3-20, Decorum, the Village Council meetings shall be conducted in the following manner:
Manner of Addressing Council
Persons other than Councilmembers may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Councilmember, nor shall any person be permitted to address the Chair while a motion is pending. A Councilmember may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

23-124 Award Professional Services Contract – Engineering Design and Permitting Services – Southside Meter Chamber Interconnection
(NTE $21,150) – Awards a non-fair and open Professional Service contract to Suburban Consulting Engineers, Inc., 96 U.S. Highway 206, Suite 101, Flanders, NJ. The required Pay to Play forms have been submitted to the Village Clerk’s Office.
23-125 NJ Infrastructure Bank (I-Bank) Short Term Financing – Construction of PFOA and PFAS Treatment Plants - Allows for temporary financing for the project of construction of new PFOA and PFOS treatment plants, to be provided for with a short-term loan, to be made by the I-Bank to the Village of Ridgewood. The Village of Ridgewood shall sell a short-term note to the I-Bank in an aggregate principal amount not to exceed $42,000,000, and the maturity of the short- term note shall be upon the issuance of permanent financing for this project. Also authorizes the execution of any documents deemed necessary, by Village Officials.
15. ORDINANCES – INTRODUCTION
3942 – Administration of Government - Amends this chapter to state that the Mayor, Deputy Mayor and President Pro Tempore are all elected by the Councilmembers at the Reorganization Meeting, to be held in January, now that the Municipal Election is held In November instead of in May
3954 – Amend Chapter 265 – Vehicles and Traffic – No Stopping or Standing – Various Well Houses – Amends Chapter 265 to prevent vehicles from Stopping or Standing at Ridgewood Water Company property located on Spring Avenue, Franklin Turnpike, and Linwood Avenue
3955 – Amend Chapter 145 – Fees – Fire Department Fees – Increases various fees charged by the Fire Department
3956 – Amend Chapter 133 - Refuse Containers – Amends this chapter to make the wording less ambiguous
3957 – Amend Chapter 18 – Green Ridgewood Composition and Membership – Amends the composition and terms of the members of the Green Ridgewood Committee

23-126 Award Contract – Road Resurfacing and Repairs
(NTE $42,534.90) – Awards a contract to American Asphalt and Milling Services, LLC, 96 Midland Avenue, Kearny, NJ, under the 2020 Road Resurfacing program. This will encompass both the Spring Avenue (2019) and South Broad Street (2020) Resurfacing Programs, for which the Village has received Municipal Aid totaling $385,000. This additional amount appropriated encompasses the total amount bid by the vendor, which NJDOT is requiring in order for the Village to receive grant funds from NJDOT.
23-127 Title 59 Approval – Irrigation System Services – Parks and Recreation - Approves the plans and specifications for 2023 Proposal for Irrigation System Services for the Village Parks and Recreation Department in the Village of Ridgewood, prepared by the Department of Parks and Recreation, pursuant to Title 59
23-128 Award Contract – Irrigation System Services
(NTE $18,000) – Awards a contract to the sole responsible bidder, Sprinkler Guy Irrigation, LLC, P.O. Box 513, Ridgewood, NJ
23-129 Title 59 Approval – Horticultural Supplies – Approves the plans and specifications for Horticultural Supplies for the Years 2023 and 2024, prepared by the Department of Parks and Recreation, pursuant to Title 59
23-130 Award Contract – Horticultural Supplies
(NTE $48,500) – Awards a contract to the sole responsible bidder, SiteOne Landscape Supply, 1385 East 36th Street, Cleveland, OH. The funding includes $35,500 from the Parks and Recreation budget and $13,000 from the Project Pride budget.
23-131 Title 59 Approval – Emergency Escape Stairs – Streets Division – Approves the plans and specifications for Emergency Escape Stairs at the Streets Division Offices, 220 Chestnut Street in the Village of Ridgewood, prepared by the Ridgewood Engineering Division, pursuant to Title 59
23-132 Award Contract – Emergency Escape Stairs – Streets Division (NTE $29.043.43) – Awards a contract to the lowest responsible quote from Superior Steel Solutions, 331 Margaret King Avenue, Ringwood, NJ

