Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter

3-20, Decorum, the Village Council meetings shall be conducted in the following manner:

 

Manner of Addressing Council

 

Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.

 

Decorum

 

Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

The                  additional award is necessary to maintain the          operability of the water system and return             facilities into service.

20-297    Award Additional Partial Award of Contract –           Resurfacing and Repair of Various Village               Streets (NTE $36,124.26) – Awards an                additional award of contract to the original               lowest responsible bidder, American Asphalt              and Milling Service, LLC, 96 Midland Avenue,             Kearny, NJ

20-298    Award Lease of Property – Wireless                         Telecommunications Antennas and Support                   Facilities – Glen Avenue Water Tank – Awards            a contract to the highest responsible bidder,      Apsara Networks, Inc., 1350 Avenue of the                Americas, Floor 2, New York, NY, in the                     amount of $360,000 per year

20-299    Declare Property Surplus – Ridgewood Water             Department Vehicles – Declares two Ridgewood              Water vehicles surplus property and                  authorizes the Village Manager to dispose of               said property

 

14.  ORDINANCES – INTRODUCTION

 

3815 – Amend Chapter 265 – Vehicles and Traffic –                  Placement of Stop Signs in Various Locations –        Establishes Stop Signs in various locations        throughout the Wastena Park area of Ridgewood

3816 – Amend Chapter 190 – Land Use and Development –            Affordable Housing – Require an Affordable                 Housing Set-Aside – This ordinance is required           and requires mandatory “Affordable Housing Set-            Aside” for any new multi-family, attached                  dwelling or mixed-use project under certain           circumstances, consistent with the Village’s        adopted third round Housing Element and Fair             Share Plan

3817 – Amend Chapter 190 – Land Use and Development –            Affordable Housing – Create the AH-3 Affordable            Housing Zone District – This ordinance is               required and creates the AH-3 Affordable Housing   Zone District, to encourage mixed-use                       inclusionary development, consistent with the             Village’s adopted third round Housing Element           and Fair Share Plan

3818 – Amend Chapter 190 – Land Use and Development -            Affordable Housing – Amend B-1 and B-2 Districts   – This ordinance is required and amends the B-1             and B-2 Districts to encourage mixed-use             inclusionary development consistent with the        Village’s adopted third round Housing Element            and Fair Share Plan

3819 – Amend Chapter 190 – Land Use and Development –           Affordable Housing - Create the B-3 Zone                District – This ordinance is required and                  creates the B-3 Zone District along portions of             North Maple Avenue and Goffle Road to encourage        mixed-use inclusionary development consistent            with the Village’s adopted third round Housing          Element and Fair Share Plan

3820 – Affordable Housing Administration Ordinance         Development Fees – This ordinance is required           and updates the Village’s affordable housing             regulations to be consistent with the terms of           the Fair Share Housing Center’s Settlement             Agreement, the Uniform Housing Affordability        Control rules, COAH’s substantive rules, and the     Fair Housing Act. In addition, the Growth Share             provisions are repealed and the development fee        requirements are updated.

3821 – Amend Chapter 145 – Fees - Graydon Pool               Membership Fees and Other Graydon Pool Fees –           Sets the Graydon Pool fees for 2021, which will        remain the same as the fees charged in 2020    

3822 – Amend Chapter 145 – Fees – Tennis Badge Fees –        Sets the Tennis Badge fees for 2021, which will            remain the same as the fees charged in 2020

3823 – Amend Chapter 145 – Fees - Day Camp Fees – Sets             the Day Camp fees for 2021, which will remain           the same as the fees charged in 2020

20-318    Authorize Shared Services Agreement –

          E-Procurement Software (Bergen County) –             Authorizes the Village of Ridgewood to enter            into a Shared Services Agreement with the            County of Bergen for E-Procurement software                from Bonfire, Inc., 121 Charles St. W. Suite                C429, Kitchener, Ontario, Canada. This is a             five- year contract with no cost to the                   Village of Ridgewood.

20-319    Award Additional Partial Award of Contract –           2020 Resurfacing and Repairs of Various                    Streets – 2019/2020 NJDOT Municipal Aid Grant      Program (NTE $496,000) – Awards an additional          award of contract to the original lowest                responsible bidder, American Asphalt and                Milling Services, Inc., 96 Midland Avenue,               Kearny, NJ. This work includes NJDOT grant                work for resurfacing Spring Avenue and South              Broad Street as well as additional streets to          be included in the 2020 Capital Paving                   Program.

20-320    Award Additional Award of Contract – Kings           Pond Restoration (NTE $108,400) – Awards a                partial award of contract to the original             lowest responsible bidder, Wetlands, Inc.,               569 North Midland Avenue, Saddle Brook, NJ.                 This additional work will finalize Phase II              of the Kings Pond Restoration project.

20-321    Declare Property Surplus – Ridgewood Parks              and Recreation – Declares various items of            Ridgewood Parks and Recreation Department                surplus property, and authorizes the Village               Manager to dispose of said property

20-322    Declare Property Surplus – Streets Division           Vehicle – Declares a 1996 GMC Topkick Dump             Truck surplus property and authorizes the            Village Manager to dispose of said property

20-323    Establish Guidelines to Permit Electronic             Signatures on Purchase Orders/Vouchers –             Permits electronic signature, signature                stamp, facsimile signature or wet signature           for payment of claims on purchase                       orders/vouchers, under certain circumstances

20-324    Temporarily Suspend Enforcement of Certain              Ordinances to Allow Outdoor Lighting in the               Public Right of Way – Allows for the                  temporary suspension of enforcement for the           placement and installation of outdoor                  lighting in the public right of way, along                the façade of buildings located on Wilsey              Square, West Ridgewood Avenue, and Godwin            Avenue.  A Hold Harmless Agreement to                  indemnify and defend the Village against any            and all claims which may possibly occur as a               result of these lights being placed in the            right of way, as well as providing the                    necessary Village departments with any                     requested documentation regarding the                 location and method of installation of the           outdoor lighting, will be required.

20-325    Change Start Date for Outdoor Cafes in 2021 –        Allows outdoor cafes to operate from January                1, 2021 through December 31, 2021 to provide               additional seating for eateries in the                    Village, due to the current indoor dining            capacity restrictions which were enacted                because of the COVID-19 pandemic

20-326    Establish Annual Service Charge and Payment             for Guarantee Bond for Ridgewood Senior                   Citizen Housing Corporation and Guaranty of             Payment of Revenue Bonds - Authorizes the              Village Manager to execute an agreement                reflecting the annual service      charge, in lieu          of taxes, for     Village services provided to              the Ridgewood Senior Citizens Housing                     Corporation’s housing development. In                  addition, it requires the payment of $25,000              from the Ridgewood Senior Citizen Housing               Corporation for guaranty of the timely                    payment of principal and interest of 2005              Revenue Bonds.

20-327    Accept 2019 Annual Audit - Accepts the                 annual audit for 2019 and certifies that all            members of the Village Council have reviewed,         at a minimum, the sections of the audit                    entitled “Comments and Recommendations”

20-328    Approve 2019 Corrective Action Plan - Accepts          the Corrective Action Plan proposed to                     correct the deficiencies found in the 2019           Annual Audit
