For the duration of the Coronavirus pandemic, Village Hall is closed to the public and meetings are being held with participants at remote locations, connecting to conferencing software provided by zoom.us.  Members of the public are invited to view meetings live using Zoom, which also allows them to “raise a hand” and contribute with voice and video when they are invited to do so during Public Comments as well as during Public Hearings during the meeting.

     “Due to the fact that we continue to meet through a remote meeting format, there are some required     announcements to be made.

  • All participants are muted during this     meeting.
  • Anyone wishing to make comments, may do so during Comments from the Public, and during     the public hearings on any ordinances by   dialing *9 on your phones to raise your hand,      and then once you are recognized, dialing *6   on your phones to unmute, or by raising your      hand icon if you are on your computers. You   must state your name and address for the      record.
  • Members of the public may also submit written   comments to us for any future remote meetings by either email to Donna Jackson, Deputy Village Clerk, at djackson@ridgewoodnj.net,   with the subject line, “Comments for Village   Council Meeting” or written letter to Donna   Jackson, Deputy Village Clerk at Village   Hall. Written comments must have a name and   address, and be received by 4:00 p.m. on the     day before the remote meeting in order to be read into the record during the meeting. All written comments must adhere to the time limits already set by ordinance.
  • Members of the public commenting during a remote meeting shall not act in any manner to   disrupt the meeting. If anyone becomes   disruptive during the meeting, they will be   muted. If time permits, the disruptive     individual shall be allowed to speak after   all other members of the public are provided an opportunity to comment.
  • Any continued disruption may result in the member being prevented from speaking during   the remainder of this meeting. Disruptive   conduct includes, but is not limited to,      shouting, interruption, and the use of     profanity.”

Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter

3-20, Decorum, the Village Council meetings shall be conducted in the following manner:

 

Manner of Addressing Council

 

Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.

 

Decorum

 

Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

21-17      Authorize 2021 Temporary Water Utility                 Capital Budget – Approves a temporary Water               Capital Budget to appropriate money for the               down payment for the water capital bond                ordinance for the design work for well                 rehabilitation and well treatment for the              Ravine well and the New Marr well

12.  ORDINANCES – INTRODUCTION – RIDGEWOOD WATER

3841 – Design Work for Well Rehabilitation and Well            Treatment – Ravine Well and New Marr Well             ($602,000) – Appropriates this money for design           work for well rehabilitation and PFAS treatment             for the Ravine and New Marr wells

21-18      Title 59 Approval – Laboratory Analysis                Services – Approves the plans and                     specifications for Annual Laboratory Analysis      Services prepared by Ridgewood Water,                   pursuant to Title 59

21-19      Award Contract – Laboratory Analysis Services           (NTE $256,502) – Awards the first year of a            two-year contract to the sole responsible              bidder, Aqua Pro-Tech, Inc., 1275 Bloomfield               Avenue, Suite 37, Fairfield, NJ

21-20      Award Contract Under Bergen County Contract –           Materials and Supplies for Water Main Repairs          (NTE $70,000) - Awards a contract under                    Bergen County Contract to Braen Stone                   Industries, Inc., 400-402 Central Avenue,               Haledon, NJ

21-21      Award Additional Award of Contract Under               State Contract – Bituminous Concrete and           Various Road Materials (NTE $16,000) – Awards        an additional award of contract to the                  original vendor, Braen Stone Industries,               Inc., 400-402 Central Avenue, Haledon, NJ.              This additional money is necessary due to              unanticipated water main break repairs,               valve, hydrants and other system repairs and            replacements.

21-22      Authorize Change Order – Improvements to Well           Houses and Transfer Stations – Southside,           Eder and Lakeview (NTE $121,563.30) –                Authorizes Change Order #1 to the original               contractor, B. Puntesecca Contractors, Inc.,            210 Willow Avenue, Hackensack, NJ. This                    change order is necessary in order to                   complete mechanical and electric work that           was not part of the base contract

21-23      Establish Interest Rates for Delinquent                Payments to the Water Utility for 2021 and            Set Grace Period for Payment of Water Utility         Bills - Sets an interest rate of 8% per annum           on the first $1,500 and 18% per annum on a              balance over $1,500 for the non-payment of           water utility bills in excess of $50. Also             sets a 30-day grace period for the payment of           all water bills. In addition, a 6% per annum            penalty may be charged on any fiscal year            delinquency in excess of $10,000 in paying a           water bill, as is imposed on taxpayers for               the non-payment of taxes.

21-24      Accept Ridgewood Water Annual Maintenance              Fee - Accepts an operating and administrative       maintenance fee from Ridgewood Water based on      the amount of total tax indicated by the               assessed value of the land owned by Ridgewood           Water

21-25     Authorize Execution of Contract with Invoice            Cloud for Payment Processing – Authorizes the       execution of contract with Invoice Cloud,           which contract was previously awarded by the           Village Council.  This contract has also been           approved by the Village Finance Department            and the Village Attorney.

