18-354 Title 59 Approval – Tree Maintenance Services Approves the specifications for Tree Maintenance Services, prepared by Ridgewood Water, pursuant to Title 59
18-355 Award Contract – Tree Maintenance Services (NTE $20,000) – Awards a contract to the low bidder, Downes Tree Service, 65 Royal Avenue, Hawthorne, NJ
18-356 Title 59 Approval – Cold Water Meters – Approves the specifications for Cold Water Meters and Accessories, prepared by Ridgewood Water, pursuant to Title 59
18-357 Award Contract – Cold Water Meters (NTE $199,279) – Awards a contract to the sole bidder, Rio Supply, Inc., 100 Allied Parkway, Sicklerville, NJ
18-358 Award Sole Source Provider Contract – Mapping Software for Geographic Information Systems (NTE $15,956) – Awards a contract to the sole source provider, Bentley Systems, Inc., 686 Stockton Drive, Exton, PA
18-359 Authorize Change Order – Laboratory Analysis Services (NTE $25,500) – Authorizes a change order to the original contractor, Aqua Pro- Tech Labs, 1275 Bloomfield Avenue, Bldg. 6, Fairfield, NJ. The change order is necessary due to additional water quality testing which is required.
18-360 Cancel Water Utility Budget Appropriation – Cancels a $1,000,000 water utility budget appropriation for the purchase of bulk water in order to credit it to surplus. This is to offset the shortfall in water revenue which was caused by a high level of precipitation in 2018.
15. ORDINANCES – INTRODUCTION
3694 – Amend Chapter 145 Fees – Adopt a Tree and Memorial Benches – Sets fees for Adopt a Tree- $450; Commemorative/Memorial Tree-$650; and Commemorative/Memorial Bench-$850
3695 – Amend Chapter 190 – Land Use and Development - Establish Regulations for Temporary Storage Containers – Establishes regulations for temporary storage containers in the Village including the size, signage, location of placement on property, what may/may not be stored in the containers, no lighting or electrical in the containers, maintenance of the containers, and enforcement. It also requires a permit for the containers, with a maximum time of 395 days that the container may be located on a property.
3696 – Amend Chapter 145 – Fees – Fees for Temporary Storage Containers – Establishes fees for temporary storage containers at $25 for the first 30 days, and then $150 for each 6-month period thereafter, for a maximum of two 6-month periods
3697 – Amend Chapter 145 – Fees – Graydon Pool Membership Fees – Establishes fees for 2019 and 2020 as follows: clarifies that the cost for a guest sponsored by a Ridgewood resident seasonal member is $15/guest/day; the cost for a guest who is a Resident Non-Member of Graydon Pool is $15/guest/day; a guest pass for a guest sponsored by a non-Ridgewood resident seasonal adult member is $20/guest/day; and the cost for a coupon book (with 11 guest passes)for Ridgewood resident adult seasonal members is $150

18-361 Approve 2019 Village Cash Management Plan - Annual resolution which approves the Cash Management Plan and Policy. This Cash Management Plan is to be used as a guide for Village officials when depositing and investing the Village’s funds.
18-362 Designate Official Newspapers for 2019 - Annual resolution which designates The Record and the Ridgewood News, and the Gannett Co., Inc. (the parent company of both newspapers) as the official newspapers of the Village of Ridgewood
18-363 2019 Annual Meetings Statement - Annual resolution which sets the schedule for the Village Council Meetings for 2019
18-364 Award Contract – Preparation of 2019 Village Council Meeting Minutes ($9.00/page/NTE $20,000) - Awards a contract for preparation of the 2019 Village Council Meeting minutes to Caitlin Powers, 413 Van Emburgh Avenue, Ridgewood, NJ as the sole quote
18-365 Award Contract Under U.S. Communities Cooperative Alliance Contract – Stationary Emergency Generator – Fire Department (NTE $17,738) – Awards a contract under a U.S. Communities Cooperative Alliance Contract to Graybar, 80 Huyler Street, Teterboro, NJ
18-366 Award Professional Services Contract – Risk Management Consultants (NTE $60,000) - Awards a Professional Services contract under a
no-bid contract to Brown and Brown Metro, LLC, 56 Livingston Avenue, Roseland, NJ. The hiring of a Risk Management Consultant is required under the Joint Insurance Fund’s bylaws.