23-135 Award Professional Services Contract – Safe Routes to School Grant – Final Design Phase
(NTE $141,756.20) – Awards a non-fair and open Professional Services Contract to NV5, 800 Lanidex Plaza, Suite 300, Parsippany, NJ. This cost will be reimbursed by a grant, through the NJ Department of Transportation.
23-136 Authorize Shared Services Agreement – Use of Styrofoam Densifier (Glen Rock) – Authorizes a Shared Services Agreement with the Borough of Glen Rock for the use of the Village’s Styrofoam densifier. The Borough of Glen Rock will deliver the Styrofoam collected in Glen Rock to the Village of Ridgewood, and will pay the Village of Ridgewood $5/bag. The Village of Ridgewood will then process the Styrofoam through the Styrofoam densifier and sell the finished material to a company which manufactures products out of the densified Styrofoam.
23-137 Authorize Shared Services Agreement – Use of Styrofoam Densifier (Washington Township) - Authorizes a Shared Services Agreement with the Township of Washington for the use of the Village’s Styrofoam densifier. The Township of Washington will deliver the Styrofoam collected in Washington Township to the Village of Ridgewood, and will pay the Village of Ridgewood $5/bag. The Village of Ridgewood will then process the Styrofoam through the Styrofoam densifier and sell the finished material to a company which manufactures products out of the densified Styrofoam.
23-138 Support Green Amendment to the NJ State Constitution – Supports the passage of NJ State legislative bills ACR72 and SCR15, which would amend the NJ State Constitution to insert into the NJ Bill of Rights, the right to safe drinking water, clean air and a healthy environment. This resolution urges the State Legislators to adopt these bills now, so that it can be put onto a statewide referendum in November 2023. This will allow the voters to decide whether to add the right to a clean and healthy environment to the Bill of Rights of the NJ State Constitution.
23-139 Authorize Execution of Deed Notice – Hudson Street Garage – Recognizes that although the Village of Ridgewood remediated the contaminated soil at the Hudson Street Garage site, soil contamination remains in certain areas of the property, in concentrations that do not allow for the unrestricted use of the property. This requires a Deed Notice detailing the engineering restrictions. Also authorizes the Mayor and Village Manager to execute the Deed Notice for the Hudson Street Garage.
23-140 Accept Donation – Sports Fields Upgrades – Accepts an $11,684.82 donation from Ridgewood Baseball/Softball Association for spring maintenance and repair of designated baseball and softball fields, in the Village of Ridgewood. The RBSA does not have any applications before any Ridgewood Boards or Committees.
23-141 Accept Donation – Repairs to Lower Hawes Field – Accepts a $1,850 donation from the Ridgewood Baseball/Softball Association for repairs to the lower Hawes baseball field, which will enhance the playing conditions and quality of the field. The RBSA does not have any applications before any Ridgewood Boards or Committees.
23-142 Accept Donation – Planting of Trees – Accepts a $1,000 donation from Councilmember Siobhan Winograd towards the planting of trees in the Village. Councilmember Winograd does not have any applications before any Ridgewood Boards or Committees.
23-143 Accept Donation to 2023 General Operating Budget – Accepts a $2,192.34 (the balance of her 2023 Deputy Mayor salary) donation from Deputy Mayor Pamela Perron to assist the Village with its 2023 General Operating budget, due to it being a difficult budget year. Deputy Mayor Perron does not have any applications before any Ridgewood Boards or Committees.
23-144 REMOVED FROM AGENDA
23-145 Accept Donation – Linda’s Grove – Accepts a donation worth $10,500 from multiple people, in memory of a long-time Ridgewood resident, Linda McNamara, who passed away in 2022. This donation creates a peaceful place for reflection and calm and includes the planting of several native trees, bushes, and other vegetation, as well as the placement of a bench, in an area behind the Lester Stable, near the brook.
23-146 Amend 2023 Dates for Dining Corrals and Pedestrian Plaza – Amends the dates for the Dining Corrals and the Pedestrian Plaza in the Central Business District to be held from June 3 - October 9, 2023
23-147 Appoint Members to Pride Day Committee – Appoints Marc Cantor, Roni Farfalla, Jan Philips, Christian Reinhardt, and Jeanne Theisen to the Pride Day Committee