15.  ORDINANCES – INTRODUCTION

3842 – Amend Chapter 145 Fees – Pickleball Fees –              Establishes the pickleball fees for 2021

3843 – Amend Chapter 26 - Green Team – Membership –            Amends the membership of the Green Team, by           increasing it by one member, a student liaison,           who is a resident of the Village of Ridgewood

3844 – Amend Chapter 190 – Land Use and Development –          Stormwater Management Regulations – Amends the             Stormwater Management Regulations in order to be      in compliance with the requirements set forth by   the NJ Department of Environmental Protection

3845 – Amend Chapter 258 – Towing – Amends the                regulations for those who tow vehicles in the         Village of Ridgewood

3846 – Amend Chapter 145 – Fees – Towing Fees –                Establishes various towing fees in the Village        of Ridgewood

3847 – Amend Chapter 249 – Streets and Sidewalks –        Street Opening Permit Regulations – Establishes          the requirement for street opening permits for        any and all contracts proposed by the Village of     Ridgewood and mandates that all information             required for a street opening permit must be           filed with the Ridgewood Engineering Division.

3848 – Amend Chapter 55 – Open Space, Recreation,             Farmland, and Historic Preservation Committee –           Extends the terms of the Village resident                members of this committee from one year to two        years, with staggered terms. Also changes the           term from a calendar year to July 1st through        June 30th.

3849 – Amend Chapter 145 Fees – Significant Sewer             Discharger Fees – Establishes significant sewer           discharger fees for 2021

21-26      Authorize Execution of Contract – E-Ticketing           Hosting Services – Authorizes the Mayor and               Village Clerk to execute the Contract                  between Mobizent, LLC and the Village of               Ridgewood to enable the Village to supply               hosting services to other Police Departments            in NJ, so that the other Police Departments            can issue E-Tickets for motor vehicle and              parking infractions and interface with the              State of NJ Administrative Office of the               Courts

21-27      Award Contract – Swift 911 Emergency Alert             and Notification System ($8,500) – Awards a           contract to Rave Wireless, Inc., d/b/a Rave              Mobile Safety,(formerly SwiftReach Networks,           LLC), 14 Industrial Avenue, Suite 4, Mahwah,            NJ. The cost of this will be split 60% paid            by Ridgewood Water and 40% paid by the                    Village of Ridgewood.

21-28      Award Contract Under Bergen County Contract –           Untreated Rock Salt (NTE $54.41/ton) – Awards           a contract under County Contract to Chemical            Equipment Labs, Inc., 3920 Providence Road,              Suite A, Newtown, PA

21-29     Award Contract Under Sourcewell Cooperative             Purchasing Contract – Leasing/Maintenance for           Police Vehicles (NTE $42,000/year) – Awards a        three-year leasing/maintenance contract for             five vehicles for use by the Police                  Department

21-30      Award Professional Services Contract - 2021            Land      Surveying Services Retainer for                   Preparation of Tax Assessment Map (NTE                $1,700) - Awards a Professional Services            contract to Daniel M. Dunn, of Dunn Surveying           and Mapping, P.A., 40 East Prospect Street,            Waldwick, NJ  

21-31     Establish Interest Rate for Delinquent Taxes            and Non-Payment of Other Municipal Liens for              2021 and Set Grace Period and Due Date -                   Authorizes the Tax Collector to charge 8% per       annum on the first $1,500 of the delinquency            and 18% per annum on any amount in excess of            $1,500 becoming delinquent after the due            date. Also allows for a ten-day grace period              for quarterly tax payments and a due date               at 25 days from the date of Village Council             certification of costs for other municipal             liens. In addition, the Tax Collector is               authorized to charge a 6% per annum penalty            on any fiscal year delinquency in excess of             $10,000.

21-32      Establish Interest Rates for Delinquent                Payments for Significant Sewer Discharger             Bills for 2021 - Sets an interest rate of 8%           per annum on the first $1,500 and 18% per               annum on a balance over $1,500 for the non-             payment of significant sewer discharge bills.           Also sets a 30-day grace period for all                  bills. In addition, a 6% per annum penalty            may be charged on any fiscal year delinquency           in excess of $10,000 in paying a significant            sewer discharger bill, as is imposed on                 taxpayers for the non-payment of taxes.

21-33      Endorse Community Development Block Grant –            Family Promise of Bergen County – Empowering             Homeless Families with Resiliency - Confirms              endorsement of a $24,475 CDB grant. This           resolution does not obligate the financial             resources of the Village but will expedite             the expenditure of Community Development              funds.

21-34      Authorize Issuance of Duplicate Tax Sale                Certificate – Authorizes the Tax Collector to           issue a duplicate Tax Sale Certificate to B&C         Realty Associates, LLC for Block 2201, Lot 4             due to the fact that B&C Realty has filed an               Affidavit of Loss, and has paid the required            fee for the duplicate Tax Sale Certificate

21-35      Support NJ Wildlife Action Plan – Pledges to            take steps with regard to municipal land use           decisions to make the Village of Ridgewood an            ecologically sustainable community

21-36      Approve 2020 Budget Reserve Transfers -                Transfers money in the 2020 budget from                 departments which have excess funds to those             departments which do not have adequate funds

21-37      Appoint Members to Parks, Recreation,                  Conservation Board – Appoints Ashley Chauvin            to a term that will expire on 12/31/2023

21-38      Appoint Member to Library Board of Trustees –           Appoints Carolyn Cain Holt to a term that             will expire on 12/31/2025