18-367 Award Professional Services Contract – Employee Assistance Program (NTE $5,000) - Awards a non-exclusive Professional Services Contract to West Bergen Mental Healthcare, 120 Chestnut Street, Ridgewood, NJ for an Employee Assistance Program
18-368 Award Professional Services Contract – Software for Finance Department (NTE $21,539) - Awards a no-bid Professional Services Contract to Edmunds & Associates, 301 Tilton Road, Northfield, NJ. The required Pay to Play forms have been filed with the Village Clerk’s Office.
18-369 Award Professional Services Contract – General Banking Services – Awards a fair and open Professional Services Contract from 1/1/19 through 12/31/21 to Valley National Bank for General Banking Services
18-370 Approve 2018 Budget Transfers - Annual resolution which transfers money in the 2018 budget from departments which have excess funds to those departments which do not have adequate funds
18-371 Approve 2019 Temporary Budgets - Approves the 2019 Temporary Budgets for the General budget, the Water Utility budget, and the Parking Utility budget, which will fund Village operations prior to the adoption of the 2019 Budget
18-372 Cancel Grant Receivables – Cancels a total of $9,967 in unexpended grant funds that expired on 12/31/17
18-373 Cancel General Capital Ordinance Balances – Cancels a total of $1,570,381.37 in unexpended ordinance balances due to projects that are now completed or have changed in scope
18-374 Authorize Execution of Community Development Block Agreement – Purchase of Tables for Patrick A. Mancuso Senior Center – Authorizes the Village Manager to execute the Community Development Block Grant agreement and authorizes the CFO to sign all Bergen County vouchers in connection with this purchase
18-375 Endorse Application for Community Development Block Grant – Family Promise – Sheltering Programs - Confirms endorsement of a $25,000 CDB grant. This resolution does not obligate the financial resources of the Village but will expedite the expenditure of Community Development funds.
18-376 Authorize Application for and Accept Additional Grant Funding from Bergen County Municipal Alliance Grant (2018–2019) – Authorizes an application for additional Municipal Alliance grant funding in the amount of $3,552 and accepts this one-time additional grant funding to provide Drug and Alcohol Awareness programs
18-377 Authorize Application for and Accept Grant Funding from Bergen County Municipal Alliance Grant (2019-2020) - Accepts a Municipal Alliance Grant in the amount of $11,677 for the 2019-2020 program year. This grant provides for Drug and Alcohol Awareness Programs for the community.
18-378 Adopt Amendments to Athletic Fields and Recreational Facilities Use Policy – Adopts various amendments to the Athletic Fields and Recreational Facilities Use Policy, which has been endorsed by the Fields Committee and the Parks, Recreation and Conservation Board and previously adopted by the Ridgewood Board of Education
18-379 Accept Donation – Bench and Nature Garden at Irene Habernickel Family Park – Accepts a donation from resident George Wolfson of a commemorative bench and nature garden at the Irene Habernickel Family Park. Mr. Wolfson has complied with requirements of the Village’s donation policy.
18-380 Extend Suspension of Ordinance for Certain Illuminated Signs in Central Business District - Extends the suspension of the ordinance for certain illuminated signs in the Central Business District to June 30, 2019
18-381 Appoint Joint Insurance Fund Commissioner – Appoints Heather Mailander, Village Manager/Village Clerk, as the JIF Fund Commissioner for 2019
18-382 Appoint Public Agency Compliance Officer
(P.A.C.O.) - Designates Heather Mailander, Village Manager, as the P.A.C.O. for the Village of Ridgewood for the calendar year 2019
18-383 Designate Redeveloper and Authorize Execution of Redevelopment Agreement – Block 3809, Lots 12 & 13 – Hudson Street Parking Lot - Designates Epic Management, Inc., 136 11th St., #1, Piscataway Township, NJ as the Redeveloper and authorizes the execution of the Redevelopment Agreement with Epic Management, Inc. in accordance with the Redevelopment Law. This also designates Epic Management, Inc. (the Redeveloper) as the redeveloper of the Redevelopment Area of Block 3809, Lots 12 & 13.
18-384 Award Professional Services Contract – Professional Architectural and Historic Preservation Services for Exterior and Interior Rehabilitation of Graydon Pool Restrooms (NTE $27,350) – Awards a no-bid Professional Services Contract to Connolly & Hickey, 2 North Union Avenue, 2nd Floor, Cranford, NJ.
