Fricke as the Village Council’s representative in the Community Development program

14-166 Appoint Alternate Member to the Historic Preservation Commission – Appoints Charles Nalbantian for a term that will expire 6/30/15

14-167 Appoint Members to Community Center Advisory Board - Appoints the following members to this Board with terms that will expire 6/30/15: Donald Liebreich – Senior Citizen Resident; James Griffith – Senior Citizen Resident; Liz Kloak – Adult Resident (children in Ridgewood school system); Nancy Friedman – Adult Resident (children in Ridgewood school system); Beth Abbott – Adult Resident; Glenn Jorgensen – Adult Resident; Captain Jacqueline Luthcke or designee – Ridgewood Police Dept. Liaison; Nancy Bigos – Parks & Recreation Dept. Representative; and Sheila Brogan – Ridgewood Bd. of Education Liaison

14-168 Appoint Members to Financial Advisory Committee – Appoints Evan Weitz to a term that will expire 6/30/15; Richard Cundiff and I. Malcolm (Mac) Highet to terms that will expire 6/30/17; Stephen Sanzari or his designee to a term that will expire 6/30/15; and Nancy Johansen as Chair to a term that will expire 6/30/15

14-169 Appoint Members to the Ridgewood Arts Council – Appoints the following members for terms that will expire 6/30/15: Linda Bradley, John Butler, William Carbone, Dee DeBernardis, Marge Downs, Gregory Farrell, Sean Flanagan, Sherry Frank, Justine Kaufman, Rosemary Gunther McCooe, and Geraldine Mulhern. Also appoints Linda Bradley as the Chair and Justine Kaufman as the Vice Chair to terms that will expire 6/30/15.

14-170 Revise Citizens Safety Advisory Committee – Appointment of Chairperson – Establishes that the Chairperson of the Citizens Safety Advisory Committee, along with the Vice Chairperson, the Secretary and the Treasurer are chosen from amongst the members on an annual basis

14-171 Revise Membership of Financial Advisory Committee – Revises the membership of the Financial Advisory Committee to increase the regular members from seven to nine members

14-172 Request Personal/Relative Disclosure Form for Elected and Appointed Officials – Requests that elected and appointed officials of the Village of Ridgewood to fill out a form which will report whether they: are related by blood or marriage to officials or employees of the Village or other Village agency, department or board; are a party to any contract with the Village or other Village agency, department or board and the nature of that contract; receive any compensation, whether personally or as a business which is a party to a contract with the Village or other Village agency, department or board and the name of the business. This shall be an annual requirement, beginning January 1, 2015.

14-173 Appoint Representative to Open Space Trust Regional Committee - Appoints Timothy Cronin as the Village Council’s representative to be a part of the County of Bergen’s Open Space Trust Regional Committee

14-174 Appoint Village Councilmembers as Liaisons to Various Boards and Committees - Appoints Village Councilmembers as Liaisons to various boards and committees through June 30, 2014
