Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter 

3-20, Decorum, the Village Council meetings shall be conducted in the following manner:

 

Manner of Addressing Council

 

Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.

 

Decorum

 

Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

20-119 Award Contract – Infrared Asphalt Surface Repair, Asphalt Trench Patching, Miscellaneous Curb and Sidewalk Repair at Various Locations (NTE $300,000) – Awards a contract for the optional additional year to the lowest responsible bidder, J. Fletcher Creamer and Son, Inc., 101 East Broadway, Hackensack, NJ

 

 20-120 Revise and Rescind Resolution #19-294 – Authorize Change Order - Booster Transfer Station (NTE $11,971.45) – Authorizes this change order to the original contractor, D.J. Egarian and Associates, Inc., 271 Route 46 West, Suite G208, Fairfield, NJ, which was necessary due to a design change which necessitated review and response to the contractor’s change orders because of the design change. There were also additional engineering services necessary to resolve issue associated with fabrication of inadequate materials. Resolution #19-24 indicated that the amount of the change order was $11,541.25, while the correct amount of the change order was $11,971.45. This resolution revises and rescinds Resolution #19-294 in its entirety.

3798 – Amend Chapter 265 - Establish Parking     Regulations for Hudson Street Garage, Time Limit      Parking in Parking Lots, Allocations of Spaces   in Parking Lots, and Overnight Parking Hours

3799 – Amend Chapter 145 – Fees – Fees for Overnight     Parking Permit in Central Business District –     Amends the fees for Overnight Parking Permits to     $75 for 3 months and $150 for 6 months

20-122 Award Contract – Furnishing, Delivering, and Maintenance of Emergency Equipment, Radios, Vehicle Computer Systems and Other Patrol Equipment – Police, Fire and Emergency Services (NTE Police - $30,000; Fire - $5,000; Emergency Services - $9,000) – Awards a contract to the sole responsible bidder, Regional Communications, Inc., 64 East Midland Avenue, Paramus, NJ

20-123 Award Contract – Animal Control and Waterfowl Management (NTE $31,800) – Awards a contract to the lowest responsible quote from TYCO Animal Control Services, 1 Stout Lane, 

Ho-Ho-Kus, NJ. The cost for Animal Control Services is $26,800 and Waterfowl Management the cost is $5,000.

20-124 Award Contract – Annual HVAC Maintenance and Repair at Village Hall (NTE $20,334) – Awards a contract to the sole responsible quote from Professional Climate Control, 6A Great Meadow Lane, East Hanover, NJ 

20-125 Award Contract – Yardwaste Disposal 

(NTE $50,000) – Awards a contract to B & B Organic Waste Recycling, 280 Marshall Hill Road, West Milford, NJ

20-126 Award Contract – Disposal of Grass Clippings (NTE $40,000) – Awards a contract to Nature’s Choice Corporation, 1106 Millstone River Road, Hillsborough, NJ

20-127 Award Contract – Lease, Maintenance, and Web Support of Parking Kiosks for Hudson Street Garage and On-Street Locations (NTE $19,000 additional for 2020) – Awards a contract to the original vendor for the Village’s other parking kiosks, Flowbird, 13190 56th Court, Suite 401, Clearwater, FL. The amounts for this lease for future years are as follows: 2021-$25,200; 2022-$25,200; 2023-$10,500.

20-135 Award Additional Amount of Contract – Professional Construction Inspection and Testing Services for Hudson Street Garage (NTE $21,000) – Awards the additional amount of funding to the original sole bidder, Brian Arone, P.E., NV5, 903 East Hazelwood Avenue, Rahway, NJ

20-136 Authorize Change Order – Graydon Pool Bathrooms (NTE $30,000) – Approves a change order to the original lowest responsible bidder, Tri-Plex Industries, Inc., 933 Route 9 North, South Amboy, NJ. This change order is necessary in order to replace the toilet partitions and benches for the Graydon Pool bathrooms.

20-137 Declare Property Surplus – 1994 Scarab Windrow Turner – Department of Public Works – Declares this property surplus and authorizes the Village Manager to dispose of said property

20-138 Authorize Mailing of Estimated 2020 Third Quarter Tax Bills - Authorizes the mailing of estimated tax bills for the 2020 third quarter to ensure that sufficient cash flow is available to meet obligations

20-139 Approve Chapter 159 Budget Amendment – Body Armor Replacement Grant - Requests the Director of the Division of Local Government Services to approve the insertion of an item of revenue into the 2020 annual budget in the amount of $4,594.94 for the grant from the State of New Jersey Department of Justice, Body Armor Replacement Grant 

20-140 Approve Chapter 159 Budget Amendment – Clean Communities Grant - Requests the Director of the Division of Local Government Services to approve the insertion of an item of revenue into the 2020 annual budget in the amount of $49,423.20 for the grant from the State of New Jersey Department of Environmental Protection, 

Clean Communities Grant 

20-141 Approve Chapter 159 Budget Amendment – National Priority Safety Grant – Requests the Director of the Division of Local Government Services to approve the insertion of an item of revenue into the 2020 annual budget in the amount of $4,922.50 for the grant from the State of New Jersey Department of Justice, National Priority Safety Grant

20-142 Approve Chapter 159 Budget Amendment – Drive Sober or Get Pulled Over Grant – Requests the Director of the Division of Local Government Services to approve the insertion of an item of revenue into the 2020 annual budget in the amount of $6,399.27 for the grant from the State of New Jersey Department of Justice, Drive Sober or Get Pulled Over Grant

20-143 Approve Chapter 159 Budget Amendment – Municipal Alcohol Rehabilitation Fund Grant - Requests the Director of the Division of Local Government Services to approve the insertion of an item of revenue into the 2020 annual budget in the amount of $1,125.25 for the grant from the State of New Jersey Department of Justice – Division of Courts – Municipal Alcohol Rehabilitation Fund Grant

20-144 Authorize Execution of Applications for FEMA Reimbursement – COVID-19 Related Expenses – Authorizes Christopher J. Rutishauser, the Director of Public Works/Village Engineer, to execute the necessary Requests for Public Assistance to FEMA for the COVID-19 related expenses on behalf of the Village of Ridgewood
