Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter

3-20, Decorum, the Village Council meetings shall be conducted in the following manner:

 

Manner of Addressing Council

 

Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.

 

Decorum

 

Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

The Borough of              Midland Park will be paying one-half of this            cost ($17,040) due to the fact that they wish          to pave the entire street, and not just the            side of the street where the water main was             replaced.

20-385    Award Professional Services Contract – Design           and Construction Administration of Twinney            PFAS Treatment and Improvement (NTE $242,300)         – Awards a Professional Services Contract to              Mott MacDonald, 111 Wood Avenue South,                  Iselin, NJ. The required Pay to Play forms             have been filed with the Village Clerk’s               Office.         

20-386    Award Additional Year of Contract – Servicing           and      Repair of Potable Water Pumping                   Facilities (NTE $500,000) – Awards an                   additional year of a contract to the original        lowest responsible bidder, William Stothoff             Company, Inc., 110 River Road, Flemington, NJ

20-387    Authorize Change Order – Professional                  Engineering Services for Farview and Eastside           Station Improvements (NTE $5,000) –                  Authorizes a change order to the original             lowest responsible bidder, Boswell                     Engineering, 330 Phillips Avenue, South                Hackensack, NJ. This is necessary in order to           bring the facility into compliance with the            necessary alarm system, which was not part of          the base contract for professional services.

20-388    Reject Bid – Laboratory Analysis Services –            Rejects the sole bid received due to the fact         that the specifications for the bid items for        2021 had the incorrect quantities listed

14.  ORDINANCES – INTRODUCTION

3833 – Amend Chapter 265 – Vehicles and Traffic –              Establish Stop Signs at Shelton Road and Steilen     Avenue – Establishes a stop sign on the west           side of Shelton Road at Steilen Avenue

3834 – Authorize Renewal of PILOT Agreement –                  Ridgecrest – Authorizes the renewal of a PILOT          Agreement for Ridgecrest Senior Housing, whereby      they have a tax abatement program with the                Village, and then pay a service charge in lieu          of taxes. In addition, the Mayor and Village            Clerk are authorized to execute the renewal of        this agreement.

20-402    Award Contract Under The Interlocal               Purchasing System – Streaming/Production of        Village Council Meetings (NTE $18,000) –          Awards a contract under The Interlocal             Purchasing System to Swagit, 850 Central

20-403    Authorize Shared Services Agreement – TV                Inspection of Sanitary Sewer Mains

          (Northwest Bergen County Utilities Authority)           - Authorizes the first year of a two-year           Shared Services Agreement with the Northwest            Bergen County Utilities Authority for TV              Inspection of Water and Stormwater mains, on            an as needed basis. The charge will be $0.85            per foot with a minimum charge of $500 per            day in 2021.

20-404    Authorize Shared Services Agreement –                  Barbershop, Beauty Shop, and Nail Salon                Inspections (Norwood) – Authorizes a Shared              Services Agreement with the Borough of                    Norwood, whereby the Village of Ridgewood               will provide the Borough of Norwood with                these inspections for the year 2021

20-405    Declare Property Surplus – Various Fire           Department Equipment – Declares various Fire       Department equipment surplus property and        authorizes the Village Manager to dispose of      said property

20-406    Declare Property Surplus – Division of Solid      Waste Packer Truck – Declares a 2003 Crane      Carrier Packer surplus property and               authorizes the Village Manager to dispose of       said property

20-407    Approve 2020 Budget Transfers - Annual                 resolution which transfers money in the 2020            budget from departments which have excess           funds to those departments which do not have              adequate funds

20–408    Approve Annual Renewal of Liquor Licenses –            Approves the renewal of the liquor licenses           for Maple Avenue Liquors, LLC and Signature            Cocktails, LLC for the license term of July             1, 2020 – June 30, 2021

20-409    Appoint Joint Insurance Fund Commissioner -            Appoints Heather Mailander, Village                   Manager/Village Clerk, as the JIF Fund                 Commissioner for 2021

20-410    Appoint Public Agency Compliance Officer               (P.A.C.O.) - Designates Heather Mailander,             Village Manager, as the P.A.C.O. for the             Village of Ridgewood for the calendar year            2021
