Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter 3-20, Decorum, the Village Council meetings shall be conducted in the following manner:

 

Manner of Addressing Council

 

Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.

 

 

Decorum

 

Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

22-303 ARE TO BE ADOPTED BY A CONSENT AGENDA, WITH ONE VOTE BY THE VILLAGE COUNCIL. THERE IS A BRIEF DESCRIPTION BESIDE EACH RESOLUTION TO BE CONSIDERED ON THE CONSENT AGENDA. EACH RESOLUTION WILL BE READ BY TITLE ONLY:

 

22-297    Award Professional Services Contract – West End and East Ridgewood PFAS Design(NTE $770,400) – Awards a non-fair and open Professional Services Contract to Mott MacDonald, 111 Wood Avenue South, Iselin, NJ. The required Pay to Play forms have been filed with the Village Clerk’s Office.

22-298    Award Professional Services Contract – Design and Construction Administration of Valley View Tank Improvements (NTE $$76,540) – Awards a non-fair and open Professional Services Contract to T&M Associates, 1455 Broad Street, Suite 250, Bloomfield, NJ. The required Pay to Play forms have been filed with the Village Clerk’s Office.

22-299    Award Contract – Carr PFAS Treatment Facility Upgrade and Raw Water Main from Linwood Well(NTE $1,344,130) – Awards a contract to the lowest responsible bidder, Conquest Construction, LLC, 20 Carver Avenue, Westwood, NJ

22-300    Additional Award of Contract – Servicing and Repairing of Potable Water Pumping Facilities(NTE $175,000) – Authorizes an additional award of contract to the original lowest responsible bidder, William Stothoff Company, 110 River Road, Flemington, NJ.

22-301    Rescind and Replace Resolution #22-185 – Leak Detection Services (NTE $39,750) – Awards a contract to the sole source provider of Leak Detection Services, Utilis, Inc., 4180 La Jolla Village Drive, Suite 530, La Jolla, CA. This resolution also rescinds and replaces Resolution #22-185, which awarded the contract to Asterra Technology, which does business as Utilis, Inc.

22-302    Appoint Authorized Village Representative for I-Bank PFAS Loan Funding – Appoints Richard Calbi, Jr., as the Authorized Representative to represent Ridgewood Water in all matters relating to the filing of an application with the NJ Department of Environmental Protection and the NJ Environmental Infrastructure Bank (I-Bank) for Ridgewood Water’s PFAS Treatment and raw water mains project

22-303    Declare Property Surplus – Declares a 2011 Ford F450, no longer needed for public use, as surplus property and authorizes the Village Manager to dispose of said property

THE FOLLOWING RESOLUTIONS, NUMBERED 22-304 THROUGH

22-320 ARE TO BE ADOPTED BY A CONSENT AGENDA, WITH ONE VOTE BY THE VILLAGE COUNCIL. THERE IS A BRIEF DESCRIPTION BESIDE EACH RESOLUTION TO BE CONSIDERED ON THE CONSENT AGENDA. EACH RESOLUTION WILL BE READ BY TITLE ONLY:

 

22-304    Accept Donation – from The Ridgewood Guild and the Girl Scouts – Tree Replanting/Refurbishment of the Tree Wells for the Central Business District – Accepts a donation from The Ridgewood Guild and the Girl Scouts in the amount of $2,250. This will be put towards the Tree Replanting/Tree Well Refurbishment in the Central Business District.  Both The Ridgewood Guild and the Girl Scouts do not have applications before any Village Board or Committee at this time.

22-305    Award Contract – Layout, Printing, Assembly and Distribution of 2023 Village Calendar(NTE $15,488) – Awards a contract to the lowest responsible quote from Ridgewood Press, 609 Franklin Turnpike, Ridgewood, NJ. Most of this expense is covered through advertisements from local businesses in the calendar.

