18-331 Establish Interest Rates for Delinquent Payments to the Water Utility for 2019 and Set Grace Period for Payment of Water Utility Bills - Sets an interest rate of 8% per annum on the first $1,500 and 18% per annum on a balance over $1,500 for the non-payment of water utility bills in excess of $50. Also sets a 30-day grace period for the payment of all water bills. In addition, a 6% per annum penalty may be charged on any fiscal year delinquency in excess of $10,000 in paying a water bill, as is imposed on taxpayers for the non-payment of taxes.
18-332 Accept Ridgewood Water Annual Maintenance Fee - Accepts an operating and administrative maintenance fee from Ridgewood Water based on the amount of total tax indicated by the assessed value of the land owned by Ridgewood Water
- 14. ORDINANCES – INTRODUCTION
3687 – Amend Chapter 145 – Fees – Day Camp Fees – Amends the day camp fees, increasing them from $550 to $600. Also establishes a non-resident fee of $850, and a late fee, after June 10th of each year, of $50.
3688 – Amend Chapter 145 – Fees – Graydon Pool Membership Fees and Tennis Membership Fees – Amends the fees for 2019 and 2020 for Graydon Pool memberships for adult and children residents by increasing them $10 each. For adult and children non-residents, Graydon pool memberships will increase $20 each. A resident daily guest pass is increasing $5 and a daily non-resident guest pass, sponsored by a resident member, is established at $20. Late season fees for resident adults and children will increase $5. Tennis badges for 2019 and 2020 are increased $5 for both resident and non-resident adults and children.
3689 – Amend Chapter 265 – Vehicles and Traffic – Stop Signs at Claremont Road and Cantrell Road – Establishes a stop sign on Claremont Road at Cantrell Road in both the north and south direction of travel

18-342 Approve Shared Services Agreement – Child Health Conference (Fair Lawn & Glen Rock) (NTE Maximum of $1,950 per municipality) - Authorizes a Shared Services Agreement with the Borough of Fair Lawn and the Borough of Glen Rock for a Child Health Clinic. Each municipality will pay one-third of the cost for the program.
18-343 Approve Shared Services Agreement - TV Inspection of Sanitary Sewer Mains (Northwest Bergen County Utilities Authority)(NTE $0.83 per foot, minimum payment $400/day) - Authorizes the first year of a two-year Shared Services Agreement with the Northwest Bergen County Utilities Authority for TV Inspection of Water and Stormwater mains. The charge will be $0.83 per foot with a minimum charge of $400 per day in 2019.
18-344 Establish Interest Rate for Non-Payment of Taxes and Assessments for 2019 and Set Grace Period - Authorizes the Tax Collector to charge 8% per annum on the first $1,500 of the delinquency and 18% per annum on any amount in excess of $1,500 becoming delinquent after the due date. Also allows for a ten-day grace period for quarterly tax payments. In addition, the Tax Collector is authorized to charge a 6% per annum penalty on any fiscal year delinquency in excess of $10,000.
18-345 Establish Interest Rates for Non-Payment of Other Municipal Liens for 2019 and Set Due Date - Sets an interest rate of 8% per annum on the first $1,500 and 18% per annum on a balance over $1,500 for the non-payment of other municipal liens. Also sets the due date at 25 days from the date of Village Council certification of costs. In addition, a 6% per annum penalty may be charged on any fiscal year delinquency in excess of $10,000 in paying other municipal liens, as is imposed on taxpayers for the non-payment of taxes.
