Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter 3-20, Decorum, the Village Council meetings shall be conducted in the following manner:
Manner of Addressing Council
Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

3892 - Amend Chapter 222 – Power Tools, Landscaping,and Yard Maintenance Equipment – Amends this chapter to add manual tools to the items regulated; changes the starting hour to 8:00 a.m., Monday through Friday; and adds Juneteenth as a Federal Holiday
3893 – Long Term Leasing of Village Parking Spaces for Commercial Dumpsters in the Chestnut Street Lot – Establishes requirements for the permitting and long term leasing of Village-owned parking spaces by restaurants, stores, and offices for the purpose of placing a trash/garbage dumpster, a recycling container, and/or a waste oil collection container

22-50 Award Professional Services Contract – 2022 Land Surveying Services Retainer for Preparation of Tax Assessment Map (NTE $1,700) - Awards a Professional Services contract to Daniel M. Dunn, of Dunn Surveying and Mapping, P.A., 40 East Prospect Street, Waldwick, NJ
22-51 Award Additional Contract Under State Contract – Parts, Materials and Supplies – Fleet Services (NTE $80,000) – Awards an additional contract under State Contract to various vendors for parts, materials and supplies for Fleet Services. This additional award and funding is necessary due to supply chain issues and increasing costs for all of the vendors.
22-52 Authorize Additional Amount for Disposal of Ground Yardwaste and Grass Clippings (NTE $18,000) – Awards an additional amount of a contract to RVH Mulch Supply, LLC, 455 West Main Street, Wyckoff, NJ. This additional expenditure is required due to the fact that the yardwaste collected in 2021 was greater than expected
22-53 Award Professional Services Contract for Increased Hours for Public Health Nurses for COVID Mitigation Efforts and Authorize Execution of Contract (NTE $23,707.20) – Awards a Professional Services Agreement for Public Health and Nursing Services with Valley Hospital, Department of Community Health and Community Benefit, 223 North Van Dien Avenue, Ridgewood, NJ. Also authorizes the Mayor and Village Manager to execute the contract. The additional funding is necessary due to increased hours for COVID-19 pandemic contact tracing.
22-54 Approve 2021 Budget Reserve Transfers - Transfers money in the 2021 budget from departments which have excess funds to those departments which do not have adequate funds
22-55 Accept Donation – Lighting for Memorial Park at Van Neste Square – Accepts the $244,400 donation (which includes an in-kind donation of $70,000 worth of work by various Village of Ridgewood departments in completing some tasks), for the Architectural Lighting, Landscaping, Tree Illumination at Memorial Park at Van Neste Square, from the Conservancy for Ridgewood Public Lands. This project includes installation of an environmentally friendly illumination system on the trees, with the ability to expand as the trees grow; installation of conduit in trenches; installation of pathway lighting on the park’s paths; and installation of concealed outlet boxes for park events. The Conservancy for Ridgewood Public Lands currently has no applications before any Village of Ridgewood boards or committees.
22-56 Accept Grant and Authorize Execution of Grant Agreement – New Jersey Historic Trust – Zabriskie-Schedler House – Accepts a grant of $499,166 from the NJ Historic Trust and authorizes the Mayor and Chief Financial Officer to execute the Grant Agreement and the Village Clerk to attest and seal the Grant Agreement
22-57 Endorse Application for Community Development HOME Block Grant – Children’s Aid and Family Services – Renovation of Home at 138 Prospect Street for Individuals with Developmental Disabilities and Rescind Resolution #22-21 - Confirms endorsement of a $200,000 Community Development HOME Block grant. This resolution does not obligate the financial resources of the Village but will expedite the expenditure of Community Development funds. Also rescinds and replaces Resolution #22-21 in its entirety, with this resolution, due to the fact that Resolution #22-21 incorrectly endorsed a grant amount of $180,000.
