Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter

3-20, Decorum, the Village Council meetings shall be conducted in the following manner:

 

Manner of Addressing Council

 

Persons other than Councilmembers may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Councilmember, nor shall any person be permitted to address the Chair while a motion is pending. A Councilmember may, through the Chair, respond to any communication or address received pursuant to this section.

 

Decorum

 

Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

23-191    Award Additional Award – PFAS Media Treatment      at Twinney and Carr Facilities (NTE $44,760)             - Awards an additional amount of money to the         original lowest responsible bidder, Calgon               Carbon, 3000 GSK Drive, Moon Township, PA.            The additional amount is necessary due to              unanticipated media requirements for the PFAS           Treatment Facilities and the Twinney and Carr      Facilities.

    

14.  ORDINANCES – INTRODUCTION

 

3959 – Amend Chapter 3 - Administration of Government -     Reorganization of Village Council - Amends this            chapter to state how the Mayor, Deputy Mayor           and President Pro Tempore are all elected by the          Councilmembers at the Reorganization Meeting, to           be held in January, now that the Municipal             Election is held in November, instead of in May

3960 – Amend Chapter 127 – Contributions, Gifts, and        Donations – This ordinance provides guidelines             and procedures for considering and receiving             proposed donations of memorials and/or monuments        to the Village of Ridgewood. It also provides           policies for evaluating and accepting a park        amenity, a landscape feature, public art or           monetary donation.

23-221    Authorize Execution of Memorandum of                      Understanding – Child Lead Exposure                  Prevention Project – Authorizes the Mayor and       Health Officer to sign a Memorandum of                     Understanding with the Bergen County                    Department of Health Services for a regional                site for the Childhood Lead Program. This is               done free of charge, as the Bergen County             Department of Health Services runs the                  program through a grant.

 

23-222    Request Permission for a Dedication by Rider                to Establish Firearm Permit Trust Fund –              Requests permission of the Director of Local               Government Services to consider a Dedication             by Rider to the Village’s budget for the              establishment of a Firearm Permit Trust Fund

23-223    Chapter 159 – 2023 Budget Amendment - Accept            American Rescue Plan Firefighters Grant -             Requests the Director of Local Government            Services to approve the insertion of a               special item of revenue into the 2023 budget            for State of New Jersey, Department of                    Community Affairs, American Rescue Plan                Firefighters Grant in the amount of $32,000             and that a like sum be appropriated in the              2023 budget for State of New Jersey,                Department of Community Affairs, American             Rescue Plan Firefighters Grant in the amount             of $32,000

23-224    Authorize Renewal of Intent to Participate in      Community Development Block Grant Program,            HOME Investment Partnership Act Program, and             Emergency      Solutions Grant - Renews the                  Village’s intent to participate in these                programs from July 1, 2024 through June 30,             2027

23-225    Authorize Execution of Agreement for                      Participation in the Community Development               Block Grant Program, the HOME Investment             Partnership Program, and the Emergency                  Solutions Grant Program – Authorizes the            Mayor and Village Clerk to execute an                  Agreement which will commit the Village to               participate in the Community Development                Block Grant Program, the Home Investment                Partnership Program, and the Emergency                  Solutions Grant Program for the Fiscal Years             2024, 2025, and 2026

23-226    Authorize Countywide Fire Mutual Aid                      Agreement – Authorizes the Ridgewood Fire            Department to provide mutual aid assistance               to all participating municipalities in the                Bergen County Fire Mutual Aid Plan. Also                authorizes the Mayor and Village Clerk to             execute the necessary documents.

 

 

23-227    Approve 2023-2024 Renewals of Liquor Licenses       - Approves the annual renewal of liquor                    licenses in the Village of Ridgewood

23-228    Appoint Representative to Open Space Trust                     Regional Committee - Appoints Nancy Bigos as the             Village Council’s representative to be a part of                the County of Bergen’s Open Space Trust Regional            Committee

23-229    Appoint Alternate Municipal Court                        Administrator - Appoints Theresa Ernest as              the Acting Municipal Court Administrator to              undertake the duties of the absent Municipal                Court Administrator and/or Deputy Municipal            Court Administrator during scheduled and/or               unscheduled leaves of absence

23-230    Accept Donation – Paint for Pride Stripes at                Van Neste Square – Accepts a donation from             Matthew Rossi and Rossi Paint Stores for               paint for the Pride Stripes at Van Neste                Square. The cost for the paint is $287.35.                Matthew Rossi and Rossi Paint Stores do not             have applications before any Ridgewood Boards           or Committees at this time.

23-231    Accept Donation – Retractable Awning at The            Gate House - 1057 Hillcrest Road – Accepts a            donation from Stacey Antine, Director of               HealthBarn USA, for the purchase and                   installation of a retractable awning at The                Gate House at Habernickel Park, to cover the            patio area. The cost for purchase and                   installation is $7,610. Stacey Antine and                HealthBarn USA do not have applications                   before any Ridgewood Boards or Committees at             this time.
