Manner of Addressing Council
Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

22-360 Title 59 Approval – Roof Repairs – Various Ridgewood Water Facilities – Approves the plans and specifications for Roof Repairs Various Water Facilities, prepared by Ridgewood Water, pursuant to Title 59
22-361 Award Contract – Roof Repairs – Various Ridgewood Water Facilities (NTE $21,500) – Awards a contract to the lowest responsible bidder, American Construction Chimney & Roofing Specialist, 378 Lawton Avenue, Cliffside Park, NJ
22-362 Authorize Refund of Water Overpayment – 19 Fieldmere Avenue, Glen Rock – Authorizes a refund of $2,370 to the property owner, who inadvertently paid the wrong amount for the water bill, resulting in an overpayment
14. ORDINANCES – INTRODUCTION
3928 – Amend Chapter 190 – Land Use and Development - Signs in Highway Commercial (HC) Zone – Amends Chapter
190-122(J)(2)(b), “Other Signs” to include standards unique to the HC Zone, in order to help businesses in that zone become more visible to motorists passing on Route 17. The changes are to allow those properties with frontage on Route 17 to: have both a wall sign and an interior window sign; have one or more interior window signs with a total area not to exceed 15% of the window area; and have both awning signs as well as license and permitting signs. For properties not fronting on Route 17, the standards for interior signs and awning signs should remain the same and cross-reference the B-1 and B-2 standards.
3929 – Amend Provisions – Article XIII – Affordable Housing - Updates the Village’s affordable housing regulations to be consistent with the terms of its Settlement Agreement, as well as with the Uniform Housing Affordability Control rules, COAH’s substantive rules, and the Fair Housing Act
3930 – Amend Chapter 265 – Vehicles and Traffic – Permit Parking – Allow Non-Residents to Purchase Ridgewood Parking Permits – Allows non-residents to purchase Premium and Non-Premium Ridgewood Parking Permits at the same time that Ridgewood residents purchase them. This authorization shall expire on 12/31/2023.
3931 – Amend Chapter 3 – Administration of Government – Establishes access restrictions to designated Village-owned and Village-operated offices, properties and facilities so that the Village is able to maintain and safeguard public records that contain or consist of confidential information

22-363 Title 59 Approval – Resurfacing of Prospect Street – Approves the plans and specifications for Prospect Street Resurfacing FY 2021 Municipal Aid Program in the Village of Ridgewood, Inclusive, prepared by the Ridgewood Engineering Division, pursuant to Title 59
22-364 Award Contract – Resurfacing of Prospect Street
(NTE $414,961.62) – Awards a contract to the lowest responsible bidder, American Asphalt and Trucking, LLC, 818 Summer Avenue, Newark, NJ. This will be partially funded through a grant from the NJ Department of Transportation, in the amount of $200,000.
22-365 Award Contract Under State Contract – Spatial Data Logic Software License Renewal (NTE $34,000) – Awards a contract under State Contract to SHI, 290 Davidson Avenue, Somerset, NJ
22-366 Award Contract Under State Contract – Purchase, Installation and Maintenance of Equipment for Police Vehicles (NTE $75,000) – Awards a Contract under State Contract to East Coast Emergency Lighting, Inc., 200 Meco Drive, Millstone Township, NJ
22-367 Rescind and Replace Resolution #22-305 – Printing of Village Calendar (NTE $15,488)- Rescinds and replaces Resolution #22-305, due to the fact that it stated that the award of contract was for printing the 2022 calendar, when it should have been for printing the 2023 calendar
22-368 Authorize Rebid of Furnishing, Delivering and Emergency Services Departments – Authorizes a rebid of this contract due to the fact that no bids were received
22-369 Authorize Execution of Agreement – Transfer a Portion of Barrington Road – Authorizes the Mayor and Village Clerk to execute the deeds and related documents to transfer a portion of Barrington Road to the adjacent property owners
22-370 Establish Annual Service Charge for Ridgewood Senior Citizen Housing Corporation, Inc. - Authorizes the Village Manager to execute an agreement reflecting the annual service charge or Payment in Lieu of Taxes, for Village services provided to the Ridgewood Senior Citizens Housing Corporation’s housing development. The amount for the annual service charge is $78,823.63.
22-371 Authorize Refund of Property Tax Overpayment – Authorizes a refund for the owner of Block 4005, Lot 16, due to the fact that no property taxes should have been levied on this property because the property owner is a Disabled Veteran and exempt from paying property taxes
22-372 Authorize Cancellation of Capital Ordinance Budget Balances – Cancels the balances of various capital ordinances which are no longer needed for the project or for capital ordinances where the project scope has changed
22-373 Accept Donation – Restoration of North Broad Street Garden at Ridgewood Train Station – Accepts a donation from the Conservancy for Ridgewood Public Lands for a restoration of the North Broad Street garden, which consists of benches, trees, shrubs, plant containers, and flowers, totaling $19,000. None of those donating towards this garden have applications before any Ridgewood Boards or Committees at this time.
22-374 Declare Property Surplus – Police Car – Declares a Police car which is no longer needed for public use, surplus property and authorizes the Village Manager to dispose of said property
22-375 Request Review and Approval of 2022 Spending Plan for Affordable Housing Trust Fund – Requests the Superior Court to review and approve the Village of Ridgewood’s Spending Plan for its Affordable Housing Trust Fund, as required by law
22-376 Authorize Bonding to Fund Shortfall for Affordable Housing Programs – Authorizes the Village of Ridgewood to bond any shortfalls to satisfy the Village’s financial commitment for Affordable Housing programs
22-377 Adopt “Affirmative Marketing Plan” for Affordable Housing in the Village of Ridgewood – Adopts an “Affirmative Marketing Plan” to ensure that all affordable housing units created in the Village of Ridgewood are affirmatively marketed to low and moderate income households, particularly those living and/or working within Housing Region 1, the COAH Housing Region encompassing the Village of Ridgewood
22-378 Appoint Municipal Affordable Housing Liaison – Appoints Christopher Rutishauser, the Village Engineer, as the Village’s Affordable Housing Liaison to administer the affordable housing program in the Village of Ridgewood
