2. Statement of Compliance with the Open Public Meetings Act
“Due to the fact that we continue to meet through a remote meeting format, there are some required announcements to be made.
- All participants are muted during this meeting.
- Anyone wishing to make comments, may do so during Comments from the Public, and during the public hearings on any ordinances by dialing *9 on your phones to raise your hand, and then once you are recognized, dialing *6 on your phones to unmute, or by raising your hand icon if you are on your computers. You must state your name and address for the record.
- Members of the public may also submit written comments to us for any future remote meetings by either email to Donna Jackson, Deputy Village Clerk, at djackson@ridgewoodnj.net, with the subject line, “Comments for Village Council Meeting” or written letter to Donna Jackson, Deputy Village Clerk at Village Hall. Written comments must have a name and address, and be received by 4:00 p.m. on the day before the remote meeting in order to be read into the record during the meeting. All written comments must adhere to the time limits already set by ordinance.
- Members of the public commenting during a remote meeting shall not act in any manner to disrupt the meeting. If anyone becomes disruptive during the meeting, they will be muted. If time permits, the disruptive individual shall be allowed to speak after all other members of the public are provided an opportunity to comment.
- Any continued disruption may result in the member being prevented from speaking during the remainder of this meeting. Disruptive conduct includes, but is not limited to, shouting, interruption, and the use of profanity.”

3-20, Decorum, the Village Council meetings shall be conducted in the following manner:
Manner of Addressing Council
Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

21-96 Authorize Shared Services Agreement – ADA Cooperative Curb Ramp Grant Program for the County Road Resurfacing Program (Bergen County) – Authorizes the execution of an ADA Cooperative Curb Ramp Grant Program Agreement with Bergen County for the Bergen County Road Resurfacing Program. This will require the Village to construct ADA ramps for sidewalks and curb areas adjacent to the County roads to be resurfaced.
21-97 Authorize Shared Services Agreement – County Road Resurfacing Program (Bergen County) – Authorizes the execution of a Shared Services Agreement for the County Road Resurfacing Program with the County of Bergen. The Village will provide replacement castings for any manhole frames and covers that require replacement, and the County contractor will install them in the County roads to be resurfaced, free of charge. The Agreement will also prohibit pay for uniformed police protection for the County Road Resurfacing projects.
21-98 Authorize Execution of Memorandum of Understanding with Bergen County Department of Health Services – Grants for Various Public Health Initiatives – Authorizes the execution of a Memorandum of Understanding with the Bergen County Department of Health Services for acting as the Lead Agency for administering State of NJ grants to provide health-related services to the Ridgewood Health Department and the Village of Ridgewood
21-99 Approve Eagle Scout Project – Honoring Major Thomas B. McGuire – Approves the Eagle Scout Project of Nick Galis, which will honor Major Thomas B. McGuire, a former resident of the Village. This project will include installation of a commemorative plaque honoring Major McGuire, as well as landscaping improvements to Memorial Park at Van Neste Square
21-100 Endorse Application for Community Development Block Grant – Care Plus NJ – Air Filtration Upgrades at Group Home - Confirms endorsement of a $17,820 CDB grant. This resolution does not obligate the financial resources of the Village but will expedite the expenditure of Community Development funds.
21-101 Authorize Execution of Settlement Agreement with NJ Department of Environmental Protection (NTE $1,000) – Authorizes the execution of a Settlement Agreement with the NJ Department of Environmental Protection due to an exceedance of the set limits from a discharge from the Village’s Water Pollution Control Facility
21-102 Approve Major Soil Permit – Hopper Condominium Association, Inc. – Approves the major soil permit with Hopper Condominium Association, Inc., subject to compliance with the terms and conditions of the Village of Ridgewood Planning Board’s resolution
21-103 Adopt Revised Social Media Policy – Adopts a revised social media policy for employees, volunteers, Board/Committee members, and elected and appointed Village officials
21-104 Authorize Grant Application – New Jersey Historic Trust Preserve New Jersey Grant Program – Zabriskie-Schedler House, Phase II – Authorizes a grant application to the NJ Historic Trust Preserve NJ Grant program in the amount of $499,166. The Village will provide a matching grant of $499,167 by utilizing funds already expended for Phase I of the work, and money from a Bergen County Historic Preservation Trust Fund grant, for a total project estimated to be $998,333.
21-105 Approve Changes to Parking Regulations in Residential Areas and in Central Business District – Restores all residential parking regulations, which will be enforced effective May 1, 2021. Also allows for 30 parking spaces in the Train Station lot and 30 spaces in the Cottage Place lot to be allocated for 24-hour parking for Ridgewood residents, which will cost $200 for three months. In addition, all Ridgewood residents shall be able to purchase overnight parking permits for parking in the designated overnight parking lots. Finally, a total of 50 premium and non-premium Ridgewood Parking Permits will be available for purchase by
non-residents at the same price as is charged to Village residents.
