Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter

3-20, Decorum, the Village Council meetings shall be conducted in the following manner:

 

Manner of Addressing Council

 

Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.

 

 

 

 

 

Decorum

 

Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

21-367    Award Contract – Line Stop Valve Insertion              Services (NTE $200,000) – Awards the first            year of a two-year contract to the sole                   responsible bidder, Carner Brothers, 10 Steel          Court, Roseland, NJ

21-368    Authorize Change Order and Rescind Resolution

          #21-333 - Ridgewood Water Headquarters

          (NTE $36,348.25) – Rescinds Resolution

          #21-333, which had the incorrect dollar                amount for the change order. In addition,            authorizes a change order, in the correct              dollar amount, to the original lowest                   responsible bidder, Adamo Brothers                     Construction, 1033 Alexander Avenue,                   Ridgefield, NJ. This change order is                necessary for additional work on wall                framing, sheetrock, and a new electric water           heater.

3885 – Amend Chapter 145 – Fees – Graydon Pool, Tennis,        and Pickleball Membership Fees – Establishes the   membership fees for 2022, with no change in          price from 2021 membership fees

21-369    Approve 2022 Village Cash Management Plan -            Annual resolution which approves the Cash           Management Plan and Policy.  This Cash                Management Plan is to be used as a guide for           Village officials when depositing and                  investing the Village’s funds.   

21-370    Designate Official Newspapers for 2022 -              Annual resolution which designates The Record        and the Ridgewood News, and the Gannett Co.,              Inc. (the parent company of both newspapers)               as the official newspapers of the Village of            Ridgewood          

21-371    Approve 2022 Annual Meetings Statement -               Annual resolution which sets the schedule for        the Village Council Meetings for 2022

21-372    Award Contract – Preparation of 2022 Village           Council Meeting Minutes (NTE $7.50/page;        $17,000 total) - Awards a contract for             preparation of the 2022 Village Council           Meeting minutes to Irene Alvarez, d.b.a.          Alvarez Typing, 307 Allen Place, Ridgewood,        NJ as the sole responsible quote

21-373    Title 59 Approval – Landfill Disposal of               Solid Waste – Approves the plans and                    specifications for Landfill Disposal of Solid         Waste, prepared by the Ridgewood Water                    Department, pursuant to Title 59

21-374    Award Contract – Landfill Disposal of Solid            Waste (NTE $80.49/ton, $764,655 total) –           Awards the first year of a two-year contract             to the lowest responsible bidder, IWS                  Transfer Systems of NJ, Inc., 300 Frank W.              Burr Boulevard, Suite #39, Teaneck, NJ

 

 

 

 

 

 

 

 

21-375    Award Professional Services Contract –                 Pediatrician for Monthly Child Health Clinics           (NTE $1,950 per municipality/$5,850 total) -             Awards a Professional Services Contract to               Dr. Wayne Narucki, 33 Lincoln Avenue,                    Rutherford, NJ, as the sole quote received.             The Borough of Fair Lawn, the Borough of Glen           Rock, and the Village of Ridgewood will each               pay one-third the cost of this contract.

21-376    Award Professional Services Contract – Risk             Management Consultants (NTE $60,000) – Awards           a Professional Services contract under a

          non-fair and open contract to Brown and Brown           Metro, LLC, 56 Livingston Avenue, Roseland,              NJ. The hiring of a Risk Management                    Consultant is required under the Joint                 Insurance Fund’s bylaws, and the required Pay           to Play forms have been filed with the

          Village Clerk’s Office.

21-377    Award Professional Services Contract –                 Employee Assistance Program (NTE $5,000) -            Awards a non-exclusive Professional Services              Contract to West Bergen Mental Healthcare,              120 Chestnut Street, Ridgewood, NJ for an               Employee Assistance Program

21-378    Authorize Shared Services Agreement – 2022             Child Health Clinic (Fair Lawn & Glen Rock)             (NTE Maximum of $1,950 per municipality) -           Authorizes a Shared Services Agreement with               the Borough of Fair Lawn and the Borough of            Glen Rock for a Child Health Clinic. Each              municipality will pay one-third of the cost              for the program.

