THE FOLLOWING RESOLUTIONS, NUMBERED 18-212 THROUGH 18-213 ARE TO BE ADOPTED BY A CONSENT AGENDA, WITH ONE VOTE BY THE VILLAGE COUNCIL.THERE IS A BRIEF DESCRIPTION BESIDE EACH RESOLUTION TO BE CONSIDERED ON THE CONSENT AGENDA. EACH RESOLUTION WILL BE READ BY TITLE ONLY: 18-212 Award Professional Services Contract – Eastside Reservoir Improvements (NTE $57,000)– Awards a contract to T & M Associates, 11 Tindall Road, Middletown, NJ under a non-fair and open contract. The required Pay to Play forms have been filed with the Village Clerk’s Office.
18-213 Award Contract – Linwood and Cedar Hill Wells (NTE $392,000) – Awards a contract to the sole responsible bidder, William Stothoff Company, Inc., 110 River Road, Flemington, NJ

THE FOLLOWING RESOLUTION, NUMBERED 18-214, WILL BE CONSIDERED SEPARATELY AND READ IN FULL:  18-214 Award Professional Services Contract – Public Policy Consultant (NTE $52,000)

15. ORDINANCES – INTRODUCTION

3653 – Amend Valet Parking Ordinance – Amends the valet parking ordinance to include the fact that the Valet Parking Operator must keep a log of all Valet Parking Attendants employed, along with their drivers licenses, making them available to the Village Police Department for review; all Valet Parking Operators and Valet Parking Attendants shall be subject to a full NJ Division of Motor Vehicles driver’s license lookup, upon request of a Village Police Officer; and Valet Parking Operators or Valet Parking Attendants hired by a private business shall not be permitted to charge or request compensation from those using their valet parking services 3654 – Amend Chapter 105 – Animals - Establish Position of Municipal Humane Law Enforcement Officer – Establishes the position of Municipal Humane Law Enforcement Officer, as required by statute,which shall be responsible for: the enforcement of animal welfare or animal cruelty laws of NJ and the Village of Ridgewood; the investigation and signing of complaints
concerning a violation of these laws and shall comply with Chapter 22 of Title 4 of the State of NJ. This position shall be supervised by the Chief of Police.
3655 – Amend Chapter 244 Smoking – Amends this chapter to include a prohibition on electronic smoking devices
3656 – Amend Chapter 265 – Vehicles and Traffic – No Left Turn – In to and Out of the Driveway at 121 Franklin Avenue (Starbucks) – Amends Chapter 265, Vehicles and Traffic,to establish a No Left Turn into and out of the driveway of 121 Franklin Avenue, which is currently the location of a drive-through Starbucks
3657 – Amend Chapter 265 – Vehicles and Traffic – No Turn from North Maple Avenue into Exit Driveway of 305 East Ridgewood Avenue (Jersey Mike’s Subs) – Prohibits turns from North Maple Avenue into the exit driveway of 305 East Ridgewood Avenue, which is currently the location of Jersey Mike’s Subs
3658 – Amend Ordinance – Enforcement for Dead/Dangerous Trees – Amends this chapter so that the following shall be able to enforce the regulations for dead/dangerous trees: The Village Sanitarian, the Village Code Enforcement Officer, the Construction Official, the Parks and Recreation Department, and/or the Engineering Division of the Department of Public Works
3659 – Amend Outdoor Café Ordinance – Enforcement of Rules and Regulations – Establishes that the following shall be able to enforce the rules and regulations for the outdoor cafes: the Village Sanitarian, the Village Code Enforcement Officer, Village’s Director of Public Works and/or designee, the Fire Code Official and/or designee, the Police Department and the Fire Department
3660 – Amend Chapter 265 – Vehicles and Traffic - Parking Meter Times – Amends this chapter to increase the times for the parking meters.The new parking meter times will be: 9:00 a.m. to 8:00 p.m., Monday through Friday, and 9:00 a.m. to ^:00 p.m. on Saturday.
3661 – Amend Chapter 145 – Fees – Parking Meter Fees – Increases the fees at all parking meters to 75 cents per hour

18-229 Authorize Modifications to Contract – Security System at Village Hall (NTE $45,141.52) – Authorizes modifications to the previously awarded contract to Secure Watch 24, 70 Moonachie Avenue, Moonachie, NJ which will include modifications to equipment,training, software and maintenance agreements

18-230 Award Contract – Purchase of Compost Material – Awards a contract to DTS Trucking, LLC, 65 Royal Avenue, Hawthorne, NJ to purchase the compost material from the Village’s Lakeview Compost Facility, with the Village receiving $25,000 for this material
18-231 Authorize Execution of Memorandum of Understanding for Interim Health Officer Coverage with Borough of Fair Lawn – Authorizes the Village Manager and Health Officer to execute a Memorandum of Understanding with the Borough of Fair Lawn to memorialize the fact when the Health Officer of either Ridgewood or Fair Lawn are not available due to illness or use of leave time, the other Health Officer will provide interim Health Officer services at no cost to either municipality
18-232 Authorize Release of Escrow Funds – Stop & Shop Company – Authorizes the release of $14,354.50 in escrowed funds to the Stop and Shop Company, due to the fact that the Planning Board, Building Department, and Engineering Division have indicated that the project is complete
18-233 Establish Annual Service Charge and Payment for Guarantee Bond for Ridgewood Senior Citizen Housing Corporation and Guaranty of Payment of Revenue Bonds - Authorizes the Village Manager to execute an agreement reflecting the annual service charge, in lieu of taxes, for Village services provided to the Ridgewood Senior Citizens Housing Corporation’s housing development.In addition,it requires the payment of $25,000 from the Ridgewood Senior Citizen Housing Corporation for guaranty of the timely payment of principal and interest of 2005 Revenue Bonds.
18-234 Authorize Tax Collector to Charge for Mailing of Tax Sale Notices - Authorizes the Tax Collector to charge $25 per mailing of the tax sale notice and add it to the cost of the tax sale, in lieu of any two publications of the tax sale notice

18-235 Authorize Village Manager to Execute Membership Agreements with Sourcewell Cooperative Purchasing Agreement (formerly National Joint Powers Alliance Cooperative Purchasing Program) – Authorizes the Village Manager to execute any necessary Membership Agreements required by the name change of the National Joint Powers Alliance Cooperative Purchasing Program to Sourcewell, for the purpose of the Village of Ridgewood purchasing from Sourcewell’s cooperative contracts
18-236 Approve Field Design for Schedler Park – Approves the design of Schedler Park which will include the following: a 75 yard by 50 yard multipurpose field; a children’s playground; a 44 spot parking lot; walking trails; a berm with a tree line across the top; fencing; and trees planted along the street
18-237 Authorize Shared Services Agreement – Snowplowing (Bergen County) - Approves the first year of a two-year Agreement for snow plowing with Bergen County for 2018-2019,whereby the Village plows County roads, and is reimbursed for same by the County
