3-20, Decorum, the Village Council meetings shall be conducted in the following manner:
Manner of Addressing Council
Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

20-336 Title 59 Approval – Well Improvements – Approves the plans and specifications for 2020 Well Improvements prepared by Ridgewood Water, pursuant to Title 59
20-337 Award Contract – Well Improvements ($744,850) – Awards a contract to the sole responsible bidder, William Stothoff Company, Inc., 110 River Road, Flemington, NJ
20-338 Award Professional Services Contract – Various Transmission and Distribution Infrastructure Improvements (NTE $194,765) – Awards a non-fair and open contract to Suburban Consulting Engineers, Inc., 96 U.S. Highway 206, Flanders, NJ. The required Pay to Play forms have been filed with the Village Clerk’s Office.
20-339 Award Professional Services Contract – Attorneys for PFAS Insurance Recovery – Awards a Professional Services Contract to the law firm of Eisenstein Malanchuck, LLP, 1048 Potomac Street NW, Washington, D.C., on a contingency basis. This contract shall incur no cost to the Village for insurance recovery and services litigation other than the time of the Village and Water Department employees, staff and attorney that may be needed to assist in the litigation.
20-340 Adopt PFAS Master Plan – PFAS Planning and Treatment Study – Adopts the Ridgewood Water – PFAS Planning and Treatment Study which will provide guidance to Ridgewood Water Staff and professionals as the Village embarks on proposed design and construction of no less than four years, at a cost of no less than $100 million of capital investment for proper mitigation of PFAS contaminants
14. ORDINANCES – INTRODUCTION
3824 – Amend Chapter 215 – Peace and Good Order - Establish Regulations for Municipal Parking Facilities – Establishes rules and regulations for all municipal parking facilities, including the Hudson Street garage
3825 – Amend Chapter 145 – Fees – Hudson Street Parking Lot Permit – Deletes the fees for the Hudson Street parking lot only
3826 – Amend Chapter 265 – Vehicles and Traffic – Permit Parking – Amends the locations where the Ridgewood Premium Parking Permit, the Ridgewood Non-Premium Parking Permit, and the Ridgewood Non-Resident Parking Permit can be used. It also indicates that the Ridgewood Parking Permits are not required in any lots or in the Hudson Street garage after 12:00 Noon on all days; however, the parking is limited to 3-hours in these locations, during regularly metered hours. The Train Station Parking lot does not require a parking permit on Saturdays, but payment must be made during metered hours. In addition, the Ridgewood Parking permits shall not be used in the Chestnut, Walnut, or Prospect Street lots, Monday through Friday, but may be used in these lots on Saturday.

20-341 Award Contract Under State Contract – Graydon Pool Wellhead Repair (NTE $44,000) – Awards a contract under State Contract to Rapid Pump & Meter Service Co., Inc., 285 Straight Street, Paterson, NJ
20-342 Award Professional Services Contract – Valley Hospital, Department of Community Health and Community Benefit – Public Health and Nursing Services (NTE $11,853.01) - Awards a contract for the provision of public health and nursing services for childhood immunizations, blood pressure clinics, nursing supervision, and infectious disease reports
20-343 Award Professional Services Contract – Pediatrician for Monthly Child Health Clinics (NTE $5,850) - Awards a Professional Services Contract to Dr. Wayne Narucki, 33 Lincoln Avenue, Rutherford, NJ. The Borough of Fair Lawn, the Borough of Glen Rock, and the Village of Ridgewood will each pay one-third the cost of this contract.
20-344 Authorize Shared Services Agreement – 2021 Child Health Clinics (Fair Lawn and Glen Rock) - Authorizes a Shared Services Agreement with the Borough of Fair Lawn and the Borough of Glen Rock for a Child Health Clinic. Each municipality will pay $1,950, which is one-third of the cost for the program.