21-379    Authorize Shared Services Agreement – TV                Inspection of Sanitary Sewer Mains (Northwest           Bergen County Utilities Authority)(NTE $0.86               per foot, minimum payment $500/day) -                   Authorizes the second year of a two-year               Shared Services Agreement with the Northwest            Bergen County Utilities Authority for TV               Inspection of Water and Stormwater mains

21-380    Approve Budget Transfers - Annual                      resolution which transfers money in the 2021            budget from departments which have excess           funds to those departments which do not have              adequate funds

21-381    Establish 2022 Temporary Budgets - Approves            the 2022 Temporary Budgets for the General            budget, the Water Utility budget, and the               Parking Utility budget, which will fund               Village operations prior to the adoption of            the 2022 Budget

 

21-382    Authorize Cancellation of Emergency                    Appropriations for Damage Done by Hurricane            Ida– Current Fund and Water Utility Fund –           Cancels the emergency appropriations of                  $1,564,500 in the Current Fund and $75,000 in          the Water Utility Fund due to the fact that             Bond Ordinances #3874 and #3875 have been              adopted, so the emergency appropriations are             no longer necessary

21-383    Authorize Cancellation of Budget                       Appropriation Balances – Parking Utility –             Cancels the 2021 unexpended appropriation           balances in the Parking Utility of $80,000 in          Salaries & Wages and $120,000 in Other                 Expenses so that these balances may be                 credited to surplus, to offset the                       anticipated shortfall in parking revenues

21-384    Authorize Refund and Cancellation of Taxes             for Disabled Veteran - Block 2908, Lot 44 –

          Authorizes the Tax Collector to cancel                 property taxes paid on and after December 1,               2020, to a 100% disabled Veteran who has               filed proof of his disability with the Tax               Assessor. Also authorizes the Tax Collector            to provide for a refund of such property             taxes already paid on and after December 1,              2020 which amount is $13,244.83. In addition,      property taxes for the first and 2nd quarter            of 2022, in the amount of $6,622 are also            cancelled.

21-385    Amend Resolution #21-233 – Body-Worn Camera            Grant Agreement – Amends Resolution #21-233             to include the grant agreement period for the      purchase of the body-worn cameras for the               Ridgewood Police Department

21-386    Resolution on Opioid Litigation Settlement –            Establishes that the Village of Ridgewood is            going to opt-in to nationwide settlements to              resolve all opioid litigation brought by               states and local political subdivisions                 against the three largest pharmaceutical                distributors of opioids. These settlements             will provide substantial funds to states and              subdivisions for abatement of the opioid               epidemic across the country and will impose             transformative changes in the way the                  settling defendants conduct their business.

21-387    Appoint Joint Insurance Fund Commissioner -            Appoints Heather Mailander, Village                   Manager/Village Clerk, as the JIF Fund                 Commissioner for 2022

 

21-388    Appoint Public Agency Compliance Officer               (P.A.C.O.) - Designates Heather Mailander,             Village Manager, as the P.A.C.O. for the             Village of Ridgewood for the calendar year            2022

21-389    Appoint Member to Library Board of Trustees –          Appoints Gail Campbell to a term that will            expire on December 31, 2026

32-390    Appoint Members to Stigma Free Task Force –            Appoints Dawn Cetrulo and Danielle Fabrizio               as Stigma Free Ambassadors; Police Chief              Jacqueline Luthcke or designee; Rosemary Klie       Village resident working in Mental                    Healthcare; and Jan Bottcher, Village                 resident, to terms expiring 12/31/2022. Also         appoints Sheila Brogan, Board of Education               representative; Danielle Pagani, Village               Staff in non-emergency position; Fire Chief            John Judge or designee; Mary Davey, Village            resident working in Mental Healthcare; and             Betty Friedel, Village resident, to terms              expiring 12/31/2023.

21-391    Appoint Members to Green Ridgewood Committee           - Appoints the following as liaisons:                   Saurabh Dani – Ridgewood Board of Education            Representative, Jill Fasano – Village                 Representative, and Mary Mogerly – Parks,              Recreation, and Conservation Board                    Representative for terms expiring on                  12/31/22; and as a Citizen Member: Bob Upton

          for a term expiring on 12/31/2024

21-392    Appoint Members to Ridgewood Green Team               Advisory Committee – Appoints Anthony                 Mauriello and Eleanor Gruber to three-year            terms expiring on December 31, 2024; Justin             Manger and Anthea Zito to terms expiring on             12/31/2023; and Krisha Anant and Sofia

          Morino as student liaisons to terms expiring            on June 30, 2022

21-393    Appoint Members to Ridgewood Shade Tree                Commission – Appoints Carolyn Jacoby to a              five-year term expiring on 12/31/2026
