3-20, Decorum, the Village Council meetings shall be conducted in the following manner:
Manner of Addressing Council
Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

3916 – Amend Chapter 265 – Vehicles and Traffic – Parking Restrictions – Morningside Road – Establishes a No Stopping or Standing Zone on the east side of Morningside Road, from the southerly curb of California Street to a point 120 feet southward, along Morningside Road. This will be in effect from 8:00 a.m. to 9:00 a.m. and 2:30 p.m. to 3:30 p.m. Monday through Friday, September 1st to June 30th.
3917 – Amend Chapter 265 – Vehicles and Traffic – Parking Regulations in Municipal Complex Parking Lot – Limits parking in the Municipal Complex Parking Lot from 7:00 a.m. to 5:00 p.m., Monday through Friday, to those conducting business in Village Hall or patronizing the Village Library or working in either of these buildings, as well as those physically using the walking path or playground at Veterans Field
3918 – Amend Chapter 265 – Vehicles and Traffic – Parking at 111 North Maple Avenue – Ridgewood Water Headquarters – Establishes parking spaces on North Maple Avenue, in front of the Ridgewood Water Headquarters, and limits these parking spaces to 30 minutes, from 8:30 a.m. to 4:30 p.m., Monday through Friday, except Holidays. Also establishes the entrance to the Ridgewood Water Headquarters as one-way, from North Maple Avenue to the parking lot.
3919 – Amend Chapter 265 – Vehicles and Traffic – Establish Stop Signs - Eastside Avenue at Alanon Road – Establishes Stop Signs on the north side of Eastside Avenue at the intersection with Alanon Road
3920 – Amend Chapter 265 – Vehicles and Traffic – Establish Stop Signs – Highland Avenue at Greenway Road and Greenway Road at Knollwood Road – Establishes Stop Signs on both sides of Highland Avenue at the intersection of Greenway Road and on the westbound side of Greenway Road at the intersection of Knollwood Road

22-287 Authorize Shared Services Agreement – Snowplowing Services (Bergen County) - Authorizes the first year of a two-year Agreement for snow plowing with Bergen
County for 2022-2024, whereby the Village plows County roads, and is reimbursed for same by the County. Also authorizes execution of the Agreement.
22-288 Authorize Execution of Memorandum of Understanding – Comprehensive Cancer Control Plan, NJ Cancer Education and Early Detection Program, Tuberculosis Control, and Public Health Emergency Preparedness Program (Bergen County Department of Health) – Authorizes the Mayor and Health Officer to execute a Memorandum of Understanding with the Bergen County Department of Health for the prevention, treatment, and containment of Tuberculosis from July 1, 2022 until the funds are depleted. This service is offered at no cost to the Village of Ridgewood, as it is funded through a grant awarded to the Bergen County Department of Health Services.
22-289 Authorize Submission of Application – American Rescue Plan Firefighter Grant – Authorizes the submission of an application for the American Rescue Plan Firefighter Grant in an amount not to exceed $75,000, for the Ridgewood Fire Department, to purchase firefighting turnout gear and SCBA Packs. Also states that the Village agrees to provide a 5% cash match to the grant.
22-290 Chapter 159 – Accept Bergen County Department of Health Services – Municipal Alliance Grant Program - Requests the Director of Local Government Services to approve the insertion of a special item of revenue into the 2022 budget for Bergen County Department of Health Services – Municipal Alliance Grant Program in the amount of $4,507.18 and that a like sum be appropriated in the 2022 budget for Bergen County Department of Health Services- Municipal Alliance Grant Program Other Expenses in the amount of $4,507.18
22-291 Authorize Correction to 2022 Budget – Transfer of Funds to Provide for Municipal Alliance Grant Matching Funds - Requests the Director of Local Government Services to make a correction in the 2022 budget from Recreation Department – Other Expense to Matching Funds for Grants: Local Share – Bergen County Department of Health Services Municipal Alliance Grant Program – Other Expense, in the amount of $1,126.80. This is necessary so that the Village can provide 25% matching funds for this grant.
22-292 Declare Property Surplus – Various Vehicles and Equipment – Declares various vehicles, equipment and items from various departments, surplus property and authorizes the Village Manager to dispose of said items through GovDeals
22-293 Appoint Members to Central Business District Advisory Committee – Appoints all current members to terms which will expire on December 31st of the year in which their terms currently expire
