3-20, Decorum, the Village Council meetings shall be conducted in the following manner:
Manner of Addressing Council
Persons other than Councilmembers may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Councilmember, nor shall any person be permitted to address the Chair while a motion is pending. A Councilmember may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

11. ORDINANCES – INTRODUCTION – RIDGEWOOD WATER
3940 – Amend Chapter 269 – Water – Amends this chapter to codify the Smart Controller exemptions on the same watering time schedule as all automatic systems. In addition, it establishes when and how water emergencies are declared.

23-69 Award Professional Services Contract - Hydrogeologic Consulting Services
(NTE $152,000) – Awards a non-fair and open Professional Services contract to WSP, USA, 600 East Crescent Avenue, Upper Saddle River, NJ. The required Pay to Play forms have been filed with the Village Clerk’s Office.
23-70 Reject Bids – Valley View Reservoir and Site Improvements – Rejects the two bids received for this project, due to the fact that both bids exceeded the engineer’s estimate
23-71 Amend Resolution – Annual Laboratory Analysis Service – Vendor Name Change – Amends Resolution #22-389, which awarded a contract to Aqua Pro-Tech, Inc., 1275 Bloomfield Avenue, Building 6, Suite 37, Fairfield, NJ, to reflect the name and address of the company which took over Aqua Pro-Tech, which is: Pace Analytical Services, LLC, 1800 Elm Street SE, Minneapolis, MN
23-72 Accept Ridgewood Water Annual Maintenance Fee - Accepts an operating and administrative maintenance fee from Ridgewood Water based on the amount of total tax indicated by the assessed value of the land owned by Ridgewood Water
23-73 Establish Interest Rates for Delinquent Payments to the Water Utility for 2023 and Set Grace Period for Payment of Water Utility Bills - Sets an interest rate of 8% per annum on the first $1,500 and 18% per annum on a balance over $1,500 for the non-payment of water utility bills in excess of $50. Also sets a 30-day grace period for the payment of all water bills. In addition, a 6% per annum penalty may be charged on any fiscal year delinquency in excess of $10,000 in paying a water bill, as is imposed on taxpayers for the non-payment of taxes.
14. ORDINANCES – INTRODUCTION
3941 – Amend Chapter 145 – Fees – Graydon Pool, Tennis, and Pickleball Fees – Sets the fees for Graydon Pool, Tennis and Pickleball for 2023. Also adds a Babysitter membership for the Graydon Pool.
3942 – Amend Chapter 3 – Administration of Government – Amends this chapter to state that the Mayor, Deputy Mayor and President Pro Tempore are all elected by the Councilmembers at the Reorganization Meeting, to be held in January, now that the Municipal Election is held in November instead of May
3943 – Amend Chapter 156 – Food and Food Handling Establishments – Outdoor Cafes – Months of Operation and Duration of License - Amends this chapter to allow all outdoor cafes to be licensed for the calendar year, and to be open 12 months of the year.
3944 – Amend Chapter 156 – Food and Food Handling Establishments – Outdoor Cafes – Property Maintenance of Outdoor Cafes – Establishes that outdoor café owners must maintain the property around the outdoor café and remove all chairs and tables if there is snow or some other weather related event. Also establishes penalties for those outdoor café owners who do not follow the property maintenance requirements.

23-74 Title 59 Approval – Graydon Pool Concession Refreshment Service – Approves the plans and specifications for Graydon Pool Concession Refreshment Service prepared by the Recreation Department, pursuant to Title 59
23-75 Award Contract – Graydon Pool Concession Refreshment Service – Awards a contract to Michael Sims, Mellsworth Foods, Inc., 102 East Main Street, Ramsey, NJ. The Village will receive $10,500 from Mr. Sims for the 2023 pool season.

