3-20, Decorum, the Village Council meetings shall be conducted in the following manner:
Manner of Addressing Council
Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

20-258 Award Contract – Additional Award – Disposal of Yard Waste (NTE $30,000) – Awards an additional award of contract to the original lowest responsible bidder, B & B Organic Waste Recycling, 280 Marshall Hill Road, West Milford, NJ. This additional award was necessary due to the fact that there was additional yard waste generated by Tropical Storm Isaias.
20-259 Award Contract – Hudson Street Garage – Additional Environmental Technical Support for Project Closeout (NTE $15,000) – Awards additional environmental technical support services from a Licensed Site Remediation Professional for the Hudson Street Garage project to First Environment, 91 Fulton Street, Boonton, NJ
20-260 Award Contract Under NPP.Gov Cooperative Purchasing Program – Compressor Breathing Air Filling System (NTE $29,990) – Awards a contract under NPP.Gov Cooperative Purchasing Program to Air & Gas Technologies, 42 Industrial Avenue, Cliffwood Beach, NJ
20-261 Title 59 Approval – Tree Planting – Area D and Various Locations – Approves the plans and specifications for Tree Planting Area D and Various Locations in the Village of Ridgewood prepared by the Engineering Division, pursuant to Title 59
20-262 Award Partial Contract – Tree Planting – Area D and Various Locations (NTE $23,570) – Awards a partial contract to the lowest responsible bidder for 13 Japanese lilac trees, 14 Amur maple trees, 13 Amur Maackia trees, and 14 swamp white oak trees to Clarke Moynihan Landscaping and Construction, LLC, 229 Main Street, Andover, NJ

20-265 Award Contract Under Sourcewell Cooperative Purchasing Program – On-line Auction Services for Surplus Property – Awards a contract under Sourcewell Cooperative Purchasing Program to Govdeals under Contract No. 041316-GDI
20-266 Authorize Change Order – Renovation and Upgrades - Graydon Pool Bathrooms (NTE $5,372.88) – Authorizes a change order to the original lowest responsible bidder, Tri-Plex Industries, Inc., 933 Route 9 North, South Amboy, NJ. This change order is necessary due to replacing the partitions, which then required upgrading to today’s ADA standards for other bathroom hardware.
20-267 Authorize Joining Omnia Partners Public Sector Cooperative Purchasing Program – Authorizes the Village of Ridgewood to join in the public sector cooperative purchasing program, Omnia Partners, 840 Crescent Centre Drive, Suite 600, Franklin, TN, with no charge to the Village
20-268 Declare Property Surplus – Police Department Seized Vehicle – Declares a 2007 Nissan Xterra Wagon, which was seized by the Police Department, surplus property and authorizes the Village Manager to dispose of said property
20-269 Establish Pilot Program for Rental of Village Facilities by Outside Groups – Establishes a Pilot Program for rental of Village facilities by outside groups, including establishing regulations, and setting fees for the rentals
