Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter
3-20, Decorum, the Village Council meetings shall be conducted in the following manner:
Manner of Addressing Council
Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

3785 – Bond Ordinance - Water Utility Capital ($6,780,800) - Appropriates this money for various capital improvements/purchases, and capital projects for the Ridgewood Water Utility
3786 – Amend Chapter 145 – Fees – Ridgewood Water Volume Rates – Increases the fees for all meters, regardless of size, for water consumed during one calendar quarter, per 1,000 gallons from $4.82 per 1,000 gallons to $5.21 per 1,000 gallons
3787 – Amend Chapter 145 – Fees – Ridgewood Water Utility Fees – Changes various fees for the water utility, to better reflect the practices of the water utility
3788 – Amend Chapter 269 – Water – Water Service Connections – States that various water service connections and inspections are set forth in Chapter 145, of the Code of the Village of Ridgewood, Fees

20-68 Establish Interest Rates for Delinquent Payments to the Water Utility for 2020 and Set Grace Period for Payment of Water Utility Bills - Sets an interest rate of 8% per annum on the first $1,500 and 18% per annum on a balance over $1,500 for the non-payment of water utility bills in excess of $50. Also sets a 30-day grace period for the payment of all water bills. In addition, a 6% per annum penalty may be charged on any fiscal year delinquency in excess of $10,000 in paying a water bill, as is imposed on taxpayers for the non-payment of taxes
20-69 Accept Ridgewood Water Annual Maintenance Fee - Accepts an operating and administrative maintenance fee from Ridgewood Water based on the amount of total tax indicated by the assessed value of the land owned by Ridgewood Water

3789 – Bond Ordinance – Lighting for Maple Park Field ($447,000) - Appropriates this money for permanent lighting at the Maple Park turf field
3790 – Bond Ordinance - General Capital ($4,303,000) - Appropriates this money for various capital improvements/purchases, for the General Fund
3791 – Bond Ordinance – Improvements to Zabriskie-Schedler House ($865,500) – Appropriates this money for interior improvements and systems for the Zabriskie-Schedler House
3792 – Bond Ordinance – Improvements to Schedler Park ($1,000,000) – Approves this money for various improvements to Schedler Park field
3793 – Amend Vehicles and Traffic – 15-minute Parking Spaces – Various Locations - Clarifies 15-minute parking spaces on West Ridgewood Avenue, Library Place and Van Neste Square
3794 – Amend Single Use Plastic Bag Ordinance - Establishes that plastic bags must have a statement printed on them indicating that they can be used at least 125 times or there must be a written document from the distributor or manufacturer evidencing that they have this lifetime. Also designates who may enforce the ordinance, establishes fines upon conviction,and that the fines shall be levied against the proprietor and not the end user.

20-71 Appoint Tax Assessor – Appoints Anthony Rinaldi, Jr. as Tax Assessor of the Village of Ridgewood from 1/1/2020 – 6/30/2024. This resolution also rescinds and replaces Resolution 20-03, adopted on 1/15/2020, which referenced an incorrect term of office.
20-72 Title 59 Approval – Road Resurfacing and Repairs – Approves the plans and specifications for 2020 Road Resurfacing and Repairs of Various Village Streets in the Village of Ridgewood, prepared by the Ridgewood Engineering Division, pursuant to Title 59
20-73 Award Contract – Road Resurfacing and Repairs (NTE $2,000,000) – Awards a partial contract to the lowest responsible bidder, American Asphalt and Milling Services, LLC, 96 Midland Avenue, Kearny, NJ
20-74 Title 59 Approval – Kings Pond Restoration –Approves the plans and specifications for King’s Pond Park Development Phase II in the Village of Ridgewood, prepared by the Ridgewood Engineering Division, pursuant to Title 59
20-75 Award Contract – Kings Pond Restoration (NTE $130,784) – Awards a partial contract to the lowest responsible bidder, Wetlands, Inc., 569 North Midland Avenue, Saddle Brook, NJ

20-80 Establish Interest Rate for Non-Payment of Taxes and Assessments for 2020 and Set Grace Period - Authorizes the Tax Collector to charge 8% per annum on the first $1,500 of the delinquency and 18% per annum on any amount in excess of $1,500 becoming delinquent after the due date. Also allows for a ten-day grace period for quarterly tax payments. In addition, the Tax Collector is authorized to charge a 6% per annum penalty on any fiscal year delinquency in excess of $10,000.
20-81 Establish Interest Rates for Non-Payment of Other Municipal Liens for 2020 and Set Due Date - Sets an interest rate of 8% per annum on the first $1,500 and 18% per annum on a balance over $1,500 for the non-payment of other municipal liens. Also sets the due date at 25 days from the date of Village Council certification of costs. In addition, a 6% per annum penalty may be charged on any fiscal year delinquency in excess of $10,000 in paying other municipal liens, as is imposed on taxpayers for the non-payment of taxes.
20-82 Establish Interest Rates for Delinquent Payments for Significant Sewer Discharger Bills for 2020 - Sets an interest rate of 8% per annum on the first $1,500 and 18% per annum on a balance over $1,500 for the non-payment of significant sewer discharge bills. Also sets a 30-day grace period for all bills. In addition, a 6% per annum penalty may be charged on any fiscal year delinquency in excess of $10,000 in paying a significant sewer discharger bill, as is imposed on taxpayers for the non-payment of taxes.
20-83 Authorize Execution of Extension of Lease Agreement - 43-45 Hudson Street - Authorizes the Mayor and Village Clerk to execute the extension of the Lease Agreement for the rental of 43-45 Hudson Street, Ridgewood, NJ
20-84 Authorize Tax Appeal Refund – 265 Ackerman Avenue (NTE $22,555.64) – Directs the Tax Collector to process the refund of tax overpayments for 265 Ackerman Avenue, pursuant to the Tax Court of New Jersey’s decision which reduced the assessed value on this property
20-85 Accept and Authorize Execution of Bergen County Open Space Grant Agreement – Permanent Lighting at Maple Park Turf Field – Accepts a Bergen County Open Space Grant in the amount of $145,000 and authorizes the Village Manager to sign the Grant Agreement and the Chief Financial Officer to sign all County vouchers submitted in connection with this project
20-86 Accept Donation from Sports Groups – Permanent Lighting at Maple Park Field – Accepts the donation from several Ridgewood sports groups totaling $140,000. None of these sports groups has any applications before any Village Board or Committee.
20-87 Declare Property Surplus – Graydon Pool Concession Stand Equipment – Declares this property surplus, and authorizes the Village Manager to dispose of said property
20-88 Approve Person to Person and Place to Place Liquor License Transfer – Elks Club to Jonathan Steingraber t/a Signature Cocktails, LLC – Approves a person to person and place to place plenary retail consumption liquor license transfer from Ridgewood Lodge No. 1455 BPOE with no licensed premise to Jonathan M. Steingraber, t/a Signature Cocktails, LLC, 2-4 Garber Square