23-77 Award Contract Under North Jersey Wastewater Cooperative Pricing System Through Passaic Valley Sewerage Commission – Repair Services for Two Sludge Digester Mixers (NTE $93,000) – Awards a contract under North Jersey Wastewater Cooperative Pricing Universal Electric Motor, 131 South Newman Street, Hackensack, NJ
23-78 Award Contract Under State Contract – Police Radios (NTE $16,717) – Awards a contract under State Contract to Motorola Radio, c/o Regional Communications, 64 East Midland Avenue, Paramus, NJ
23-79 Award Contract Under Bergen County Contract – Rock Salt (NTE $140,000) – Awards a contract under Bergen County contract to Atlantic Salt, Inc., 134 Middle Street, Suite 210, Lowell, MA
23-80 Establish Interest Rate for Delinquent Taxes and Non-Payment of Assessments and Other Municipal Liens for 2023 and Set Grace Period and Due Date - Authorizes the Tax Collector to charge 8% per annum on the first $1,500 of the delinquency and 18% per annum on any amount in excess of $1,500 becoming delinquent after the due date. Also allows for a ten-day grace period for quarterly tax payments and a due date at 25 days from the date of Village Council certification of costs for other municipal liens. In addition, the Tax Collector is authorized to charge a 6% per annum penalty on any fiscal year delinquency in excess of $10,000.
23-81 Establish Interest Rates for Delinquent Payments for Significant Sewer Discharger Bills for 2023 - Sets an interest rate of 8% per annum on the first $1,500 and 18% per annum on a balance over $1,500 for the non- payment of significant sewer discharge bills. Also sets a 30-day grace period for all bills. In addition, a 6% per annum penalty may be charged on any fiscal year delinquency in excess of $10,000 in paying a significant sewer discharger bill, as is imposed on taxpayers for the non-payment of taxes.
23-82 Authorize Mailing of Estimated 2023 Third Quarter Tax Bills - Authorizes the mailing of estimated tax bills for the 2023 third quarter to ensure that sufficient cash flow is available to meet the Village’s financial obligations
23-83 Authorize Electronic Tax Sales - Authorizes the Tax Collector to continue to conduct electronic tax sales through New Jersey Tax Lien Investors/RealAuction.com, as allowed by the Director of the Division of Local Government Services
23-84 Authorize Cancellation of Tax Overpayments and Delinquent Amounts - Authorizes the Tax Collector to cancel delinquent property taxes and refund property tax overpayments in amounts of less than $10
23-85 Authorize Tax Collector to Charge for Mailing of Tax Sale Notices - Authorizes the Tax Collector to charge $25 per mailing of the tax sale notice and add it to the cost of the tax sale, in lieu of any two publications of the tax sale notice
23-86 Authorize Release of Escrowed Funds and Site Improvement Performance Bond – Hopper Ridge Condominiums – Retaining Wall Replacement – Authorizes the release of escrowed funds and a Site Improvement Performance Bond for this property, due to the fact that the Planning Board, the Ridgewood Engineering Division, and the Building Department have all deemed that the project is satisfactorily complete
23-87 Accept Monetary Donation – Community Center – Accepts a $1,000 monetary donation from North Jersey Masters for the Community Center. North Jersey Masters does not have applications before any Ridgewood Board or Committee at this time.
23-88 Rescind and Replace Resolution #22-364 – NJDOT Paving Grant (NTE $414,961.62) – Rescinds and replaces Resolution #22-364, due to the fact that it did not award the entire amount of the contract to the lowest responsible bidder, which is required by NJDOT. This resolution awards the entire amount of the contract to the lowest responsible bidder, American Asphalt and Trucking, LLC, 818 Summer Avenue, Newark, NJ
23-89 Appoint Members to Shade Tree Commission – Appoints Ian Keller, Andrew Lowry and George Wolfson to 3-year terms that will expire on 12/31/25; Nancy Brennan-Hill, Yamini Chinni, and Carolyn Jacoby, to 2-year terms that will expire on 12/31/24; and Adam Brown, Maria Damasco, and Mahmoud Hamza, to 1-year terms that will expire on 12/31/23