22-306    Award Contract – Windscreens for Tennis and Pickleball Courts (NTE $12,321.50) – Awards a contract to the lowest responsible quote from EJG Sports, LLC, 113 Dewitt Street, Garfield, NJ

22-307    Title 59 Approval – Styrofoam Densifier and Related Materials – Approves the plans and specifications for a Foam Recycling System Equipped with One Mobile Metal Weather- Resistant Container, One Metal Foam Collection Recycling Bin, and One Foam Densifying Machine or Equivalent, prepared by the Division of Recycling, pursuant to Title 59

22-308    Award Contract – Styrofoam Densifier and Related Materials (NTE $68,500) – Awards a contract to the sole responsible bidder, Foam Cycle, LLC, 308 Greycliff Way, Milford, PA 

22-309    Title 59 Approval – Central Business District Tree Planting – Approves the plans and                  specifications for Department of Parks Proposal for Central Business District Tree Planting in the Village of Ridgewood, prepared by the Engineering Division, pursuant to Title 59

22-310    Award Contract – Central Business District Tree Planting (NTE $112,965) – Awards a contract to the lowest responsible bidder, Eastern Landscape Contractors, Inc., 788 Shrewsbury Avenue, Suite 203, Tinton Falls, NJ       

22-311    Award Contract Under North Jersey Wastewater Cooperative Pricing System – Replacement of Headworks Equipment – Water Pollution Control Facility (NTE $1,000,000) – Awards a contract under the North Jersey Wastewater Cooperative Pricing System, through the Lead Agency, The Passaic Valley Sewerage Commission (PVSC) to Rapid Pump and Meter Service Company, Inc., 285 Straight Street, Paterson, NJ

22-312    Award Professional Services Contract – Social Worker – Awards a Professional Services Contract to Stephanie McTigue, LCSW, 379 Shelbourne Terrace, Ridgewood, NJ, on an “as needed” basis, at $75/hour, not to exceed 15 hours per week. This will be paid for through a grant, in an amount not to exceed $6,606, with $2,202 allocated from October 1, through December 31, 2022 and $4,404 allocated through June 30, 2023.  

22-313    Reject Bid – Furnishing and Delivering Leaf Collection Services – Area B – Rejects the one bid received, due to the fact that the bid amount exceeds the available funds

22-314    Endorse Application for Community Development Block Grant – SHARE, Inc. – 130 Prospect Street - Bathroom Renovations – Confirms the endorsement of a $179,258 Community Development Block grant. This resolution does not obligate the financial resources of the Village but will expedite the expenditure of Community Development funds.

22-315    Cancel 2022 Budget Emergency Appropriation – Heavy Duty Rear Loader Packer Truck – Cancels the 2022 Current Fund Emergency Appropriation established through Resolution #22-190, in the amount of $355,000 for a Heavy Duty Rear Loader Packer Truck for the Recycling Division.  This is due to the fact that Capital Ordinance #3913 was adopted to transfer the expense from the Current Fund to the Capital Fund, which will provide financial relief in the 2023 budget.

22-316    Approve 2022-2023 Renewal of Liquor License – Signature Cocktails, LLC - Approves the 2022-2023 renewal of the liquor license held by Signature Cocktails, LLC, due to the fact that the licensee received a Special Ruling from the Director of the Division of Alcoholic Beverage Control to do so

22-317    Authorize Refund of Property Tax Overpayment  Authorizes a refund of a property tax overpayment for 324 Mastin Place, in the amount of $3,690.41, to Corelogic, 95 Methodist Hill Drive, Suite 100, Rochester, NY. This overpayment occurred because the Title Company had already paid the amount at the closing for the house.

22-318    Authorize Release of Escrow Funds – 168 Prospect Street - Authorizes the Finance Department to release $20,000 in escrow funds for the project at 168 Prospect Street, due to the fact that the Engineering Division has deemed the project satisfactorily complete

22-319    Authorize Renewal of Membership – Bergen County Joint Insurance Fund (JIF) – Authorizes the Village of Ridgewood’s membership renewal in the Bergen County Joint Insurance Fund (JIF) from January 1, 2023 through December 31, 2025

22-320    Authorize Pilot Program – Replacement of Concrete Sidewalks with Flexible Sidewalk Material – Authorizes a Pilot Program for no more than six locations requiring sidewalk replacement to use gray Porous Pave XLS, to be installed under the supervision of the Village Engineering Division and the Village Arborist. The property owner shall pay a contractor for installation of the Porous Pave XLS, with the Village reimbursing the property owner 50% of the cost of the approved installation. This reimbursement amount shall only be for the six property owners participating in the Pilot Program.