20-345 Authorize 2020 Budget Transfers - Annual resolution which transfers money from departments which have excess funds to those departments which do not have adequate funds
20-346 Authorize Tax Collector to Charge for Mailing of Tax Sale Notices - Authorizes the Tax Collector to charge $25 per mailing of the tax sale notice and add it to the cost of the tax sale, in lieu of any two publications of the tax sale notice
20-347 Authorize Cancellation of General Capital Ordinance Balances – Cancels the unexpended balances that remain dedicated to capital projects now completed or changed in scope
20-348 Authorize Submission of Application for 2021 Recreational Opportunities for Individuals with Disabilities (ROID) Grant – Authorizes the submission of an application for this $20,000 grant. The Village will be required to provide 20% matching funds for this grant ($4,000).
20-349 Declare Property Surplus – Fire Department – Declares damaged fire hose which is not suitable for repair and no longer needed for public use, surplus property and authorizes the Village Manager to dispose of said property
20-350 Accept Donation of Fire Suppression Equipment for Mobile Concession Stand – Accepts the $3,200 donation from the Ridgewood Junior Football Association for fire suppression equipment for the mobile concession stand. The Ridgewood Junior Football Association does not currently have any applications before any Village Boards or Committees.
20-351 Adopt Update of Bergen County’s Multi- Jurisdictional Hazard Mitigation Plan - Adopts the Bergen County Multi-Jurisdictional Hazard Mitigation Plan as an official plan of the Village of Ridgewood and designates the Emergency Management Coordinator to coordinate with the various Village departments to pursue implementation of the plan.
20-352 Authorize Submission of Pre-Application to Green Acres for Green Acres Diversion – Authorizes the submission of a pre- application for the major diversion of parkland at 308-316 South Broad Street to correct a long-standing situation wherein designated parkland was sold and developed into affordable housing. The Village is proposing sufficient replacement land as parkland, by creating an easement for parkland on Marlborough Road (a paper street) and designating the area at the end of the cul de sac of Hammond Road, as open space properties.
20-353 Approve 2020 Holiday Parking Plan in Central Business District – Designates that all store and business owners; employees in the Central Business District; shoppers; diners; and people doing business in the CBD be granted free parking at all meters/kiosks in parking lots in the Central Business District including the Ridgewood train station commuter parking meters and in the Hudson Street Garage on December 5, 12, and 19, 2020. Although the parking in all of these locations is free on these dates, there shall be a 3-hour time limit during the hours when meters/kiosks are usually in effect.
20-354 Establish Rules and Regulations for Virtual Meetings – Establishes rules and regulations for virtual meetings, as required by the Division of Local Government Services’ Local Finance Notice 2020-21
20-355 Authorize Application to Division of Local Government Services – Special Emergency Appropriations – Authorizes the Village to submit an application to the Division of Local Government Services for special emergency appropriations for expenses due to the COVID-19 pandemic
20-356 Authorize Settlement of Claim – Oak Manor Apartment Building ($10,000) – Authorizes the payment of a settlement of claim for damage done to the Oak Manor Apartment Building by a Village sanitation truck
20-357 Appoint Members to Parks, Recreation and Conservation Board – Appoints William Riker, Jr. and David Sayles to three-year terms that shall expire on December 31, 2022
20-358 Appoint Member to Shade Tree Commission – Appoints Steve Freides as an Alternate #2 Member to the Shade Tree Commission, to a term that will expire on December 31, 2024
20-359 Appoint Member to Ridgewood Arts Council – Appoints Julie Mchedlishvili to a term that shall expire on June 30, 2021
20-360 Appoint Member to Central Business District Advisory Committee – Appoints Maximilian Viola as a member of the Ridgewood Guild, to replace Kathryn Schmidt, which term shall expire on June 30, 2021
20-361 Authorize Payment of Attorney Fees – One Village, One Vote Lawsuit ($11,257.50) – Authorizes the payment of Attorney’s fees to the attorneys for the plaintiffs in the One Village, One Vote litigation as ordered by Superior Court Judge Estella De La Cruz
20-362 Authorize Execution of Addendum One-Year Lease of the Gate House at the Irene Habernickel Family Park - HealthBarn, USA, Inc. – Authorizes the addendum of the one-year lease of the Gate House at the Irene Habernickel Family Park, through January 31, 2022, between the Village of Ridgewood and HealthBarn, USA, Inc., to be executed by the Mayor and Village Clerk
