3-20, Decorum, the Village Council meetings shall be conducted in the following manner:
Manner of Addressing Council
Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

21-151 Authorize Execution of Easement Agreement – 897 Best Court – Authorizes the execution of an agreement with Joseph and Amanda Carlone, the property owners, for an easement for Ridgewood Water where potable water infrastructure and piping exists. The Easement Agreement shall be executed by the Director of Ridgewood Water, the Mayor, and the Village Manager.
14. ORDINANCES – INTRODUCTION
3863 – Amend Chapter 145 – Fees – Daily Parking Permit Fee – Increases the daily parking permit fee in commuter parking lots to $10/day, which requires a free Village of Ridgewood parking sticker. The permit can be paid for and obtained through Parkmobile.
3864 – Amend Chapter 265 – Vehicles and Traffic – Establish Stop Signs – Highland Avenue and Grandview Circle at McKinley Place – Establishes Stop Signs on the southerly direction of travel for Highland Avenue and Grandview Circle at their intersection with McKinley Place
3865 – Repeal Chapter 154 Flood Damage Prevention and Adopt New Chapter 154 Flood Management Regulations – Repeals the current Chapter 154 and replaces it with a new Chapter 154, Flood Management Regulations. This required ordinance was reviewed by the NJ Department of Environmental Protection and the Federal Emergency Management Agency in order to confirm that the ordinance was in compliance with their regulations. The Village is obligated to make these revisions in order to be able to continue to participate in the National Flood Insurance Programs which provided flood insurance discounts for residents that live in the Village’s flood plains.
3866 – Salary Ordinance Amendments – Amends the Village’s White Collar salary ordinance to include salaries associated with Vulnerable Population Outreach work performed by Village employees
