Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter

3-20, Decorum, the Village Council meetings shall be conducted in the following manner:

 

Manner of Addressing Council

 

Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.

 

Decorum

 

Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

THE FOLLOWING RESOLUTION, NUMBERED 21-267, WILL BE ADOPTED BY A CONSENT AGENDA, WITH ONE VOTE BY THE VILLAGE COUNCIL. THERE IS A BRIEF DESCRIPTION BESIDE THE RESOLUTION TO BE CONSIDERED ON THE CONSENT AGENDA. THE RESOLUTION WILL BE READ BY TITLE ONLY:

 

21-267 Award Contract Under State Contract and     Rescind Resolution #21-209 – Emergency     Generator (NTE $135,093) – Awards a Contract    under State Contract to Foley Power Systems,    855 Centennial Avenue, Piscataway, NJ.     Although Resolution #21-209 previously     awarded this contract, the price of the     emergency generator was incorrect in     Resolution #21-209. The correct price of    $135,093 is reflected in this new resolution.   Resolution #21-209 is rescinded through the    adoption of this resolution.

 

 

 

15. ORDINANCES – INTRODUCTION

 

3873 – Vacating a Portion of Upper Boulevard and         Barrington Road – Vacates a 40-foot right of     way, which is an unimproved paper street,         located at the westerly intersection of         Barrington Road and Upper Boulevard and provides    that the vacated area be incorporated into the      adjacent properties. A 15-foot wide water main      easement shall be located in the median of the       proposed vacated proposal, equally dividing the      easement area by the two adjacent property         owners.

21-272 Title 59 Approval – Sale of Finished Compost    from  Lakeview Compost Facility – Approves the   plans and specifications for Proposals for    the Sale of Finished Compost Lakeview Compost   Facility, Inclusive, prepared by the     Ridgewood Engineering Division, pursuant to    Title 59

21-273 Award Contract – Sale of Finished Compost    from  Lakeview Compost Facility – Awards a    contract to the highest quote from DTS     Trucking, LLC, 65 Royal Avenue, Hawthorne, NJ   who will pay the Village of Ridgewood     approximately $27,000 for the mulch

21-274 Rescind Resolution 21-223 – Award Contract    Under State Contract - Vehicle Tracking     System – Rescinds Resolution #21-233, due to    the fact that after the adoption of this    resolution, SHI International Corporation    told the Village that at the beginning of    2021, they changed to a new State Contract,    which affected both the 2020/2021 and     2021/2022 Contract years

21-275 Award Contract Under State Contract – Vehicle   Tracking System – January 2021 - June 2021

(NTE  $16,075.80) – Awards a Contract under    State Contract to SHI International     Corporation, 290 Davidson Avenue, Somerset,    NJ

21-276 Award Contract Under State Contract – Vehicle   Tracking System – July 2021 – June 2022

(NTE $32,151.60) – Awards a Contract under    State Contract to SHI International     Corporation, 290 Davidson Avenue, Somerset,    NJ

21-277 Award Contract Under State Contract –     Portable Radios – Emergency Services (NTE    $34,998.09) – Awards a Contract under State    Contract to Motorola Solutions, Inc., 123    Tice Boulevard, Woodcliff Lake, NJ

21-278 Authorize Additional Contract for 2021 Road    Resurfacing and Repairs of Various Streets in   the Village of Ridgewood for Sidewalk Work –    West  Glen  Avenue (NTE $160,000) – Authorizes    an additional award of contract to the     original contract for Road Resurfacing and    Repairs, which includes curb and sidewalk    construction, for the construction of     sidewalks along West Glen Avenue. This     contract is awarded to the original lowest    responsible bidder, American Asphalt and    Milling Services, LLC, 96 Midland Avenue,    Kearny, NJ.

 

 

 

 

21-279 Authorize Electronic Tax Sales – Authorizes    the Tax Collector to continue to conduct    electronic tax sales through New Jersey Tax    Lien Investors/realauction.com, as allowed by   the Director of the Division of Local     Government Services

21-280 Authorize Tax Collector to Charge for Mailing   of Tax Sale Notices - Authorizes the Tax    Collector to charge $25 per mailing of the    tax sale notice and add it to the cost of the   tax sale, in lieu of any two publications of    the tax sale notice

21-281  Declare I.T. Property Surplus – Declares    various I.T. property surplus, as it is no    longer needed for public use, and authorizes    the Village Manager to dispose of said     property

21-282 Appoint Members to Zoning Board of Adjustment   - Appoints Michael Pickholz as a regular    member, to fill an unexpired term which shall   expire on 6/30/2025; Robert Ayes as Alternate   #1 to fill an unexpired term which shall    expire on 6/30/2023; and Jason Curreri as    Alternate #2 to fill an unexpired term which    shall expire on 6/30/2022

21-283 Appoint Member to Central Business District    Advisory Committee – Appoints Stephen Del    Percio to fill an unexpired term which shall    expire on 6/30/2022

21-284 Authorize Cleanup of Twinney Pond Area by    the Ridgewood Parks and Recreation Department   and the Ridgewood A.M. Rotary Club -     Authorizes the Ridgewood A.M. Rotary Club to    work with the Ridgewood Parks and Recreation    Department on October 2, 2021 to create     easier public access to the Twinney Pond    area. This cleanup will include removing the    invasive tree species, as identified by the    Village Arborist, and providing trail     maintenance by  spreading woodchips for     walkways. The Village Engineer has reviewed    the proposal, the group has agreed to certain   safety precautions, and the resolution is    adopted pursuant to Title 59.

 

 

 

 

 

 

 

 

 

 

 

 

21-285 Temporarily Extend Time of Variance Approval    Due to the COVID-19 Pandemic – Temporarily    extends the time of variance approval from    one year from the date of the adoption of the   resolution of approval by a Land Use Board to   two years from the date of the adoption of    the resolution of approval. This is due to    the fact that the COVID-19 pandemic has made    it difficult for applicants who received    variance relief to complete all necessary    work to satisfy the requirements of the     variance approval within one year. This     temporary time extension shall be in effect    until a resolution is adopted by the Village    Council to rescind it.

21-286 Approve Property Maintenance for Abandoned    Property – Authorizes the Village to hire a    landscaper to cut the grass, remove leaves    from the front and back yards, remove plant    growth from the gutters, remove weeds     throughout the property, lower the water    level in the pool and place mosquito tablets    on the pool cover to deter mosquito breeding    in the stagnant water of the pool cover. The    cost of the landscaper will be charged to the   property and will become part of the taxes    owed to the Village.
