Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter

3-20, Decorum, the Village Council meetings shall be conducted in the following manner:

 

Manner of Addressing Council

 

Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.

 

Decorum

 

Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

20-231 ARE TO BE ADOPTED BY A CONSENT AGENDA, WITH ONE VOTE BY THE VILLAGE COUNCIL. THERE IS A BRIEF DESCRIPTION BESIDE EACH RESOLUTION TO BE CONSIDERED ON THE CONSENT AGENDA. EACH RESOLUTION WILL BE READ BY TITLE ONLY:

20-229    Title 59 Approval – Polyphosphate Pumps for             Corrosion Control – Approves the plans and              specifications for Purchase of Polyphosphate           Pumps for Corrosion Control prepared by the               Ridgewood Water Department, pursuant to        Title 59

20-230    Award Contract – Polyphosphate Pumps for                Corrosion Control (NTE $46,000) – Awards a             contract to the sole source provider, GP            Jager, Inc., 328 West Main Street, Boonton,            NJ

20-231    Authorize Change Order – Chlorine Analyzers            and Supplies (NTE $35,000) – Authorizes a             change order to the original contractor, Hach          Company, 5600 Lindbergh Drive, Loveland, CO.            This change order is necessary to maintain              the operability of the water system and                return wells into service.

3808 - Amend Chapter 265 – Vehicles and Traffic –              Placement of Stop Signs in Hudson Street Garage        – Establishes Stop signs in various locations in       the Hudson Street Garage, for safety purposes

3809 – Amend Village Code to Allow Additional Village          Employees to Perform General Code Enforcement           Duties – Amends the Village Code to allow for          additional Village employees, duly appointed by          the Village Manager, to perform general code            enforcement duties

3810 – Amend Chapter 190 – Land Use and Development –          Allow Accessible Ramps on One-Family and Two-        Family Dwellings to be Reviewed by the Site Plan       Exemption Committee – Allows accessible ramps            and/or lifts for one- and two-family dwellings          to go before the Site Plan Exemption Committee            to review and determine whether the ramp or lift   should be approved. There are various                      regulations which the homeowner must abide by if   the exemption is granted.

3811 - Bond Ordinance – General Capital ($290,000) –           Appropriates funding for various general capital        items

3812 – Bond Ordinance – Supplemental Appropriation for        Front End Loader ($40,000) – Appropriates                 additional funding for a Front End Loader

3813 – Bond Ordinance – Circle Avenue Drainage                 Improvements (NTE $362,000) – Appropriates this        funding for Circle Avenue drainage improvements

20-235    Title 59 Approval – Leaf Collection Services            – Approves the plans and specifications for               Furnishing and Delivering of Leaf Collection           Services for Area B for the Department of            Public Works of the Village of Ridgewood                October 1, 2020 through January 31, 2021               prepared by the Engineering Division,                 pursuant to Title 59

20-236    Award Contract – Leaf Collection Services              (NTE $105,000) – Awards a contract to the              sole responsible bidder, DTS Trucking, LLC,            65 Royal Avenue, Hawthorne, NJ

20-237    Award Contract Under State Contract – 2019             Ford F-350 Pickup Truck – Water Pollution           Control Facility (NTE $39,845) – Awards a           contract under State Contract to Route 23               Automall, LLC, 1301 Route 23, Butler, NJ

20-238    Award Contract Under Sourcewell Cooperative             Purchasing Program – Snow Plow – Water                 Pollution Control Facility (NTE $5,747.60) –            Awards a contract under the Sourcewell                    Cooperative Purchasing Program to FDR                  Hitches, 1173 Goffle Road, Hawthorne, NJ

20-239    Award Contract Under the Educational Services           Commission of New Jersey Purchasing Program            – 2020 John Deere HVAC Utility Vehicle –            Solid Waste (NTE $27,690.05) – Awards a                 contract under the Educational Services                 Commission of New Jersey Purchasing Program            to Deere & Company, 2000 John Deere Run,              Cary, NC

20-240    Award Professional Services Contract - Public           Communications (NTE $10,000) – Awards a                Professional Services Contract for                        communications for the Police Department to            Julie Parker Communications, LLC, 618 Center           Point Way, Gaithersburg, MD

20-241    Authorize Shared Services Agreement –                  Disposal of Dewatered Sludge (NTE - $125,000               - Passaic Valley Sewerage Commission) –                  Authorizes a Shared Services Agreement with           the Passaic Valley Sewerage Commission for              the first year of a three-year agreement for            the disposal of dewatered sludge from the             Village of Ridgewood’s Water Pollution                    Control Facility. The charge to the Village             is $49 per 1,000 gallons. Also authorizes the           Mayor, Village Manager, and Village Clerk to           execute the Agreement.

20-242    Declare Property Surplus – Pickup Truck –              Water Pollution Control Facility – Declares a       2010 Pickup Truck used by the Water Pollution          Control Facility surplus and authorizes the             Village Manager to dispose of said property.

20-243    Declare Property Surplus – Recycling                   Division Roll-Off Container – Declares a              roll-off container used by the Recycling            Division surplus property and authorizes the           Village Manager to dispose of said property

20-244    Ratify Proposed Amendment to Joint Insurance           Fund’s Bylaws – Ratifies a proposed amendment        to the Joint Insurance Fund’s (JIF’s) Bylaws           which allows a waiver of the restriction                requiring Risk Management Consultants to not            provide duties as a servicing organization to         the JIF. This waiver shall only be with                  respect to a merger or change of ownership or        control between a Risk Management Consultant            and a servicing organization for members of             the JIF that utilize that Risk Management               Consultant, as of the date of the merger or           change of ownership and control.

20-245    Authorize Electronic Tax Sales – Authorizes            the Village of Ridgewood’s Tax Collector to           participate in electronic tax sales through            the NJ Tax Lien Investors/RealAuction.com, as      allowed by the Director of the Division of             Local Government Services

20-246    Authorize Application for and Accept Grant             Funding from Bergen County Municipal                 Alliance Grant (Oct. 1, 2020 – June 30,                    2021) – Authorizes an application for                  Municipal Alliance grant funding for calendar           year 2020-2021 in the amount of $3,579.47 and           accepts this grant funding to provide Drug           and Alcohol Awareness programs

20-247    Increase Bid Threshold – Increases the bid              threshold for purchases by the Village of               Ridgewood from $40,000 to $44,000, as                  permitted by the State Treasurer for all             governments which have appointed a Qualified            Purchasing Agent. This also results in a               change to the threshold for the informal              receipt of quotes to $6,600, which is 15%              of the bid threshold, according to statute.

20-248    Approve 2020-2021 Renewals of Liquor Licenses           - Approves the annual renewal of liquor                  licenses in the Village of Ridgewood

20-249    Authorize Settlement of Claim – Orzakiewicz           (NTE $5,625) – Authorizes the settlement of a           claim where a Village vehicle rear ended a              vehicle owned by Henryk Orzakiewicz, with the         Village employee driving the vehicle being at        fault for the accident

20-250    Cancellation of General Capital Ordinance              Balances – Cancels balances from previous             capital ordinances where the projects have            been completed

20-251    Change Dates for “Grab and Go” and Rescind              Requirement to Have a Person in the Vehicle            for the “Grab and Go” Parking Spaces Pilot            Program
