Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

3775 – Bond Ordinance – Street Paving and Streetscape, Security for Village-Owned Facilities and Buildings (NTE $2,308,000) - Appropriates this money for the 2020 road paving and streetscape program and for security for Village-owned facilities and buildings
3776 – Parking Utility Bond Ordinance – Environmental Cleanup for Hudson Street Parking Lot (NTE $350,000) – Appropriates additional money for the Parking Utility, in order to pay for the environmental cleanup at the Hudson Street parking lot being done by the licensed LSRP, First Environment, 91 Fulton Street, Boonton, NJ.
3777 – Amend Chapter 212 – Parks and Recreation Areas – Rules and Regulations for Tennis Courts – Pickleball – Amends Chapter 212, Section 212-27 to require that all pickleball players must use muted pickleballs at all times
3778 – Amend Chapter 190 – Land Use and Development – Requirements for Lettering on Signs – Amends the sign ordinance in the B-1, B-2, and C Districts to exempt the portion of a letter that extends below the baseline of a font when measuring the overall size of the message
3779 – Amend Chapter 165 – Garbage, Refuse and Recycling – Bulk Refuse Definitions – Amends the definition of bulk refuse to include mattresses, box springs, carpeting, and to not include hazardous materials
3780 – Amend Chapter 165 – Garbage, Refuse and Recycling – Container Specifications & Setout Requirements – Amends this section of the Village Code to require that carpet be cut into 4-foot lengths, rolled and securely taped or tied and to require that all mattresses must be contained in mattress disposal bags, prior to curb set out

20-07 Authorize Tax Assessor/Tax Collector to File Appeals and/or Settlement Stipulations - Authorizes the Tax Assessor and/or Tax Collector to file tax appeals and/or settlement stipulations with the Bergen County Board of Taxation for the purpose of correcting assessment errors for the year 2019. This resolution also authorizes the Tax Assessor, in conjunction with the Village Attorney, to conduct settlement negotiations in matters pending before the Tax Court of New Jersey in 2019.
20-08 Title 59 Approval – 2020 Recreational Program Instruction – Approves the plans and specifications for Recreational Programs Instruction with the Department of Parks and Recreation, the Contract Year 2020, prepared by the Ridgewood Parks and Recreation Department, pursuant to Title 59
20-09 Award Contracts – 2020 Recreational Program Instruction - Awards contracts to various vendors for 2020 recreation programs offered by the Village of Ridgewood’s Department of Parks and Recreation. These contracts are paid through user fees.
20-10 Title 59 Approval – Horticultural Supplies – Approves the plans and specifications for Horticulture Supplies for the Years 2019 and 2020, prepared by the Parks and Recreation Department, pursuant to Title 59
20-11 Award Contract – Horticultural Supplies (NTE $45,500) – Awards the second year of a two-year contract to SiteOne Landscape Supply, 100 Weyerhauser Road, Mahwah, NJ. This will be paid for through the Parks Division budget as well as through the Project Pride budget.
20-12 Title 59 Approval - Maintenance of Irrigation Systems/Water Fountains – Approves the plans and specifications for Maintenance of Irrigation Systems/Water Fountains for Contract Years 2019 and 2020, prepared by the Department of Parks and Recreation, pursuant to Title 59

20-17 Authorize Shared Services Agreement – Barbershop, Beauty Shop, and Nail Salon Inspections (Norwood) – Authorizes a Shared Services Agreement with the Borough of Norwood, whereby the Village of Ridgewood will provide the Borough of Norwood with these inspections for the year 2020
20-18 Authorize Shared Services Agreement – School Resource Officer (Ridgewood Board of Education – NTE $100,000) - Approves a Shared Services Agreement with the Ridgewood Board of Education, whereby the Village and the Board of Education will each pay $100,000/year for funding a School Resource Officer
20-19 Authorize Shared Services Agreement - Bergen County Police Chiefs Association Mutual Aid Plan and Rapid Deployment Force - Authorizes the Ridgewood Police Department to participate in a County-wide Mutual Aid Plan and Rapid Deployment Force to be used in times of emergency
20-20 Certify Compliance with Federal Civil Rights Requirements - Certifies that the Village of Ridgewood’s hiring practices comply with the U.S. Equal Employment Opportunity Commission’s “Enforcement Guidance on the Consideration of Arrest and Conviction Records in Employment Decisions Under Title VII of the Civil Rights Act of 1964”, as amended, pertaining to the consideration of an individual’s criminal history. This is required under P.L. 2017, c. 183 which requires that this be certified prior to the Village submitting its approved annual budget to the NJ Division of Local Government Services.
20-21 Authorize Designation of Acting Municipal Court Administrator – Designates the Municipal Court Administrator of the Township of Rochelle Park as the Acting Municipal Court Administrator for the Village of Ridgewood, and the Municipal Court Administrator of the Village of Ridgewood as the Acting Municipal Court Administrator for the Township of Rochelle Park, on a provisional basis to undertake the duties of the absent Municipal Court Administrator or during scheduled or unscheduled leaves. This is required under the Criminal Justice Reform legislation.
20-22 Endorse Ridgewood Public Library Reimagine Project and Commit Municipal Funding – Endorses the Ridgewood Library’s application for NJ Library Construction Bond Act grant funding and provides for up to $2 million in future municipal funding to support the proposed Reimagine Ridgewood Public Library project
20-23 Appoint Member to Library Board of Trustees – Appoints Rebecca Rubenstein to a term that will expire December 31, 2024
