3-20, Decorum, the Village Council meetings shall be conducted in the following manner:
Manner of Addressing Council
Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

3869 – Amend Firefighters and Fire Superior Officers Salary Ordinance – Amends the Firefighters and Fire Superior Officers salary ordinance previously adopted by the Village Council
3870 - Amend Chapter 265 - Vehicles and Traffic – Motorcycle Parking at Hudson Street Garage – Allows a maximum of 7 Ridgewood Parking Permit Motorcycle permits to be issued. These permits will allow motorcycles to park on the 2nd or 3rd floors of the Hudson Street Parking Garage 24/7/365. The spaces will not be reserved for the permit holders, but will be available on a first come, first served basis each day.
3871 – Amend Chapter 145 – Fees – Ridgewood Parking Permit Motorcycle Parking – Establishes the calendar year fee for the Ridgewood Parking Permit Motorcycle Parking, located in the Hudson Street Garage 24/7/365, at $1,500, which fee shall be pro-rated, based on the month in which the Ridgewood Parking Permit Motorcycle is purchased
3872 - Authorization of Eminent Domain – Block 3806, Lot 2 – Authorizes the acquisition of this property for public purposes by any of the following methods: consummation of a purchase and sale contract through direct negotiations; by a gift, grant or contribution by any owner of the property; or by condemnation of the property carried out pursuant to the Eminent Domain Act

21-256 Amend Resolution for Award of Professional Services Contract – Master Plan (NTE $130,000) – Amends Resolution #21-230, to add $20,000 to the price for additional work to be done the Planner which will include: incorporating the Open Space Master Plan raw data, which is being prepared by the Land Conservancy of New Jersey, into the Master Plan document; reviewing and overseeing the Historic Element of the Master Plan, which is being prepared by a member of the Planning Board; and collecting the NV5 documents and websites and updating them, as part of the project.
21-257 Authorize Shared Services Agreement – Disposal of Dewatered Sludge (NTE - $125,000 - Passaic Valley Sewerage Commission) - Authorizes a Shared Services Agreement with the Passaic Valley Sewerage Commission for the first year of a three-year agreement for the disposal of dewatered sludge from the Village of Ridgewood’s Water Pollution Control Facility. The charge to the Village is $49 per 1,000 gallons. Also authorizes the Mayor, Village Manager, and Village Clerk to execute the Agreement.
21-258 Amend Resolution for Endorsement of Community Development Block Grant – Care Plus NJ – Amends Resolution #21-100, for Endorsement of a Community Development Block Grant for Care Plus, NJ, to include the fact that the air filtration project for their group home, also contains the title of the project, which is that it is a COVID-19 Response at their group home
21-259 Rescind Resolution #21-240 – Award Professional Services Contract and Direct Planning Board to Conduct a Study for The Valley Hospital Property – Rescinds Resolution #21-240 in its entirety, due to the fact that Resolution #21-240 indicated that The Valley Hospital property was considered a “Condemnation Redevelopment Area”, when it should have been a
“Non- condemnation Redevelopment Area”
21-260 Award Professional Services Contract and Direct Planning Board to Conduct a Study for The Valley Hospital Property – Awards a Professional Services Contract to Kyle + McManus Associates, 2 East Broad Street, Hopewell, NJ to assist the Planning Board in conducting a study to determine if The Valley Hospital property meets the criteria as an “Area in Need of Redevelopment” and/or as an “Area in Need of Rehabilitation”, as a
“Non-condemnation Redevelopment Area”.
21-261 Approve Release of Property Damage Claims – Approves the release of property damage claims, against a driver of a motor vehicle who was in an accident and caused damage to a Village-owned traffic signal controller. The payment of $11,586 will be paid to the Village by the driver of the vehicle, in order to pay towards the repairs for the damage caused, which was in the amount of $13,630.62.
21-262 Appoint Zoning Board of Adjustment Members on a Temporary Basis – Temporarily appoints the longest serving Class IV Planning Board members, with the most continuous years of service as Class IV members, as Zoning Board of Adjustment members, for specific applications. These temporary Zoning Board of Adjustment members will be appointed, in order of seniority, until the minimum number of members necessary to constitute a quorum of Zoning Board members has been achieved, for specific applications before the Zoning Board of Adjustment.
