3-20, Decorum, the Village Council meetings shall be conducted in the following manner:
Manner of Addressing Council
Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

20-387 Authorize Change Order – Professional Engineering Services for Farview and Eastside Station Improvements (NTE $5,000) – Authorizes a change order to the original lowest responsible bidder, Boswell Engineering, 330 Phillips Avenue, South Hackensack, NJ. This is necessary in order to bring the facility into compliance with the necessary alarm system, which was not part of the base contract for professional services.

3834 – Authorize Renewal of PILOT Agreement – Ridgecrest – Authorizes the renewal of a PILOT Agreement for Ridgecrest Senior Housing, whereby they have a tax abatement program with the Village, and then pay a service charge in lieu of taxes. In addition, the Mayor and Village Clerk are authorized to execute the renewal of this agreement.

(Northwest Bergen County Utilities Authority) - Authorizes the first year of a two-year Shared Services Agreement with the Northwest Bergen County Utilities Authority for TV Inspection of Water and Stormwater mains, on an as needed basis. The charge will be $0.85 per foot with a minimum charge of $500 per day in 2021.
