19-131 Award Contract under State Contract – Service Contract for Maintenance of Chlorine, PH, and Phosphate Analyzers (NTE $56,572) – Awards a contract under State Contract to Hach Company, 5600 Lindbergh Drive, Loveland, CO

19-132 Award Professional Services Contract – PFA Treatment Feasibility Study – Twinney Treatment Facility (NTE $48,000) – Awards a no bid Professional Services contract to Mott MacDonald, 111 Wood Avenue South, Iselin, NJ. The required Pay to Play forms have been filed with the Village Clerk’s Office.

  1. ORDINANCES – INTRODUCTION

3722 – Prohibit Use of Single Use Plastic Carry-Out Bags – This ordinance prohibits the use of single use plastic carry-out bags by food handling establishments, retail establishments and retail stores. It also allows these establishments to charge for a recyclable paper carry-out bag and to issue a credit for reusable bags and provides for fines to be issued to providers of single use plastic carry-out bags.    This ordinance shall be effective January 1,2020, after a six-month education period.

19-137 Title 59 Approval – Horticultural Supplies – Approves the plans and specifications for Horticultural Supplies for the Years 2019 and 2020 prepared by the Parks and Recreation Department, pursuant to Title 59

19-138 Award Contract – Horticultural Supplies (NTE $8,000) – Awards a contract to the sole bidder, SiteOne Landscape Supply, 100 Weyerhauser Road, Mahwah, NJ

19-139 Title 59 Approval – Train Station Parking Lot and Engine 31 Driveway – Approves the plans and specifications for Train Station Parking           Expansion and Engine 31 Driveway in the Village of Ridgewood, prepared by the Engineering Division, pursuant to Title 59

19-140 Award Contract – Fire Engine 31 Driveway Resurfacing (NTE $72,912.50) – Awards a contract to the lowest responsible bidder,OnQue Technologies, Inc., 297-146 Kinderkamack Road, Suite 101, Oradell, NJ 

19-141 Authorize Change Order – Sewer Line Grouting – Demarest Pump Station (NTE $4,000) – Authorizes a change order to the original contractor, North American Pipeline Services, LLC, 210 Bennett Road, Freehold, NJ. This change order was needed in order to grout the pipe at the Demarest Street sanitary sewer to seal out the groundwater, prior to the pipe being lined.

19-142 Authorize Change Order – Demarest Pump Station and Graydon Park Storm Sewers (NTE $79,926.80) – Authorizes a change order to the original contractor, North American Pipeline Services, LLC, 210 Bennett Road,Freehold, NJ. This change order was needed to add additional work to the contract for lining the Graydon Park storm sewers, above and beyond what was presented in the bid proposal, in accordance with the NJDEP Well Head Protection requirements.

19-143 Authorize Execution of Declaration of Interest Form – Shared Services Agreement with Bergen County – Technical Assistance for Floodplain Acquisition Plans and Floodplain Restoration Planning Services – Authorizes the Village Manager to sign a Declaration of Interest Form which will then allow a Shared Services Agreement to be drawn up between the Village of Ridgewood and Bergen County for Bergen County to provide technical assistance for floodplain acquisition plans and floodplain restoration planning services

19-144 Authorize Approval of Bergen County Trust Fund Grant Contract – Kings Pond Improvement Project Phase II – Authorizes the Village of Ridgewood to enter into a contract with Bergen County to use a $58,580 matching grant award for Kings Pond Park Phase II, with a deadline of March 6, 2021 for completion of the project. Also authorizes the Village Manager and the Village Chief Financial Officer to be signatories to the contract. This funding may only be used for this park project, including Professional Services, if there is an unexpended balance.

19-145 Oppose Vegetative Management Response Act Bills – Opposes S-2505 and A-2558 in the NJ Legislature which would allow any public utility to totally usurp the role of local government in the management of public trees in public parks and within the public right of way and would allow the removal of trees on private property without the owner’s consent whenever it is determined that the trees may touch, fall into, affect, or otherwise interfere with electrical distribution lines

19-146 Confirm Endorsement of Community Development Project and Use of HOME Funds – Supportive Housing through BCUW Madeline Housing Partners, LLC at The Enclave - Confirms endorsement of a HOME Investment Partnerships application of $500,000 by BCUW Madeline Housing Partners, LLC for Ridgewood Supportive Housing Partners, LLC, for supportive housing at The Enclave. This resolution does not obligate the financial resources of the Village but will expedite the expenditure of the HOME application funds.

19-147 Authorize Mailing of Estimated 2019 Third Quarter Tax Bills Authorizes the mailing of estimated tax bills for the 2019 third quarter

19-148 Authorize Site Access to Geographic Services, Inc. to North Walnut Street Parking Lot for Sampling Purposes - Authorizes The ELM Group, Inc., 345 Wall Street, Research Park, Princeton, NJ to have site access to the North Walnut Street parking lot to sample the existing groundwater monitoring wells as part of the investigation of the subsurface contamination at 120 Franklin Avenue (The Town Garage property). This authorization is granted for a period of time not to exceed three years. The ELM Group, Inc. will comply with all Village regulations in performing      their work and will also share the information they obtain with the Village of Ridgewood.

19-149 Appoint Municipal Recycling Coordinator - Appoints Edward Bethune as the Interim Municipal Recycling Coordinator, effective immediately

19-150 Appoint Member to Parks, Recreation and Conservation Board – Appoints Jean Epiphan to fill the unexpired term of Michael Winograd, which term expires on 12/31/20

19-151 Appoint Members to Stigma Free Task Force – Appoints Dawn Cetrulo, RoseMary Klie, Zachary Ehrlich, Mary Davey, Jan Bottcher, Chris Warren-Dickins, Betty Friedel, Jennie Smith-Wilson, Chief Jacqueline Luthcke or designee, and Chief James Van Goor or designee. Terms will expire December 31st, in odd or even years.