22-58 Authorize Release of Escrowed Funds – BE Powers, LLC, d/b/a Flo’s Market Coffee Concession – Ridgewood Train Station ($1,500) - Authorizes the release of the escrowed funds for the Ridgewood train station coffee concession due to the fact that the pandemic and a lack of customers has caused it to close down
22-59 Amend Purpose, Responsibilities, and Membership for Project Pride Committee – Amends the purpose of Project Pride to include improvements to foster a visually appealing environment throughout the Village of Ridgewood. The responsibilities will include organizing and implementing the spring/summer plantings in the Central Business District as well as other responsibilities. Also establishes membership comprised of: 8 Ridgewood residents; 1 Shade Tree Commission representative; 1 representative from the Women Gardeners; 3 business representatives engaged in landscaping, gardening or horticulture; 1 Village staff member; and 1 Village Council liaison.
22-60 Authorize Refund of Property Tax Overpayment – Block 4007, Lot 27 (NTE $48,597) - Authorizes a refund of this property tax overpayment for 125-161 South Maple Avenue to the mortgage company, Corelogic, 95 Methodist Hill Drive, Suite 100, Rochester, NY, since the title company had already paid the property taxes
22-61 Authorize Settlement Agreement – ROCA v. Village of Ridgewood (NTE $50,000) - Authorizes a Settlement Agreement for an individual who suffered permanent injuries, due to an accident involving his vehicle and a Village vehicle
22-62 Declare Property Surplus – Streets Division – Declares 2 leaf vacuums and 3 vehicles which are no longer operational, as surplus property and authorizes the Village Manager to dispose of said property through GovDeals, an online auction service
22-63 Authorize Gold Star Families Monument at Memorial Park at Van Neste Square – Approves the installation of a Gold Star Families Monument at Memorial Park at Van Neste Square, to be located on the risers of the war memorial. This approval is pursuant to Title 59.
22-64 Appoint Members to Central Business District Advisory Committee – Appoints Trish Manzo as The Ridgewood Guild representative to a term that expires on 6/30/23. Also appoints Stephen Aspero and Jordan Kaufman as Ridgewood resident members to terms that expire on 6/30/23; as well as Police Chief Jacqueline Luthcke and Village Engineer Christopher Rutishauser to terms that expire on 6/30/22.
22-65 Appoint Members to Citizens Safety Advisory Committee – Appoints Michael Lembo as the Ridgewood Board of Education member; Shayan Farooqi, John Prieto and Henry Ratcliffe as members of the public; and Christopher Rutishauser, Village Engineer, and Police Chief Jacqueline Luthcke to terms that expire on 12/31/22. Also appoints Anastasia Bamberg, Charles DiMarco, Jane Remis, and Barbara Sacks as members of the public to terms that expire on 12/31/23.
22-66 Appoint Members to Open Space, Recreation, Farmland and Historic Preservation Committee – Appoints Frances Barto, Class IV Planning Board Member; Nancy Bigos, Director of Parks and Recreation; and Ralph Currey and James Bostler as Ridgewood resident members to terms that expire on 12/31/22. Also appoints Yu Sun and Fred Jubitz as Ridgewood resident members to terms that expire on 12/31/23.
22-67 Appoint Members to Parks, Recreation, and Conservation Board – Appoints Frank Mortimer and Victoria Van Dyke to terms that expire on 12/31/24
22-68 Appoint Members to Shade Tree Commission – Appoints Nancy Brennan-Hill, Adam Brown, Yamini Chinni, and Michael Guerriero to terms that expire on 12/31/26
22-69 Appoint Members to Green Ridgewood Committee – Appoints Saurabh Dani as the Board of Education Representative and Jill Fasano as the Village Representative to terms that expire on 12/31/22. Also appoints David Refkin as a regular member to a term that expires on 12/31/24 and Tessa Florida as a student liaison to a term that expires on 12/31/22.
22-70 Appoint Members to Ridgewood Green Team Advisory Committee – Appoints Christopher Rutishauser or his designee to a term that expires on 12/31/22. Also appoints citizen members Michael Faherty and Daniel Rozentsvayg to terms that expire on 12/31/24 and Roman SanDoval and Derek White to terms that expire on 12/31/23. In addition, appoints Krisha Anant as a student liaison to a term that expires on 12/31/22.
