3-20, Decorum, the Village Council meetings shall be conducted in the following manner:
Manner of Addressing Council
Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

20-47 Authorize Membership in Somerset County Cooperative Pricing System – Authorizes the Village of Ridgewood to join the Somerset County Cooperative Pricing System, from February 19, 2020 through December 31, 2023, at no cost, and authorizes the Mayor and Village Manager to execute the membership agreement
20-48 Increase 2020 Deferred School Taxes - Increases deferred school taxes from $48,257,409.50 to $48,977,618.54, an increase of $720,209.04 from 12/31/18 to 12/31/19
20-49 Accept Donation for Community Center from North Jersey Masters – Accepts a $1,000 donation from North Jersey Masters for the Ridgewood Community Center. North Jersey Masters currently does not have any applications before any Village development boards or Village departments.
20-50 Adopt Anti-Idling of Vehicles Policy – Adopts a policy whereby any gasoline or diesel- powered motor vehicle should turn off their engines immediately at schools and off-site school events to minimize exposure of children to vehicle emissions; maintain municipal vehicles to eliminate any visible exhaust; promote widespread use of emission controls in construction contracts; and support broad education of the public about the health, environmental, and economic impacts of idling and ways to reduce idling
20-51 Appoint Clean Communities Coordinator - Appoints Sean Hamlin as the Clean Communities Coordinator for 2020
20-52 Appoint Recycling Coordinator – Appoints Sean Hamlin as the Recycling Coordinator for 2020
20-53 Declare Property Surplus – Police Department Vehicle – Declares a Police Department 2011 Ford Crown Victoria surplus property and authorizes the Village Manager to dispose of said property
20-54 Declare Property Surplus – Parks and Recreation - Various Items – Declares various Parks and Recreation items surplus property and authorizes the Village Manager to dispose of said property
20-55 Authorize Change Order – Graydon Pool Bathrooms (NTE $30,000) – Authorizes a change order to allow for new partitions for the Graydon Pool bathroom renovation
