Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter

3-20, Decorum, the Village Council meetings shall be conducted in the following manner:

 

Manner of Addressing Council

 

Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.

Decorum

 

Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

3763 – Amend Chapter 145 – Fees – Parking Rates –              Establishes new parking rates in parking lots          and on the streets of the Central Business                District and at the Park and Ride parking lot

3764 – Amend Chapter 265 – Vehicles and Traffic –              Parking in Cottage Place and Cottage Place Annex          Parking Lots – Establish Open Parking Spots for          Both Lots – Establishes long term parking at          both the Cottage Place and Cottage Place Annex          parking lots, which is open to shoppers, diners,     and Central Business District employees, on a        first come, first served basis each day

3765 – Amend Chapter 190 – Land Use and Development –          Permit Instructional Schools in OB-1 and OB-2          Zones – Amends this ordinance to allow for               Instructional Schools in the OB-1 and OB-2 Zones       on Route 17

3766 – Amend Chapter 265 – Vehicles and Traffic –              Establish Village Employee Parking Zone –                 Chestnut Street – Establishes a Village employee        parking zone on the west side of Chestnut              Street, along the southbound direction in front          of the Village-owned buildings, from 5:00 a.m.          to 1:00 p.m., Monday through Friday

3767 – Bond Ordinance – Amend Title and Purpose of        Previous Bond Ordinance #3392 to Purchase of             Pickup Truck with Snowplow and Accessories for            Water Pollution Control Facility – Amends the             title and purpose of Ordinance #3392 from a             sludge truck to a pickup truck with snowplow and       accessories for use by the Water Pollution                 Control Facility

3768 – Amend Chapter 265 – Vehicles and Traffic –             Parking Permit for Two-Wheeled Motorized               Vehicles in Park and Ride Lot and Garber Square           Train Station Lot – Amends this section of the         Village Code to provide spaces for permit               parking of two-wheeled vehicles in both the          train station lot and the Park and Ride lot.          Also establishes permit parking spaces for five        two-wheeled vehicles at each location.

3769 – Amend Chapter 145 – Fees – Two-Wheeled Motorized   Vehicles – Establishes the fees for two-wheeled            vehicles parking at the Train Station or Park           and Ride at $375 annually.

3770 – Amend Chapter 265 – Vehicles and Traffic –              Establish Multi-Space Parking Meter Kiosk Sites           – Establishes separate parking meter kiosk sites       for streets and parking lots

19-426    Award Professional Services Contract –                 Employee Assistance Program (NTE $5,000) -            Awards a non-exclusive Professional Services              Contract to West Bergen Mental Healthcare,              120 Chestnut Street, Ridgewood, NJ for an               Employee Assistance Program

19-427    Award Professional Services Contract –                 Software for Finance Department (NTE                  $23,408.75) - Awards a no-bid Professional             Services Contract to Edmunds & Associates,              301 Tilton Road, Northfield, NJ. The required           Pay to Play forms have been filed with the               Village Clerk’s Office.

19-428    Authorize Additional Funding for Professional           Services Contract – Site Remediation – Hudson          Street Lot (NTE $125,000) – Authorizes                    additional funding be awarded to the original       contractor, First Environment, 91 Fulton                Street, Boonton, NJ. This additional funding            is necessary due to the fact that additional              work is necessary in order to address                  encountered contamination of soil on the                Hudson Street lot, as well as in assisting in           the disposal of excavated materials from the                site in a manner satisfactory to the NJ                  Department of Environmental Protection.

19-429    Authorize Change Order – Roofing of Graydon            Pool Buildings (NTE $3,300) – Authorizes a             change order to the original lowest quote              from Tri-State Roofing & Siding, LLC, 1022           Flora Street, Elizabeth, NJ. This change                order is necessary due to the fact that the            rafters and plywood on one of the buildings              are rotted and they have to be replaced prior        to the roofing on this building being done.  

19-430    Declare Property Surplus – 2003 Packer Truck            – Solid Waste Department – Declares this             property surplus and authorizes the Village             Manager to dispose of said property

19-431    Approve 2019 Budget Transfers - Annual                 resolution which transfers money in the 2019            budget from departments which have excess           funds to those departments which do not have              adequate funds

19-432    Approve 2020 Temporary Budgets - Approves              the 2020 Temporary Budgets for the General            budget, the Water Utility budget, and the               Parking Utility budget, which will fund                Village operations prior to the adoption of            the 2020 Budget

19-433    Accept Donation – Ridgewood Baseball Softball           Association (RBSA) – Fall Maintenance Program           for Various Village Athletic Fields – Accepts       a donation from the RBSA, valued at $16,000,              who will hire Tri-County Property                      Maintenance, 22 Aspen Way, Oakland, NJ to              perform an extensive fall maintenance program         on the following fields: lower Citizens Park,          Habernickel Park, Veterans Field – southeast,          southwest, north, the baseball diamond, and             lower Hawes. The RBSA does not have any                applications before any Village Boards or            Committees.

19-434    Request Legislature to Establish Study                 Commission to Review the Open Public Records            Act (OPRA) – Requests the State Legislature               to establish a Study Commission to review and      examine the effects of OPRA on local                   government and use the findings to perform a            comprehensive reform of OPRA

19-435    Request Bergen and Passaic Counties to                 Establish a Wildlife Management and Action             Plan – Requests Bergen and Passaic Counties              to establish a Wildlife Management and Action         Plan which will provide for the conservation                of wildlife and control of wildlife species             populations, including coyotes and deer, on            all county properties

19-436    Authorize Execution of Grant Agreement – NJ            Urban and Community Forestry Stewardship           Grant – Tree Inventory – Authorizes the                Village Manager and other necessary Village               Officials to execute a Grant Agreement for a            tree inventory

19-437    Authorize Execution of Grant Agreement – It            Pays to Plug In: NJ’s Electric Vehicle                    Workplace Charging Grant – Authorizes the              Village Manager and other necessary Village               Officials to execute a Grant Agreement for an           electric vehicle charging station

19-438    Appoint Joint Insurance Fund Commissioner -            Appoints Heather Mailander, Village                   Manager/Village Clerk, as the JIF                     Fund Commissioner for 2020

19-439    Appoint Public Agency Compliance Officer               (P.A.C.O.) - Designates Heather Mailander,             Village Manager/Village Clerk, as the                    P.A.C.O. for the Village of Ridgewood for the       calendar year 2020

19-440    RIDGEWOOD WATER - Authorize Change Order –             Design and Construction Administration of               Granular Activated Carbon Treatment System at         Carr Treatment Facility (NTE $50,340.50) –            Authorizes this change order which is                  necessary due to additional work including             extension of deadlines for the work being              done; owner request to redesign pump house              roof to overhang instrument panels; and              credit for error in hourly rate charges.
